1 Table D-1 Montour County Hazard Mitigation Projects - Municipalities Affected Structural Projects Project Description Mitigation Objective Hazard Municipality(s) Affected Pursue re-mapping of the 100-year floodplain. With new levee systems planned for western side of Mahoning Creek and the addition of a pumping station on Secheler Run, the Sechler Run floodplain should be recalculated. Install tide gate on valve at pumping station on Foust Street. Installation of tide gates will ensure that gate will operate satisfactorily during flooding events. Current system is not dependable and subject to failure. Install pumping station at Park Avenue as component of flood protection system. Erosion control along Blizzard's Run to protect roadway. Changes to the flow regime caused by development in headwaters has caused increased erosion along the stream channel of Blizzard's Run. This erosion impacts roadways in the Borough. Construction of levee from Iron Street to Danville/Riverside bridge This project will add pumping ability to the wastewater treatment plant to provide the ability to discharge treated wastewater into the Susquehanna River while the river is in flood. This section of the Danville flood protection system has never been constructed. The Borough will request that DEP complete this section of the levee system. Currently during flood events, the wastewater treatment plant is not able to discharge treated water from the plant to the river. This places a burden on operators and plant equipment to manage incoming flows, flows through the plant, and ultimately discharged treated water. / Environmental Install mechanical closure structures to replace sandbag closures in Danville Flood Protection System. The eleven closure structures in the Danville flood protection system require extensive labor hours (mostly volunteers) to fill sandbags and close the system during flood events. Replacement of sandbag closures with mechanical gates or shields enables the Borough to erect the closure in a few hours. This frees manpower for other tasks. Install two additional sirens to early warning system. The emergency warning system of Danville relies on sirens to warn residents of impending events. The system requires two additional sirens to have nearly complete coverage throughout the Borough. All-Hazards

2 Purchase slope mower for levee. A slope mower will enable more efficient and comprehensive maintenance of the riverside of the levee system that provides flood protection to the Borough of Danville. Replace/repair tide gates and purchase landside portable pumps. The flood protection system consists of many elements and components. Tide gates serve to block river water from entering behind the levee system during high flows. In low flows, storm water will pass through the tide gate. The system is nearly 50 years old and many of the gates are in need of replacement. 6 Promotion of flood insurance sales within the community. The Borough through its promotion activities will encourage the purchase of flood insurance. The Borough of Danville will prepare and submit an application for a rating in the Community Rating System in Participate in Community Rating System (CRS) Program. Participation in Susquehanna Greenway Planning. The Susquehanna Greenway Partnership is the proposed organization to implement greenway planning. It is expected that new trails, bikeways, water trails and other features will be developed as a result of greenway planning activities. Many of these projects will be sited on the floodplain of the Susquehanna River. Acquire properties and right-of-ways required for Pennsylvania Department of Environmental Protection flood protection project on Mahoning Creek. The PA DEP Waterways Section plans to construct a levee system along the western bank of Mahoning Creek. The project has been designed by DEP. The Borough s responsibility in the project is to acquire rights of-way and easements for the project. The Borough s solicitor has been working on this project. Install closure structure for Danville flood protection system and acquire property on Grand Street. The closure structure at Grand Street for the Danville flood protection system does not exist. This means that the system can not be closed completely during flood events. The project will require acquisition of one property, and construction of a closure structure to tie the system to higher ground. The closure will block an alley. The alley will remain open until a flood event and then the closure gates will be installed. Establish retention system maintenance program. The Stormwater management ordinance requires detention systems for new construction. This project will establish a retention system maintenance program to insure that the systems are working correctly. Examine erosion impacts from Sechler Creek pumping station The Pumping station on Sechlers Run operates when the height of Mahoning Creek would begin to back water up. Water is pumped through the levee into Mahoning Creek. Signs of erosion have been noticed along Mahoning Creek. This project will investigate is indeed erosion is occurring and suggest techniques to mitigate the problem is one is discovered

7 Elevate the pre-firm residential structure in the (Big) Roaring Creek flood hazard area in Mayberry Township. The preferred elevation option for this structure is elevation on an open foundation (i.e., posts, piers, piles, or columns). This elevation is being proposed as a twophase process. The first phase of this elevation process would be to complete a comprehensive study of the subject area, which identifies if this particular structure is to be elevated and the appropriate height to which it should be elevated. The study should be based on the modified hydrologic and hydraulic characteristics of the neighboring watercourse when water is released from Bear Gap Reservoir. The second phase of this elevation process would be to actually implement the elevation recommendations identified in the first stage. Many of the flood-prone permanent and seasonal residential structures in this flood hazard area were severely impacted by the 1972 Agnes flood event when excess water was released from the dam at Bear Gap Reservoir. Elevating this structure on an open foundation, based on recommendations from the proposed first phase, would minimize future flood impacts. Mayberry Township Retrofit this pre-firm residential structure in the Susquehanna River flood hazard area of Mayberry Township using wet floodproofing techniques. A stormwater management plan and implementing ordinances have been prepared and adopted by 2 of the 3 municipalities in the Mahoning Creek and Sechler Run watersheds in During the years since implementation stormwater flows have not been held to pre-development levels as expected by municipalities. This project will investigate if the ordinance should be modified and/or enforcement activities strengthened. Officially name streams Wet floodproofing this residential structure would involve the implementation of measures to ensure the protection of the home s existing electrical and mechanical systems, which are located in the basement area. This could be accomplished via elevation, relocation, or by protection in place. Stormwater flows in the Sechler Run watershed in Mahoning Township and Downstream in have not been maintained at the pre-development levels as desired outcome of the stormwater management ordinance. This is experienced by increased streambank cutting and higher flows. The Township, in cooperation with other municipalities in the Sechler Run Watershed as well as Montour County, wished to evaluate implementation of the ordinance to identify any deficiencies in standards and implementations practices. As part of the Township s interest in stormwater management all small streams have been named. The purpose in naming to give the streams is an identifiable label for mapping and discussion. Township code officer assigned the names based on farms in which the streams originated. Mayberry Township To pursue long-term protection and appropriate use for "Hartman Estate" property The Hartman Estate property is located along Mahoning Creek and the Susquehanna River. This property has been placed in trust for use for open space and recreation purposes. The Township will seek opportunities to insure that this property will be used appropriately so as to minimize potential flood damages and impact.

8 The Susquehanna Greenway Partnership is the proposed organization to implement greenway planning. It is expected that new trails, bikeways, water trails and other features will be developed as a result of greenway planning activities. Many of these projects will be sited on the floodplain of the Susquehanna River Promotion of flood insurance sales within the community The Township will promote flood insurance sales by having literature available at the Township building. These publications will inform residents of the advantages of flood insurance Pursue the installation of elevation markers or monuments Pursue acquisition of properties affected by flooding with willing landowners Evaluate the potential for a small-scale flood protection (levee) project in the Glenwood Development Blizzard s Run is undergoing a change in regime due to increased development in the upstream watershed. This new flow regime has resulted in increased erosion and more frequent flooding events. The project involves preparation of a plan to systematically address these problems and then implementing the restoration plan The Township desires to have reference markers constructed in approp[riate places in the floodplains for use by surveyors and others. The marker will enable a cost effective means to obtain elevation certificates When funding becomes available following disasters the Township will assist property owners qualify for disaster assistance including property buy-outs The Township will continue to investigate the potential for a small levee in the Glenwood section to keep water in the small channel until it reaches the storm sewer system Due to increased urbanization of the watershed, the main channels of Blizzard Run in these locations have been confined and straightened. The straightening and confinement along with increased stormwater runoff has increased velocities and flows within the channel causing severe bank and channel erosion To establish provisions for making detention system improvements An essential component of the stormwater management system is detention systems.
