2 Orange County Water District OCWD, formed in 1933, is responsible for managing and protecting the Orange County groundwater basin OCWD encompasses 229,000 acres (925 km 2 ) in the lower watershed of the Santa Ana River (SAR) The Orange County groundwater basin provides water for over 2.3 million people

11 How Does the GWR System Work? 100% of water is treated through microfiltration, reverse osmosis and ultraviolet light Microfiltration: Tiny, straw-like plastic membranes filter out bacteria, particles and protozoa Reverse Osmosis: Water is forced through the molecular structure of the RO membranes where dissolved minerals, pharmaceuticals, etc. are removed Ultraviolet light with hydrogen peroxide: As a safety barrier, water is exposed to UV and H202 that destroys potential harmful constituents
12 Where does GWR System Water Go? Water is returned to groundwater basin Half of water is sent to expanded seawater intrusion barrier Half of water is sent to recharge basins in Anaheim After treatment, water is so pure we have to add minerals back into it just like bottled water companies do
13 Why Do We Need the GWR System? Future imported water supply challenges: Northern California Environmental protection Population Increase Water system built for 18 million is serving 37 million, will soon serve 50 million people Colorado River limited by continued drought Predictions of Lake Mead going dry Global warming improvements needed for both systems Need to expand OCWD seawater barrier Need for new water supplies to meet future growth By 2020 Orange County population could increase by 300, ,000 people Dry Lake Mead California Bay-Delta
14 Project Funding and Timing Capital costs: approximately $481 million Split equally between OCWD and OCSD Produces 72,000 acre-feet of water (enough for 500,000 people each year) Built to double supply if demand increases in future Costs comparable to imported water Project received $92 million in state and federal grants, and $86 million operation and maintenance subsidy from Metropolitan Water District Without outside funding cost of water would be approximately $800 AF Operational since January 2008
15 Strong Community Support Proactive face-to-face outreach with more than 1,200 presentations, 700 tours and many news stories that resulted in: Active, honest and open community outreach = no organized opposition Education changes reaction 30 year history of water recycling 100% support from federal, state and local elected officials in OCWD service area CoastKeeper and Surfrider environmental groups Several health experts, medical doctors, hospitals, pharmacists and scientists supporting More than 200 community groups like Kiwanis, Rotary, etc.
16 Benefits of GWR System Protects from seawater intrusion Provides water to refill basin in times of drought and population growth Eliminates need for additional ocean outfall Saves money (costs about the same as importing water) Uses about half the energy needed to import water from Northern California Improves water quality Reuses valuable resource and sends less water to ocean Model for the rest of the world Australia, Singapore, etc.
