Federal Renewable Energy Tax Credit Investment Tax Credit extended in December 2015 For Residential or Commercial Solar-Electric Systems: 30% of Net Price up to end of % up to end of % up to end of 2021 expires Jan , except 10% for Commercial Systems Need not be taxpayer s Principal Residence; no size limit No Small Wind or Geothermal Tax Credit in 2017 or later Unused Tax Credit can be carried over to second year 11/28/2017 Rooftop Solar 21

SRECs [ Solar Renewable Energy Credits ] Payment to owner of Grid-Tied Solar System for solar electric production applies to all power produced for a limited time (e.g. 5 years) Used on premises, or Sold to Grid via Net Metering Double Dipping!? Each REC represents 1000 kwh of production (1 MWh) Funded by Utilities, administered by state agencies or contractors Rate can be much higher than the normal cost of power Determined by auction or regulatory agency e.g. $160 Rationale is the overall benefit to the Grid due to Distributed Generation 11/28/2017 Rooftop Solar 22

Future Path for SRECS Pursuant to FEJA, Illinois Power Agency issues Draft Long-Term Renewable Resources Procurement Plan 9/29/17 Final order due April Key Points: 3 types of Solar PV covered, energized after June Small scale Distributed Generation (DG) 10kW (that s us) [1 year to develop and energize] RECs Prepaid when Energized. Will monitor production. Large scale DG (>10kW, up to 2000 kw) RECs paid 20% when Energized; Remainder over 5 years. Community Solar projects [18 months to develop and energize, must have enough subscribers] Goal is 666 MegaWatts of new PV generation by Half Fixed Arrays, half Tracking Arrays % Capacity Factor REC prices to drop over time 11/28/2017 Rooftop Solar 25

Does Rooftop Solar Affect Home Prices? Best Study: Lawrence Berkeley National Lab report Selling Into The Sun: Price Premium Analysis Of A Multi-state Dataset Of Solar Homes LBNL 6942E Jan Key results: Solar adds roughly $3 per kw to home resale value ($4 in California) This is close to the net cost of Solar installation after incentives Consistent across 8 states and various house types Premium drops over time decade-old systems have lower premium Applies to host-owned systems, not necessarily leased systems Consistent with Buyers being willing to add Electricity savings to Mortgage Payments Some indication of a cachet effect, in that small systems add disproportionately 11/28/2017 Rooftop Solar 30

Discounting Future Cash Flows Present Value of a future payment is less than the nominal amount. 11/28/2017 Rooftop Solar 36

Discounting Future Cash Flows Present Value = Cash Amt 1 + d Time Example: where d = Discount Rate You will receive $1000 in 2027, 10 years from now. The Discount Rate is 5% per annum. Present Value PV = $1000 $ = = $ /28/2017 Rooftop Solar 37

Net Present Value of a Series of Cash Values C 1 at future time t 1 => PV 1 (based on Discount Rate d) C 2 at future time t 2 => PV 2 (based on Discount Rate d) C 3 at future time t 3 => PV 3 (based on Discount Rate d) C n at future time t n => PV n (based on Discount Rate d) Example: PV 1 = C d t 1 t 0 Net Present Value NPV = PV 1 + PV 2 + PV PV n 11/28/2017 Rooftop Solar 38

Appearance of Cumulative Cash Flows depends on Discount Rate Assumed Tax Free Income! 11 year Payback 9 year Payback? 13 year Payback? 11/28/2017 Rooftop Solar 39

Internal Rate of Return (IRR) For a Project with a series of Cash Payments and Receipts over its lifetime, we can calculate a Net Present Value NPV if we are given a Discount Rate d. The IRR is simply the value of the Discount Rate for which the NPV = 0 It turns out that the IRR is essentially identical to the yield on an investment, as in the Stock Market 11/28/2017 Rooftop Solar 40
