5 Council conclusions (26 March 2010): EU vision and Headline target Adoption of a long-term (2050) vision for biodiversity:. Biodiversity and the ecosystem services we get for free from nature are preserved, valued and, insofar as possible, restored for their intrinsic value, enabling them to support economic prosperity and human well-being, and averting any catastrophic changes linked to biodiversity loss Adoption of a mid-term (2020) headline target 5 Halting the loss of biodiversity and the degradation of ecosystem services in the EU by 2020, and restoring them in so far as feasible, while stepping up the EU contribution to averting global biodiversity loss
6 EU Council Conclusions, 14 October WELCOMES the work of TEEB and its significant contribution to emerging knowledge and understanding regarding the economic aspects of biodiversity and ecosystem services, RECOGNISES that the frequent undervaluation of, or disregard, for biodiversity and ecosystem services as well as the limited internalisation of their values into national strategies and programmes, such as systems of national accounts, are a significant cause underlying today s biodiversity crisis; STRESSES that the conservation and sustainable use of biodiversity and ecosystem services should be further integrated into current and future EU policies and financial instruments and COMMITS itself to actively promoting positive incentives and reforms, eliminating or reorienting harmful subsidies in the relevant sectors to benefit biodiversity, and INTENSIFIES support for initiatives to incorporate economic considerations and valuation of biodiversity and ecosystem services into all relevant policies and sectors as a fundamental contribution to fulfilling biodiversity commitments; [ ] ENCOURAGES Member States and the Commission to develop specific cost-effective options for conservation and sustainable use of biodiversity and ecosystem services at national, European and global levels, based on the TEEB findings;
7 The international context: (1) CBD Strategic Plan Goal A: Address the underlying causes of biodiversity loss by mainstreaming biodiversity across government and society Target 1 - By 2020, at the latest, people are aware of the values of biodiversity and the steps they can take to conserve and use it sustainably. Target 2 - By 2020, at the latest, biodiversity values have been integrated into national and local development and poverty reduction strategies and planning processes and are being incorporated into national accounting, as appropriate, and reporting systems. Target 3 - By 2020, at the latest, incentives, including subsidies, harmful to biodiversity are eliminated, phased out or reformed in order to minimize or avoid negative impacts, and positive incentives for the conservation and sustainable use of biodiversity are developed and applied, consistent and in harmony with the Convention and other relevant international obligations, taking into account national socio economic conditions.
8 International context (2) Text of the decision itself: welcomes the TEEB reports invites Parties and other Governments to make use of TEEB findings and to make the case for investment for biodiversity and ecosystem services and to strengthen policy commitment to biodiversity at the highest level; requests the CBD Executive Secretary to cooperate with other organisations in: further developing the economic aspects related to ecosystem services and biodiversity developing implementation tools for the integration of economic aspects of biodiversity and ecosystem services; facilitating implementation and capacity-building for such tools, building on the results of TEEB.
