6 LOWER LOWER BOIS D ARC CREEK RESERVOIR HISTORY AND STATUS Fannin County adopted resolution of support in 2005 A series of meetings were held; partnership developed Local support for economic study on impacts of reservoir on Lower Bois d Arc Creek in Fannin County Economic study completed in 2004 (updated in 2007, 2012 and 2015) projects significant benefits to Fannin County

7 BENEFITS IN FANNIN COUNTY Access to stable, high quality, long-term water supply that will attract and support new businesses and jobs New state-of-the-art water treatment plant in Bonham more than $20 million investment Boost net taxable real estate values in County by an estimated $316 million* Recreational amenities could generate $166 million of economic activity per year in Fannin County through activities such as fishing and boating, as well as new industrial and commercial opportunities* *Based on 2015 updated independent analysis by Clower, T. & Weinstein, B. 7

8 LOWER CLICK TO BOIS EDIT D ARC MASTER CREEK TITLE RESERVOIR: STYLE KEY STATS Proposed Project: Surface Area: 16,641 acres Supply: up to 108 MGD Average/ Max Depth: 22/70 ft Lake Elevation: 534 ft mean sea level Owner & operator: NTMWD Cost Estimate: ~$1.2B (2016 dollars) Permitting Required: Water Rights received June 2015 USACE Section 404 under review Anticipate federal permit by early 2018 Water delivery in 2022 (pending final permit) First major reservoir to be constructed in Texas in nearly 30 years 8

9 Lower Bois d Arc Creek Reservoir PROJECT COMPONENTS: Reservoir Dam and Intake (1) Earthen embankment Dam approx. 10,400 feet in length and maximum height of about 90 feet 1 Intake designed for up to 236 million gallons per day (MGD) Larger diversions only when reservoir is near full

11 Lower Bois d Arc Creek Reservoir PROJECT COMPONENTS: Water Treatment Plant (3) Located on 662-acre property just west of City of Leonard Initial treatment capacity of up to 70 million gallons per day 3 Ability to expand capacity to meet future needs

12 Lower Bois d Arc Creek Reservoir PROJECT COMPONENTS: Road Improvements and Bridge (4) Working with TX DOT and County on plans Existing FM 1396 highway will be rerouted along current FM 897 right-of-way to U.S New bridge will be constructed over lake for north-south access Smaller roadways around lake will be adjusted or improved to ensure ease of navigation around lake

13 Lower Bois d Arc Creek Reservoir PROJECT COMPONENTS: Mitigation Areas (5) Mitigation for impacts to wetlands and waterways is required NTMWD has purchased 15,000-acre Riverby Ranch for this purpose 5 Mitigation is proposed to include: Planting more than 2 million trees on 5,472 acres miles of stream improvements 2,900 acres of new or reestablished herbaceous plants

15 PROGRAM DESCRIPTION Purpose: Deliver quality component projects Ultimately provide access to 175,000 acre-feet of raw water per year Treatment of up to 280 million gallons of potable water per day QUICK FACTS: Lake surface area: 16,641 acres Slightly smaller than Cooper Lake/Jim Chapman Storage capacity: 367,609 acre-feet Construction will include: Over 2.2M tons of aggregate and materials Over 5M cubic yards of onsite fill material 15

16 PROGRAM STATUS UPDATE Program broken up into 5 separate CMAR groupings CMAR 1 - Archer Western - Dam, Reservoir Clearing, and Terminal Storage Reservoir CMAR 2 - Archer Western - Mitigation CMAR 3 - Garney - Water Treatment Plant and Pump Stations CMAR 4 - Austin Bridge and Road - Roadways and Boat Ramps CMAR 5 - Garney - Pipelines Miscellaneous work that currently does not fall within scope of CMARs Maintenance Buildings, Lake Offices, Conflicts State Water Rights Permit received June 2015 Federal 404 Permit Under Review Expected Permit Date in 1 st Quarter of 2018 No construction will start prior to receipt of the permit 16

19 CONSTRUCTION MANAGER AT RISK LBCR CMAR Setup NTMWD CMAR DESIGNER Contractor Vendor Supplier Contractor CMAR brought on board during design Assists with constructability, cost estimating, scheduling, etc. Before construction starts, CMAR submits Guaranteed Maximum Price GMP negotiated/accepted by Owner CMAR bids out and manages work packages CMAR can self-perform but everything must be bid out 19

20 CONSTRUCTION MANAGER AT RISK CMAR Approach Preconstruction Services - CMAR provides input on design, constructability, scheduling, and cost estimating. Procurement Services CMAR can also phase procurement and construction, and develop work packages in a manner that matches NTMWD funding and schedule. Construction Services CMAR manages all phases of the construction but may not necessarily be the one to construct. 20

21 BID PACKAGE PROCUREMENT Each CMAR, with input from the Owner and Engineer, will break out bid packages for projects Will be multiple packages for each project (i.e. concrete, electrical, fencing, land clearing, road maint., SWPPP, etc.) Packages will range from very small to very large in size/scope Packages will advertise and be bid per regulations Some Packages will bid with other criteria in addition to bid numbers (qualifications, experience, safety, etc.) 21

22 PROCUREMENT PROCESS Procurement opportunities will be posted at this address: From this location, links can be followed to CMAR specific bidding/procurement sites. Vendors list will be created from today s interested attendees and can be added to by contacting CMARs directly. List will be posted online at Historically Underutilized Business (HUB) and Local Business participation is encouraged with each CMAR. Firms that meet these criteria should highlight this on the vendor s list sign in sheets. Participation in LBCR projects will be tracked. For more information on HUB vendors can visit: Local Businesses are defined by the program as those headquartered in Fannin, Grayson, Hunt, Lamar and Delta Counties. 22

23 PROCUREMENT PROCESS Bidding Timeline Example: 1. CMAR Procurement Services Authorized to Start 6 months prior to estimated construction start. 2. Bid Packages Assembled and Advertised 4-6 months prior to estimated construction start. 3. Bid Packages Submitted 3-4 months prior to estimated construction start. 4. Bid Package Review 2-4 months prior to estimated construction start. 5. Bid Package Award 1-3 months prior to estimated construction start. ***Note that this is an example. Some bids may be asked to remain open for longer to facilitate a quicker start to construction. These times may approach days. 23

24 PROCUREMENT PROCESS - OTHER SERVICES In addition to bid packages for work on construction projects, the NTMWD and the various CMARs/Contractors will also have a need for non-construction services. Some examples include: Office cleaning Material haul off Septic pumping Printing services Water delivery Catering Security Hotels and RV Parks Fence maintenance Dumpsters Port-a-Johns Others. These services will be contracted directly with the NTMWD and CMARs. If you are interested, please ensure that your information is included on the vendor s list signin sheets before you leave today. Some cases may require quotes from vendors. These quote systems will be administered by NTMWD and CMARs. 24
