Description The is intended to provide mechanical ventilation for new and existing Class 4 Sewage Systems as they are described in Part 8 Sewage Systems of Ontario s 2006 Building Code (the Building Code ). The is comprised of: a SoilAir Model 5BD, PVC backwater valve, a weather resistant heavy duty injection moulded lockable box, PVC Tee, SoilAir Float Switch, a blower, combination timer/controller and associated wiring, optional SoilAir PVC Baffle, optional SoilAir Pressure Switch, and associated tubing and other miscellaneous hardware. The manufacturer claims that it is a system that can rejuvenate leaching beds that have failed due to organic build up on the soil interface. The system operates by adding pressurized air to the leaching bed through the effluent distribution lines. The added air assists in the degradation of the restrictive biomat layer formed at the effluent soil interface. The backwater valve serves to prevent pressurized air from flowing backward to the septic tank. Page 1 of 7

Authorization Requested The applicant sought authorization for the use of the SoilAir Drain Field Ventilation System as an addition to Class 4 Sewage Systems described in Division B, Part 8 Sewage Systems of the Building Code; and the applicant also sought authorization for the use of the as an addition to the Building Materials Evaluation Commission (BMEC) approved gravel-less absorption trench systems. 5. Assessment Reports and assessment provided by the applicant demonstrate that if the SoilAir Drain Field Ventilation System is manufactured, designed, installed, and maintained in accordance with the manufacturer's instructions and limitations, the Building Code and the specific terms and conditions stated in this authorization, the level of performance required by the Building Code will be provided. Authorization The is authorized as an addition to a Section 8.7. Leaching Beds of Division B, of the Building Code; all other requirements pertaining to the installation of the shall conform to the requirements of the Building Code, and subject to the following terms and conditions contained in 6.A and 6.B below: Page 3 of 7
4 A. Specific Terms and Conditions 1. This Authorization is valid only for the s SoilAir Drain Field Ventilation System (Soil Air System) Model 5BD; 2. This Authorization expires on February 26, 2015; 3. The SoilAir System shall only be used in conjunction with a: a. Class 4 Sewage System, as are it is defined by the Building Code, or b. Legally conforming system installed under the predecessor legislation; 4. The SoilAir System shall not be used in conjunction with any other BMEC approved materials, systems, or building designs; 5. The installation of the SoilAir System for a particular site shall be approved by way of a permit issued by the Principal Authority; 6. The SoilAir System shall not be used to justify the reduction of the any of the regulatory requirements of Section 8.7. Leaching Beds of Division B, of the Building Code; 7. The Soil Air System shall be designed by a person registered with the Building and Development Branch as being a qualified designer or qualified installer; 8. The Soil Air System shall be installed by an installer who is: a. authorized by, or b. authorized by an agent of., and c. a person registered with the Building and Development Branch; 9. If the Soil Air System is used to repair an existing system, the qualified designer or installer noted in 6.A.7. shall document the system, and provide a written assessment to the Principal Authority and the property owner, at the time of permit application; 10. The written assessment that forms a part of the building permit application required in 6.A.9., shall contain a minimum of the following information: a. description of the site conditions, b. soil conditions to a depth of 900 mm below the trench, c. depth of water table or bedrock, d. breakouts, e. saturated areas, f. shallow soil cover over the leaching bed, g. site drainage, h. effluent filter location, i. treatment tank size(s) and location, j. size and location of soil distribution system, and k. horizontal clearances distances as described in Table B of Division B, of the Building Code; Page 4 of 7
5 11. The information contained in the written assessment required in 6.A.10., must be in a form sufficiently detailed to satisfy the Principal Authority; 12. The property owner shall submit a written report to the Principal Authority, which has been prepared by a qualified designer or qualified installer, within 10 to 14 months from the date of installation that indicates the performance of the system; 13. Where holes are needed to be filled or plugged in the leaching bed that incorporates Soil Air System, the total area of the holes filled or plugged with bentonite shall not exceed 1.0 m 2 ; 14. The Soil Air System shall be installed as per the requirements of the Installation Manual:, dated November 2009; 15. The Installation Manual:, dated November 2009 shall be submitted to the property owner and the Principal Authority at the time of permit application; 16. The Soil Air System, used in conjunction with a Part 8 sewage system, shall conform to Section 8.9. Operation and Maintenance of Division B of the Building Code; 17. The PVC Backwater Valve used in the Soil Air System shall meet CAN/CSA-B PVC Drain, Waste, and Vent Pipe and Pipe Fittings ; 18. Except when the PVC Backwater Valve used in the Soil Air System is installed outside of the septic tank, the PVC Backwater Valve shall: a. not damage the septic tank, b. not interfere with the effluent filter, c. not interfere with the operation of the septic tank, and d. be adequately supported 19. The installation of the Soil Air System shall not structurally modify the septic tank or lid beyond the installation of a riser; and 20. The Soil Air System shall be installed in accordance with the regulations provided by the Ontario Electrical Safety Authority. B. General Conditions 1. The use of the as described in Section 3. and the Specific Terms and Conditions set out in Section 6.A must comply with: (a) (b) the Building Code Act, 1992, (the Act ) as amended or re-enacted, except as specifically authorized herein, the Building Code as amended or remade, and Page 5 of 7
6 (c) all other applicable legislation. 2. A copy of this Authorization shall accompany each application for a building permit and shall be maintained on the site of the construction with the building permit. 3. The Applicant specified in Section 1. shall promptly notify the BMEC of: (a) (b) the failure of the Applicant to comply with any of the Specific Terms and Conditions set out in Section 6.A, the failure of the material, system or building design that is the subject matter of this Authorization to (i) (ii) comply with any of the Specific Terms and Conditions set out in Section 6.A, or provide a satisfactory level of performance in situ, or (c) the occurrence of any of the events described in General Conditions 6.B.4.(a), (b), (e) or (f). 4. The BMEC may amend or revoke this Authorization at any time on its own initiative, or at the request of the Applicant specified in Section 1. without restricting the foregoing, the BMEC may amend or revoke this Authorization where it determines that: (a) any change has been made to: (i) the name of the Applicant specified in Section 1, (ii) the address or other contact name information of the Applicant specified in Section 1, (iii) the ownership of the Applicant specified in Section 2, (iv) the manufacturing facilities specified in Section 2, (v) (vi) the material, system, or building design that is the subject matter of this Authorization, or a test method relevant to this Authorization, (b) (c) the Applicant has failed to comply with any of the terms and conditions set out in this Authorization, in the opinion of the BMEC, the use of the material, system or building design authorized herein provides an unsatisfactory level of performance in situ, Page 6 of 7
7 (d) (e) (f) (g) in the opinion of the BMEC, amendment or revocation of the Authorization is appropriate on the basis of potential danger to public health and safety, the Act or Building Code has been amended, re-enacted or remade in a manner relevant to this Authorization, this Authorization was issued on mistaken, false or incorrect information, or a revision of an editorial nature is appropriate.
