2 ization + One of the most important global trends of the 21st century Cities as centers of wealth and engines of economic opportunities and growth (urban advantage : access to adequate housing, social services, job opportunities) Transformative force that can be harnessed to enhance economic growth and productivity, as well as wealth and state-building Today s most common urbanization model is not sustainable - environmentally, socially, politically and economically Many opportunities of urbanization today could be the basis for harnessing its transformative force and activating a pattern of urban growth that could positively impact other spheres of national development - Unprecedented pace and scale of urban population growth has outstripped the fiscal and technical capacity of many governments to build and expand urban infrastructure, deliver basic urban services, and ensure adequate shelter and services for all Failure of central governments to decentralize revenue-raising to the local/ municipal level Fiscal, institutional, managerial gaps > inability of local governments to tackle key urban challenges effectively Weak urban governance, systemic institutional dysfunction, inadequate urban social policies do not fully address the needs of the urban poor

3 Development Challenges in the Arab region Home to the oldest civilizations in the world - one of the most urbanized regions globally population in Arab countries grew by more than four times from 1970 to 2010, and will more than double again from 2010 to : 357 million residents > 56 % lived in cities 2050: 646 million people > 68 % will live in cities Most of urban growth has taken place on the peripheries of the larger cities although secondary cities are experiencing the fastest rate of growth Conflict and displacement In the light of this rapid urbanization, sustainable development in the region will be gained or lost in cities.

Vision Focus Areas Develop integrated, inclusive and sustainable human settlements that are resilient, competitive, and capable of providing better life standards in the Arab region. 10 Arab Strategy for Housing and Sustainable Development Target 1 Target 2 Target 3 Target 4 Target 5 Target 6 Adequate standard of living achieved for all by ensuring access to adequate, safe and affordable housing and urban basic services. Improved social equity and just development achievements contribute to more socially inclusive cities and human settlements. Local and national authorities are better able to meet the needs of citizens through improved capacities for integrated, inclusive and sustainable human settlement planning. Key stakeholders are capacitated to apply enhanced legislation and promote principles of good urban governance in managing sustainable urbanization in the Arab region. Improved urban environmental sustainability and resilience against climate change, reduced environmental losses and protect natural assets in the Arab region. People of the Arab region benefit from enhanced productivity of cities and other human settlements, contributing to economic growth and sustainable development at both national and local levels.
