1 London s CEAP A Mid-Term Review Across Canada, more than 00 communities, representing over 50 percent of Canada s population, have a Community Energy Plan (gettingtoimplementation.ca, 017). London s Community Energy Action Plan (CEAP) is a fundamental strategy for demonstrating local action on mitigating climate change, improving sustainability and strengthening our local economy. How Did We Get Here? The Community Energy Action Plan (CEAP) was approved by Municipal Council in July 014. It covers actions to be taken by the City of London as well as key energy stakeholders through to 018. One of the most important roles that the City of London plays is to connect the dots and foster collaborations between London s community stakeholders, the activities they engage in, and the role that these stakeholders can play in the CEAP. The Corporation of the City of London does not have a lot of direct control over how much energy is used In brief, London s CEAP defines our priorities around energy from the perspective of improving energy efficiency, reducing GHG emissions, helping to be a more resilient community and driving the local economy. in London, but it does have a lot of influence. The control over energy use in London rests primarily with our citizens, visitors, employers, and employees. Individual and collective action on energy efficiency, energy conservation, and clean and renewable energy is key to our sustainable future. The CEAP includes 40 City-led actions. This mid-term review provides an overview on the progress made so far on these actions along with updates from many of the community stakeholders (e.g., citizens, business, institutions). London is an active participant in the Partners for Climate Protection Program in Canada and the Compact of Mayors Program globally.

2 A Reminder Why Do We Need a Plan? There are two main reasons why: 1 We spend over $1.4 billion on energy every year, almost 90% of this money leaves London - going to other communities in Ontario, out to Alberta, or down to the United States. This number was $1. billion in 010 and has been as high as $1.6 billion in 014. For every percentage point that London reduces its energy use, about $1 million stays in London, which we can either save or spend on other things. How much do we spend on energy in London? 3 We emit about 3 million tonnes of greenhouse gases (GHG) every year. We need to keep taking actions that reduce GHG emissions, adapt to future severe weather from climate change, and improve air quality and water quality. 1,000,000 Where do London s greenhouse gas emissions come from? 4 The Goals 1 Increase the local economic benefit of sustainable energy use through: a. Cost savings from energy conservation and energy efficiency, b. Revenue from local production of clean & green energy products, and c. Job creation associated with product and service providers engaged in these activities. Reduce the environmental impact associated with energy use, through the use of greenhouse gas emission reduction targets consistent with the Province of Ontario s, namely: REDUCTION IN TOTAL GREENHOUSE GAS EMISSIONS FROM 1990 LEVELS TARGET TARGET TARGET 00 15% % % The Defining Principles and Priorities of the CEAP for This needs to be the community s plan for London, not the City of London s plan for the community. We can t control the price of energy, but we can control the cost of energy 3. Start first with conservation 4. Get the function and size right 5. Invest in energy efficiency and good design 6. 5 The Priority Actions For buildings, all of these actions are important to undertake, and individual projects have unique circumstances that result in higher impacts and faster payback for the project owner. What this illustration does is it helps to identify, at a city-wide level, the relative impact these strategies have for London s total energy use and associated greenhouse gas emissions. City-led actions such as The London Plan, Shift Bus Rapid Transit, and London ON Bikes Cycling Master Plan will give Londoners more carfree choices for moving around and create a future London less reliant on the car. Transportation technology, such as electric vehicles and heavy-duty vehicles running on renewable natural gas, do have upfront costs, but they also have lower operating and maintenance costs and significantly lower greenhouse gas and air pollution emissions. 5

7 PROGRESS on Reducing Energy Use Energy efficiency, in terms of the amount of energy used per person in London, has improved since Most of this improvement has been in buildings. REDUCTION IN ENERGY USE PER PERSON SINCE 1990 HOMES 0% WORKPLACES 1% TRANSPORTATION % CHANGE IN COMMODITY USE PER PERSON SINCE 1990 NATURAL GAS 13% ELECTRICITY 11% GASOLINE 5% Gasoline is the only energy commodity that we are using more of than we used to. Energy is also used by private sector businesses and the public sector to produce goods and to provide services. ENERGY PRODUCTIVITY, MEASURED IN TERMS OF DOLLARS OF LOCAL GROSS DOMESTIC PRODUCT (GDP - ADJUSTED FOR INFLATION) 1990 $ 470 $ 750 of value /gigajoule of energy used of value /gigajoule of energy used = 57% More value for every gigajoule used! It is estimated that $100 million in energy costs on utility bills and at the pumps were avoided in as a result of actions taken to improve energy efficiency in businesses, homes and transportation over $400 million if you add up all the avoided costs since 010. What are avoided costs and how are they estimated? Avoided costs are the result of investments made to improve energy efficiency (e.g., more insulation, new windows, new heating and air conditioning systems, fuel efficient vehicles, etc.) as well as changes to energy-using behaviour (e.g., lowering thermostats, cycling and walking more often, etc.). If we use 010 as a baseline year in terms of energy use per person and compare that with s population and s energy prices, we can estimate how much energy would have cost Londoners and our businesses without these improvements. Basically, avoided costs are what we actually spent on energy compared to what we could have spent with no energy efficiency changes made. 7

Seven per cent of new homes built in London in were Energy Star New Homes. As of June, there were about,00 hybrid and/or electric vehicles in London almost.5 times more than in 011. At least 30% of Londoners work for employers with written commitments to protect the environment About 80% of major employers (with 100 or more employees) have written commitments to protect the environment. 10

11 What Can You Do? What kind of actions are we looking for? Here are some examples: Walking or biking to work, to the store or to friends Using London Transit Carpooling, car sharing Replacing a gas guzzler with a fuel efficient car Making use of free heat & light Using renewable energy Renovating an old home or building with energy-saving features Building a green home or building Using cool apps to track and save energy and water use Avoid food waste by better meal planning As of April 017, there was 17.6 megawatts of renewable power generation in operation in London, beating our goal to have 10 megawatts by 018! London is a leader in the use of energy-efficient combined heat and power cogeneration, with 47 megawatts of power-generating capacity at London District Energy, Ingredion, London Health Sciences Centre, and Labatt Brewery. Twenty per cent of Canada s Greenest Employers in 017 have offices in London! (Canada s Top 100 Employers project) Your organization can join the London Environmental Network and collaborate on local environmental action. 11

12 Examples of Community-Led Action The London Environmental Network was launched in 015 to help local environmental organizations to increase their capability to deliver environmental programs to Londoners. Today, there are over forty organizations who are members, including ten organizations focused on sustainable energy and climate change. The London Environmental Network offers a centralized backbone organization for collective collaboration to occur. For example, we are working with the same organizing team clear demonstration that working with communities can produce situated responses that speed up the delivery of education for transitional technologies, such as solar energy. London Cycle Link has been working on a number of cycling initiatives such as Bikes for Newcomers, the Glow Ride, and promotion of winter cycling preparation and techniques. The Green Energy London Co-operative worked with the City of London to develop and test the Active & Green Home Check-up pilot project in Byron, Kensington Village, and Old East. The City also supported Green Energy London for their Solar Home Evaluation pilot project. The outcome was a The London Electric Vehicle Association promotes and advocates for the use of electric vehicles for their use as a cleaner mode of transportation. New community organizations have emerged and are beginning to make a difference here in London. Building Better is committed to advocating and implementing sustainable building solutions in residential, commercial and public settings. Their Retrofit Model Home project, which will be open for tours, has the goal to take a 100-year-old heritage town house in Old East to as realistically close to net zero emissions as possible. 1

13 Examples of Stakeholder-Led Action Fanshawe College holds a Sustainability Tracking, Assessment & Rating System Silver Rating in recognition of its sustainability achievements from the Association for the Advancement of Sustainability in Higher Education. In 014, Fanshawe implemented its Energy Conservation & Demand Management Plan to reduce Fanshawe s energy-related expenditures by $3.5 million over the next 10 years and reduce greenhouse gas emissions by 650 tonnes equivalent carbon dioxide per year. Libro Credit Union is adjusting business practices with an eye towards reducing the environmental impact of its operations. Updates to Libro s head office in London included the installation of a cooling tower which offers free cooling in shoulder seasons without use of the chiller, installation of a new roof system which offers better insulation properties over the old roof, and installation of LED lighting on the exterior of the building, and the interior and exterior parking lots. London City Centre earned its ISO environmental management certification in 011 and recertified in - the only commercial office tower in Canada certified to ISO In, London City Centre achieved BOMA Best Platinum certification, the highest level of recognition awarded by the Canadian commercial real estate industry. 14 The London Economic Development Corporation has been facilitating dialogue through the London Region Manufacturing Council and the Excellence in Manufacturing Consortium in support of the CEAP. The London Home Builders Association (LHBA) has been using its public engagement resources: Lifestyle Home Show, weekly LHBA Home Front and President s Bang-on column, Parade of Renovations, the Signature New Homes and Source: Sifton Properties Renovation magazine, and the LHBA website to promote energy efficiency in new homes and home renovations. In 017, the LHBA produced the LHBA Go Green Reno Guide that appeared in the Go Green London magazine as well as the LHBA website. London Hydro has received a number of awards for both the outstanding results as well as the holistic manner in which it executed the saveonenergy HOME ASSISTANCE program for low-income customers in London. London Hydro expanded the program beyond energy efficiency upgrades to include fire safety, electrical safety, and water conservation elements. In June 015, London Hydro received the Ontario Fire Marshall s Fire Safety Award for its joint efforts with the London Fire Department to provide tangible fire safety improvements and education to this vulnerable segment. In March 017, London Hydro was formally recognized by Ontario s Independent Electricity System Operator for Conservation Leadership for its outstanding achievements with this program. Sifton Properties has begun the development and construction of West 5, a new mixeduse community that will be one of the largest net-zero energy developments in Canada. Net-zero energy means that West 5 will produce as much energy on-site over the year from solar panels as it takes from London Hydro s wires and Union Gas s pipelines. Sifton s new net-zero energy head office is now open for business and construction of the first phase of West 5 s townhomes is now underway. Sifton is also one of Canada s eleven home builders that have been certified for the new Net Zero Home Labelling Program. Trojan Technologies has taken steps to ensure effective management of greenhouse gas emissions through routine monitoring of electricity, natural gas and water resources. This is being done in part 14

15 to finalize Trojan Technologies ISO 14001:015 certification which they intend to have by the end of summer 017. Trojan Technologies is currently certified to the older ISO 14001:004 standard. Trojan Technologies is also a member of the Excellence in Manufacturing Consortium Group which discusses and shares information and experiences in material handling and energy management. The Upper Thames River Conservation Authority received Leadership in Energy and Environmental Design (LEED) Platinum certification for the Watershed Conservation Centre from the Canada Green Building Council. The certification was the 34th building in Canada to achieve Platinum and the first in London. Western University has taken several actions to enhance energy conservation and improve energy efficiency of its infrastructure and operations under its Conservation and Demand Management Plan, which have resulted in avoiding 65,700 tonnes of greenhouse gas emissions and savings of almost $11 million. Western also has over 16,000 square metres (1,359,000 square feet) of sustainablydesigned building space on campus, many of which have received, or are planning to receive, LEED certification from the Canada Green Building Council. 16 What s next for the CEAP? Over the next 18 months we have three streams of activities planned for 017 and into 018. First and foremost, we need to take some time to celebrate community accomplishments and to raise awareness of the progress made to date on reducing energy use and reducing greenhouse gas emissions. Recognizing great work by others also has the added benefit of connecting people together with common interests and desires to do more. More details will be available shortly at london.ca/ceap. Second, we ll use this awareness and enthusiasm to develop the next version of the CEAP, Starting in January 018, the City of London, working with our energy partners, will undertake a six-month community engagement process. This will include discussion on goals, actions, requirements, and commitments to be incorporated into the CEAP. The draft CEAP will be provided to the current Council for their review in late 018, with a revised draft being submitted to the new Council for their review and approval in early 019. Third, we have a lot of work to do on the existing action from the CEAP. This is not the time to rest! more people more creativity more innovation more projects more commitment more action more results!
