Paint St., Chillicothe, OH Fax: Kathy Wiedeman is the Director of Environmental, Health and Safety for Glatfelter, a global supplier of specialty papers and engineered products. Glatfelter s Ohio locations include an integrated pulp and paper mill in Chillicothe, Ohio, a converting facility in Fremont, Ohio and a log merchandising operation in Piketon, Ohio. Kathy has over 20 years of experience in the paper industry and has worked in multiple aspects of the environmental field, including wastewater and landfill operations, air compliance and permitting and solid waste management. She began her career at the Chillicothe paper mill in 1997 as a Staff Engineer and progressed to Senior Environmental Engineer and then Environmental Manager in In 2006, Kathy was promoted to Director EH&S for the mill, taking on expanded responsibilities in the areas of safety and health. Kasich on January 10, 2011, and brings more than 20 years of public and private environmental management experience to the position. Director Nally leads the cabinet-level agency that is responsible for implementing federal and state regulations to protect human health and the environment while ensuring the environmentally sound operations of business and government activities imperative to economic growth. He comes to Ohio EPA after most recently spending the last six years at Ohio s sister agency in Indiana. Director Nally has an undergraduate degree in biological sciences from North Carolina State University and a master s degree in science from the University of Wyoming.

Box 1049, Columbus, OH Street Address: 50 West Town St., Suite 700 Columbus, OH Fax: Robert Hodanbosi, Chief Bob Hodanbosi became Chief of the Division of Air Pollution Control, Ohio EPA in September His current duties include being responsible for the air pollution control program for the State of Ohio and development of programs needed to comply with the Clean Air Act Amendments of From May 1987 to September 1992, he served as Assistant Chief and Manager of the Air Quality Modeling and Planning Section for the agency. From April 1978 to May 1987, he served as Air Quality Modeling and Planning Section Manager responsible for: development of the technical support for regulations for criteria air pollutants: atmospheric dispersion modeling: air quality designations; new source review procedures; development of the SARA right-to-know program and air toxics control program. Prior positions with the Ohio EPA include: Supervisor, Environmental Assessment Unit and Permits Reviewer, Northeast District Office. Hodanbosi is a member of the American Institute of Chemical Engineers and Air & Waste Management Association. He is a registered Professional Engineer in the State of Ohio. He is Chairman of the State and Territorial Air Pollution Program Administrators Permitting Committee. He has lectured extensively on topics relating to the requirements and the controls needed to obtain cleaner air. Hodanbosi received his Masters of Science degree in Chemical Engineering at the Cleveland State University in 1977 and his BA in Chemical Engineering at the Cleveland State University in In addition, he has completed post-graduate courses in fluid mechanics and turbulence at the Ohio State University. Michael E. Hopkins, P.E., Assistant Chief, Permitting mike.hopkins@epa.state.oh.us Michael Hopkins has been with the Ohio EPA since He is currently the Assistant Chief, Permitting of the Ohio EPA. His duties include the review and final approval for all air pollution permit-to-install, permit-to-operate, and Title V permitting in the State, management of the Air Toxics/Permit Guidance Unit, the development of technical support for air pollution control regulations, litigation support and general air pollution planning activities. He has been in this position since April Before this assignment, he was in charge of the Air Quality Modeling and Planning Section with similar duties as above from August 1993 through April Prior to that assignment, he was in charge of the engineering section of the Ohio EPA Central District Office air program. The engineering section is responsible for reviewing air pollution Permit to Install and Permit to Operate applications for compliance with air pollution regulations, facility inspections, complaint investigations, enforcement case development, policy and rule development, the Emissions Inventory Program, and other related duties in the central Ohio area. Mr. Hopkins earned his Bachelor s degree in environmental engineering from the Pennsylvania State University. He is a licensed Professional Engineer in the State of Ohio. He is a member of the Air and Waste Management Association, the National Society of Professional Engineers and the Ohio Society of Professional Engineers. Mike Ahern, Environmental Manager, Permit Issuance & Data Management Section Phone: mike.ahern@epa.state.oh.us Mike Ahern is Manager of the Permit Issuance and Data Management section (PIDM) in the Division of Air Pollution Control, Central Office. Mike has a Bachelor of Science degree in Health Services Administration from Quinnipiac University and a Masters of Environmental Science specializing in Air Pollution Control from the Institute of Environmental Sciences at Miami University. Mike initially joined the Ohio EPA in 1993 as an intern in the Division of Air Pollution Control. In 1994 Mike joined the Emissions Testing Unit, located in the Engineering Section, on a full time basis. Mike subsequently became Supervisor of the Permit Management Unit (PMU) in 1996 and Manager of the PIDM in Mike s primary responsibilities include acting as a liaison with USEPA concerning Title V Operating Permit program implementation; primary point of contact with the Air Permit Advisory Group ; and management of the PIDM. Primary responsibilities of the PIDM include issuance of all permits for the Division; technical review of permit to install registration applications; coordination, review, invoicing and collection of all air pollution permit fees; and development and support of emissions inventories for the Division through the Emission Inventory Unit. Under Mike s leadership, the PIDM strives for ensuring timely permit issuance, sound emissions inventory data, and accurate billing through customer-oriented interaction with the regulated community, the Ohio EPA District Offices, and the local air agencies.

3 Local Air Agencies Akron Regional Air Quality Management District 146 South High Street, Suite 904, Akron, OH Fax Duane LaClair, APC Engineering Supervisor As the supervisor of the engineering section of Akron Regional Air Quality Management District Duane is responsible for overseeing air permitting and enforcement in Summit, Medina and Portage Counties in Ohio. Duane has been with ARAQMD for over 18 years, prior to joining ARAQMD Duane spent 3 years as inspector with the Akron Industrial Pretreatment Program. Additionally Duane is a career Army Reserve Officer specializing in petroleum and water supply and distribution. Air Pollution Control Engineer csafreed@cantonhealth.org Carl Safreed has worked for two years at the Canton City Health Department, Air Pollution Control Division, Permitting & Compliance section. The Canton APC Division is the Local Air Agency responsible for Stark County. Previously, Carl worked for twenty-five years as a product & process development engineer at The Goodyear Tire & Rubber Company, Engineered Products Division. Areas of expertise from his years at Goodyear include the design and manufacture of air springs and rubber tracks, along with related subcomponents and manufacturing processes. These include steel stampings, zinc and aluminum die castings, injection molded thermoplastics, compression molded SMC, brass-plated steel cable, zinc plating, powder coating and rubber-to-metal bonding. While working at Goodyear, Carl prepared for a potential career change into the environmental field by earning a Master of Science degree in Environmental Engineering from the University of Akron's school of Civil Engineering. He received his Bachelor of Science degree in Mechanical Engineering from Georgia Institute of Technology. He is a registered professional engineer in the State of Ohio. Hearne, Chief of Engineering DHearne@city.cleveland.oh.us Mr. Hearne is the Chief of Engineering for the Cleveland Division of Air Quality. He manages and directs an interdisciplinary group of engineers and scientists charged with the issuance of air pollution permits and the determination of regulatory compliance for more than 5,500 facilities in the heavily industrialized Cuyahoga County. For more than twenty years Mr. Hearne has provided leadership to teams researching, developing, and enacting regulations under the Clean Air Act and a variety of other federal, state, and local environmental laws. Prior to joining Cleveland=s Division of Air Quality in 2000, Mr. Hearne served as a consultant to the U.S. Environmental Protection Agency in the development and implementation of air pollution control regulations and policies including National Emissions Standards for Hazardous Air Pollutants, New Source Performance Standards, and Control Techniques Guidelines. His previous experience includes risk assessment and regulatory development for multiple environmental media as well as development and analysis of national environmental data bases. Mr. Hearne is a member of the Air and Waste Management Association and the Ohio Local Air Pollution Control Officers Association. He holds a B.S. in Biology from Randolph-Macon College in Ashland, Virginia, and a M.S. in Environmental Biology/Public Policy from George Mason University in Fairfax, Virginia.

Compliance Specialist II John Barlage is an Environmental Compliance Specialist with the Hamilton County Department of Environmental Services. The Department is Ohio EPA s representative for air quality issues in Butler, Clermont, Hamilton and Warren Counties. Mr. Barlage graduated from the University of Cincinnati with a Bachelor of Science Degree in Natural Science. He has 25 years of management experience at various food manufacturing facilities including Borden Foods, Birds Eye and the Continental Baking Company. He has worked for the agency for the past 8 years. His present responsibilities include air pollution permit development and enforcement, facility inspections and air quality complaint investigations. Charles is the Director of the Portsmouth Local Air Agency. Cindy s responsibilities include review of permit to install and operate permitting activities, facility inspections, enforcement, ambient air monitoring network, asbestos program, and facility complaint investigations. Cindy graduated from Shawnee State University with a Bachelor of Natural Science degree. As Chief, Air Resources she is responsible for air permitting and enforcement in Lucas County and the City of Rossford. Some of the responsibilities of the Toledo Division of Environmental Services include review of permit to install and permit to operate applications and the subsequent drafting of permits, compliance inspections, review of emission fee reports, and complaint investigations. Before working for government, she worked seven years in industry. Karen Granata is a registered Professional Engineer in the State of Ohio. She graduated from the University of Michigan in Chemical Engineering in Regional Air Pollution Control Agency, RAPCA, 117 S. Main St., Dayton OH, fax Chris Clinefelter, Area Supervisor, Permits clinefcd@rapca.org Chris Clinefelter has been with the Regional Air Pollution Control Agency in Dayton, Ohio, for over 10 years, 4 as a permit writer and the remaining as the permit group supervisor. Chris is responsible for reviewing all draft permit terms and establishing goals for permit issuance. He is an active member of the Permitting & Enforcement Committee and currently involved with the NACAA, GHG Mitigation Database workgroup. He was also involved with the NACAA Boiler replacement rule and has taken part in several enforcement cases involving Consent Decrees. Chris enjoys fishing. RAPCA covers 6 area counties and currently has over 1100 permitted sources, of which, 40 are TV and 80 are Synthetic Minor TV sources. Chris has a B.S. in Environmental Science from Wright State University, He has also completed graduate classes in Ichthyology and Limnology from Stone Laboratory, The Ohio State University, 1994.

Between 1985 and 1988, Craig worked in Environmental Education and conducted a recycling feasibility study for the Wapakoneta Chamber of Commerce. In 1988, Craig started his air pollution control career with the Southwest Ohio Air Pollution Control Agency (SWOAPCA), now the Hamilton County Department of Environmental Services, Air Quality Program. In 1992, Craig moved to the Ohio EPA SWDO DAPC. In 1997, Craig transferred to the Mobile Source Section of DAPC and returned to SWDO DAPC in During his 22 plus years of working in air pollution control, Craig has reviewed and processed air pollution permits, conducted facility and complaint investigation, inspected asbestos remediation operations, audited and overseen stack and analyzer testing, and prepared and submitted enforcement cases on both industrial and public air pollution violations. Over his years in air pollution control Craig has work on permits for and/or have conducted compliance investigation at many major facilities throughout southwest Ohio including: ARMCO Steel (now AK LLC), Procter and Gamble (P&G), Cargill, Inc., Honeywell, and Honda of America.
