3 Buildings are the Largest Energy Consumer in Vietnam Buildings are currently the largest energy consuming sector in Vietnam! The Vietnam Building Energy Efficiency Code (VBEEC), introduced by MOC in 2013, could result in at least 30-40% buildings energy savings, provided good implementation. For VBEEC and other energy efficiency policies, having reference standards and guidelines is critical for ease and consistency of implementation. 6 Referenced Standards in Codes A model code established minimum quality and performance criteria. The referenced standards are an enforceable extension of the code. IECC 2012 Chapter 5 Referenced Standards Standards for building materials and the built environment are also the foundation of most building energy efficiency policies. April 25,
7 Review of Reference Standards and Guidelines in VBEEC Examine VBEEC requirement by requirement, to review standards and guidelines currently being referenced, and to identify requirements that should have a referenced standard. Provide recommendations regarding which standards and guidelines might be referenced and included in the next VBEEC version, and suggest approach options. Recommend to prioritize standards that are most relevant to Vietnam s climate, market and construction practices (especially SHGC standard). April 25,

Market Does Vietnam import a large share of construction materials in this category from a given country or region? Is the standard relevant for a tropical climate, or for a wide range of climatic conditions? Climate Rigor How rigorous is the standard? April 25,
13 Options for Referencing: Case-by-Case Analysis (Examples) Considering market shares of construction materials and equipments: Construction materials (cement, tiles, bricks, etc.) are mostly domestically produced -> Develop Vietnamese standards for construction materials. Construction glass imports are mostly from China and ASEAN countries -> Chinese or ASEAN standards for glazing would be more relevant. Considering climate conditions: NFRC 100 (for rating window and skylight U-factors) assumes U.S. climates, which is typically cooler -> Vietnamese version of NFRC 100 could be useful. Considering rigor: U.S. and European standards use different methods for calculating thermal transmittance and would result in different U-values -> Need to consider robustness of standards case by case. 14 Synchronization of OTTV guidelines VBEEC Section 2.1.2(3)(c): OTTV values are determined using prevailing standards and technical guidelines. There are multiple OTTV versions and software being independently developed (VBEEC User Guide, VGBC, VACEE, etc.) Standardizing a single set of instructions for OTTV calculations and develop a single OTTV software would greatly facilitate VBEEC implementation. 14
