Vietnam s Energy Efficiency Building Blocks: Technical Standards and Guidelines to Support Vietnam s Building Energy Efficiency Code and Related Policies MARK HALVERSON, SHA YU, MEREDYDD EVANS, LINH VU Pacific Northwest National Laboratory April 25,

Outline Background Methodology Review of reference standards and guidelines in VBEEC Options for referencing international standards and guidelines Single country approach Case-by-case analysis Synchronization of OTTV guidelines Recommendations for developing reference standards Resources April 25,

Buildings are the Largest Energy Consumer in Vietnam Buildings are currently the largest energy consuming sector in Vietnam! The Vietnam Building Energy Efficiency Code (VBEEC), introduced by MOC in 2013, could result in at least 30-40% buildings energy savings, provided good implementation. For VBEEC and other energy efficiency policies, having reference standards and guidelines is critical for ease and consistency of implementation. Source: IEA Energy Statistics for Non-OECD Countries (2012 edition) April 25,

Benefits of building energy codes Reduced energy consumption by approximately 0.5-quadrillion Btu per year by 2015, and 3.5-quadrillion Btu per year by Reduced CO 2 emissions by roughly 3 percent in terms of the projected national CO 2 emissions in Rising cost savings more than $4 billion per year back in homeowners pockets by 2015, a figure that could rise to over $30 billion per year by 2030 Source: April 25,

Building Energy Codes in the U.S. ASHRAE Standard 90.1 International Energy Conservation Code State and Locally Adopted Codes Source: April 25,

Referenced Standards in Codes A model code established minimum quality and performance criteria. The referenced standards are an enforceable extension of the code. IECC 2012 Chapter 5 Referenced Standards Standards for building materials and the built environment are also the foundation of most building energy efficiency policies. April 25,

Review of Reference Standards and Guidelines in VBEEC Examine VBEEC requirement by requirement, to review standards and guidelines currently being referenced, and to identify requirements that should have a referenced standard. Provide recommendations regarding which standards and guidelines might be referenced and included in the next VBEEC version, and suggest approach options. Recommend to prioritize standards that are most relevant to Vietnam s climate, market and construction practices (especially SHGC standard). April 25,

VBEEC currently references a mix of standards/guidelines from different countries to be renamed (AHRI) outdated U.S. German International Vietnam no longer exists VBEEC currently references a mix of standards/guidelines from different countries, many of which are outdated or no longer exist. April 25,

Reference standards/guidelines could help implement VBEEC Section Topic Comments 2.1.2(1), 2.1.2(2) Exterior Wall U o,max and Roof U o No reference for calculating U-factors for envelope assemblies with multi-dimensional heat transfer 2.1.2(3)(b ) Overall Thermal Transfer Value (OTTV) No test methods for window and skylight U-factor (required for OTTV calculation) 2.1.2(3)(c) Overall Thermal Transfer Value (OTTV) 2.1.2(4) Solar Heat Gain Coefficient (SHGC) and Visible Light Transmittance (VLT) No description or guidelines for OTTV calculation No test methods for SHGC and VLT Electric motor efficacy No test method for electric motor efficacy Water-heating equipment efficacy Heat Pump Water-heating equipment efficacy Only some water equipments have test standard (DIN ), and this standard no longer exists; no test standards for other equipments No test standard for heat pump water heaters Several requirements are missing reference standards/guidelines and test methods. 9

Options for Referencing Standards and Guidelines Two options: -- Single country approach -- Case-by-case analysis April 25,

Options for Referencing: Single Country Approach (U.S. examples) Section Topic Suggestions 1.3 Normative References Update ARI references to AHRI. Add AHRI 551/591. Replace ASHRAE and with ASHRAE (1), 2.1.2(2) 2.1.2(3)(b ) Exterior Wall U o,max and Roof U o Overall Thermal Transfer Value (OTTV) 2.1.2(3)(c) Overall Thermal Transfer Value (OTTV) Add ASTM C for calculating U-factors for envelope assemblies with multi-dimensional heat transfer Add NFRC for calculation of window and skylight U-factor Develop a single OTTV guideline and software 2.1.2(4) Solar Heat Gain Coefficient (SHGC) and Visible Light Transmittance (VLT) Add NFRC Electric motor efficacy Add NEMA MG Water-heating equipment efficacy Add 10 CFR 430 Subpart E and ANSI Z Heat Pump Water-heating equipment efficacy Add 10 CFR 430 Subpart E 11

Options for Referencing: Case-by-Case Analysis Alternatively, referencing standards from multiple countries on a case-bycase basis is also a feasible approach. Market Does Vietnam import a large share of construction materials in this category from a given country or region? Is the standard relevant for a tropical climate, or for a wide range of climatic conditions? Climate Rigor How rigorous is the standard? April 25,

Options for Referencing: Case-by-Case Analysis (Examples) Considering market shares of construction materials and equipments: Construction materials (cement, tiles, bricks, etc.) are mostly domestically produced -> Develop Vietnamese standards for construction materials. Construction glass imports are mostly from China and ASEAN countries -> Chinese or ASEAN standards for glazing would be more relevant. Considering climate conditions: NFRC 100 (for rating window and skylight U-factors) assumes U.S. climates, which is typically cooler -> Vietnamese version of NFRC 100 could be useful. Considering rigor: U.S. and European standards use different methods for calculating thermal transmittance and would result in different U-values -> Need to consider robustness of standards case by case. April 25,

Synchronization of OTTV guidelines VBEEC Section 2.1.2(3)(c): OTTV values are determined using prevailing standards and technical guidelines. There are multiple OTTV versions and software being independently developed (VBEEC User Guide, VGBC, VACEE, etc.) Standardizing a single set of instructions for OTTV calculations and develop a single OTTV software would greatly facilitate VBEEC implementation. 14

Recommendations on Standards Development High Priority (directly influences cooling load) Include SHGC and VLT rating standard Update ARI references to AHRI references Update ASHRAE references to latest version Medium priority (directly influences envelope heat transfer, moderate impact on cooling) Include window and skylight U-factor rating standard Develop official OTTV guideline Develop official OTTV software Low priority (directly influence other building loads) Include roof and wall assembly testing standards for assemblies containing multi-dimensional heat transfer Include testing standard for electric motor efficacy Include testing standard for water heater efficacy Given Vietnam s tropical climate, standards related to cooling measures need to be given priority. April 25,
