7 Warm and Healthy Homes Partnerships England and Wales 3.25 million capital measure fund Working with health and housing partnerships to provide heating, insulation and other measures to vulnerable households at risk of cold-related illness/ewd Larger measures (eg. solid wall, cavity and loft insulation, new heating systems) NEA training and community engagement activity to support frontline practitioners and local residents

8 High level Principles Maximum grant 4,000 per household average grant 3,250 (excluding eligible match or gap funding) Must reach a minimum number of 100 Eligible households (50 in the 50% value programmes) Measures to be provided on a heating first, insulation second basis to ensure households have basic facilities to heat their homes. Individual measures wholly paid for by 100% grant funding i.e. no capital contribution to be expected from the householder. Targeted at individuals with a health condition or disability exacerbated by living in a cold home

9 Contract and Project update 11 projects (10 in England & 1 in Wales) 9 contracts issued. 2 contracts in negotiation Installation of measures has started Broad range of diverse and innovative projects e.g. Leicestershire CC trialling distinct methods to target vulnerable households including: GP referral system using risk stratification analysis undertaken by integrated care co-ordinators to identify patients with highest risk of hospital admissions, triangulated with data on housing, income and tenure. EHO led system for identifying Category 1 Hazards using HHSRS data. Hospital discharge referral process from an Older Person s unit linked to housing officer assessments. Derbyshire CC delivering programme of work with GPs and CCGs across Derbyshire and Nottinghamshire: Shortlisted high risk patients receive a letter from their GP inviting them to seek assistance to keep warm and healthy at home. Bespoke package of interventions. Over 10% of the 200 GP practices in the locality are engaged in the project.

Healthy Homes looks to go beyond current duties of LA and housing providers. Pilot been operating since EHO overseen. Targeting PRS tenants and severe disrepair. Initial pilot has seen all referrals (50) receive advice which led to a reduction in fuel bills. 12 Warm and Healthy Homes Small Measures England and Wales 250,000 capital measures fund 10 Successful Home Improvement Agencies working on hospital discharge schemes. Ensure that vulnerable residents being discharged from hospital can benefit from a range of small measures to help them stay warm at home. Must be distinct to measures funded from non excluded sources (e.g. ECO, FiT). Smaller measures include loft insulation, TRVs, Thermostats, Programmers, draught-proofing etc. NEA training and community engagement activity to support HIA practitioners to cascade information to local residents.

28 Park Homes Insulation Programme.

29 YES Energy Solutions will work in partnership with North Lincolnshire Council to reduce fuel poverty and improve the thermal efficiency of 35 Park Homes in North Lincolnshire. The project will demonstrate the benefits of Park Home Insulation, whilst comparing the performance of two different Ofgem approved Park Home insulation systems. 1. The SPS Envirowall Wall System 1, is a BBA approved product and comes with a full 25 year SWIGA guarantee and 25 year manufacturer s guarantee. 2. The Jub Jubizol Premium system, is an ETA approved product and comes with a full 25 year SWIGA guarantee and 25 year manufacturer s guarantee.
