2 What is Canada s Marine Emission Inventory Tool aka MEIT? Commercial marine vessels are a significant source of air pollutant and greenhouse gas emissions; Environment and Climate Change Canada developed MEIT as a bottom-up, activity-based emissions inventory for all marine vessels operating in Canadian waters; Earlier version was developed in MEIT 2010 MEIT needed updated activity data & emission factors, and a more flexible & friendly user interface. 3 Who Uses MEIT? MEIT is the primary source of marine emissions data in Canada and is used by: o Environment and Climate Change Canada o Transport Canada, Health Canada, other levels of government o External stakeholders To: o Support development of policy, emission reduction strategies, and regulatory changes o Support Canada s efforts to assess the impacts of shipping emissions on the Arctic o Inform reviews of Environmental Assessments, o Inform air quality models, GHG projections, other emissions inventories. 4 What Can MEIT Do? MEIT can be used to assess changes in marine emissions (and fuel consumption) due to: o Use of cleaner fuels or shore power o Slow steaming o Best practices, eg controlling VOCs from marine petroleum transport o Fuel efficiency measures to reduce GHGs from ships o Economic growth or recession o Use of different shipping routes o Impacts from a marine terminal expansion or addition o Changes in time and space Page 4
5 HOW DOES MEIT WORK - MARINE ACTIVITY DATA Activity data is provided at reporting points along every shipping route in Canada Collected by Coast Guard (INNAV) and AIS vessel tracking sites Data includes lat/longs, speed, origin-destination, time in mode, vessel characteristics Page 5 June 11, 2018
6 HOW DOES MEIT WORK Converts Activity to Emissions MEIT matches marine activity data with exact engine & vessel characteristics Course corrects and grids the data Takes into account relevant regulation (eg NOx Tier III, EEDI, ECA) Calculates emissions of marine CACs and GHGs Allocates activity & emissions spatially and temporally and displays it on a map. 7 Land Ho! Course Correction INNAV data provides rough ship tracks and sometimes they go over land MEIT uses bathymetry and navigational information to correct ship tracks to avoid land and follow the navigational channel Page 7

Currently output from MEIT is available upon request to ECCC for the years for any region in Canada or set of lat/longs, down to a resolution of per kilometre, per hour Emissions are available in the form of summary reports in Excel, or as gridded.csv files (for air quality models) In we will develop a publicly available, online version of the tool Page 10

18 How Does MEIT Work - Components Marine Activity Data from Coast Guard (INNAV) and AIS (Automated Identification System for Marine Vessels) vessel ID, speed, origin-destination, lat/long, time-stamp Current, Future, and Past Regulatory Frameworks for all of Canada and for Specific Regions (eg Arctic, or Great Lakes) Parameters for Emission Estimation Equations: Emissions Factors, Vessel Characteristics, Engine Characteristics, Load Factors, Fuel Consumption Data Course Correction, Speed Correction, Gridding Process, and Emissions Calculation >> Large Database Map-based Graphical User Interface Visualization Tool Page 18

MEIT pulls together emission factors based on engine type, stroke type, fuel type, and relevant regulations (eg ECA, NOx Tier III, IMO EEDI, etc Engine rated power (kw) pulled from Vessel database or calculated using regression analyses Main engine load factors are calculated Auxiliary engine load factors and boiler fuel consumption are pulled from the literature/previous inventory work Page 19
