7 EPA Order - October 2, 2007 Combined Sewer Overflows..develop the Long Term Control Plan (LTCP) by collaborating with representatives of the City of New Kensington, the City of Arnold, the City of Lower Burrell, and Plum Borough. The inclusion of these communities in the development of the LTCP is necessary to ensure that the LTCP will be effective in serving all of the involved municipalities, particularly in the use of wet weather modeling in the LTCP

15 Physical Survey and Inspection of the Sewer System All municipalities responsible Physical inspections started in March. GPS survey of manholes that require higher vertical accuracy (0.1 feet) by an outside contractor (approximately 450) All communities have completed the physical inspection of the manhole conditions. All stormwater catch basins surveyed and located within combined sewer area. Arnold New Kensington Lower Burrell Plum Total Manholes Pipe (miles) Catch Basins n/a n/a 1046 Pittsburgh to Harrisburg
16 Cleaning and Closed Circuit TV Inspection 1. Each Municipality shall complete cleaning prior to CCTV for a) 10 and greater separate sanitary sewers b) 15 and greater combined sewers c) Sewers associated with chronic flooding d) Downstream of flow diversion structures e) Deemed necessary by PE 2. Report /Official Plan of Action on Major Deficiencies to EPA on December 10, Arnold New Kensington Lower Burrell Plum Total Total Pipe (miles) Pipe Video d (miles) Percent of System 27% 31% Approximately 20 miles of pipe for MSANK sewer system
17 Arnold Has been working instep with MSANK Only community to have all electronic inspections of manholes Many manholes have storm lines and sanitary lines running through it which makes mapping tough REDZONE is still working on the televising because of the complex mapping of the system but will be done as required
18 ARNOLD (continued) Have already completed some repairs on Dunn Alley and Ivy Alley this year Completed compliance 3 years ago with a consent order from 1995 that required construction of new CSO outfall structures
19 CCTV Challenges Training and Safety, everyone must be NASSCO certified Traffic, coordination of efforts Access, some wooded and privately owned areas Old System, some large debris and roots collected from over 100 years of use.

22 Sewer System Dye Testing Complete dye/smoke testing to determine the sources of storm water such as roof leaders, yard and driveway drains MSANK has performed an aggressive testing program since properties tested within New Kensington. Failed properties given written notice.
