2 2 Energy Efficiency : A wide consensus EE is the most sustainable energy source: Both clean and the least expensive way to cover energy services. Nevertheless, as a new source of energy it faces many barriers including: financial, social, political and regulatory. The IDB is supporting countries to overcome these barriers and to promote Energy Efficiency in Latin America and the Caribbean.

4 The IDB Activities in the Region The IDB is currently developing different activities to promote EE and tap its potential in the Region. Main Instruments Loans and Guarantees and Non-reimbursable Technical Cooperation

6 Chile New institutional arrangement which should encourage the development of an EE Market EA: Chilean Agency of EE (Public private agency) Promoting an Energy Efficient Market Promote EE in the industrial and commercial sector in Chile. Capacity Building in private and public key players Development of pilot projects in specific sectors. Consolidation of the Chilean Energy Efficiency Agency. Encourage the Setting Up and Consolidation of an Energy Services Market Develop the financial mechanism structure needed for the development of a EE Service Market
7 Bahamas Promoting Sustainable Energy In The Bahamas Analyze RE and EE Potential Review Regulatory Framework Foster EE and RE through a new Institutional Framework. EA: Ministry Of The Environment Of The Bahamas Jamaica Energy Efficiency and Conservation Technical Assistance Objective : Support the GoJ by Preparing an EE Plan in the Public Sector Audits in Public Buildings in different sectors. Technical and Economical evaluation of measures Promote the Energy Service Market EA: Ministry Of Energy and Mining 7
8 8 Mexico Support to the GoM in setting up the Sustainable Energy National Program (PRONASE) - Programa Nacional para el Aprovechamiento Sustentable de la Energía.. TA for assessing the EE potential EA: National Energy Savings Commission (CONUEE, its initials in Spanish)
9 9 Mexico Stakeholders : National Energy Savings Commission (CONUEE, its initials in Spanish) and the Government of the State of Baja California Technical Cooperation for the monitoring and evaluation of local initiatives in RE and EE sector Objective: Determine cost-effective EE measures, implement them and use this information to discuss the existing EE guidelines and regulations.
10 Energy Efficiency Governance in LAC Participants: IDB-EBRD-IEA Objective: To provide practitioners and decision makers with information concerning the most effective EE institutional arrangement at a regional level. 1st Phase: Review of the EE literature; Develop a Questionnaire; Identify a list of key stakeholders to be interviewed in LAC. 2nd Phase: Conduct interviews and develop one in-depth case study and a scorecard tool for evaluating existing EE institutional structures. Dissemination activities and workshops 10
11 Modalities for EE Report covers main areas that should be considered when: Designing Implementing Monitoring Evaluating an EE Program Comparison between different countries (Brazil, Canada, Mexico, US, France) Type of organizations in different countries / Methodology for impact evaluations/financing mechanism/ Labeling programs 11
12 12 Conclusions Energy Efficiency has potential in all sectors: measures should be undertaken according to local conditions: energy market structure, local culture, and institutional framework, etc Energy efficiency is one of the key factors for achieving the goal of having sustainable energy for all. The IDB is looking forward to supporting new initiatives that will accelerate the access to energy efficiency technologies and knowledge (through financial support and Technical cooperation)
