22 Home Energy Rating - HERS Index 1. Home Energy Rater Analyze home construction plans; onsite inspections Software package to perform an energy analysis of design. Projected, pre-construction HERS Index. 2. Rater works with the builder Identify the energy efficiency improvements to meet ENERGY STAR performance guidelines, or other program s requirements. 3. HERS Index generated Rater conducts onsite inspections, including a blower door test and a duct leakage test.
