2 International Convention for the Control and Management of Ships' Ballast Water and Sediments Russian Federation is the part of Ballast Water Management Convention (Governmental resolution of the Russian Federation 256, ; transmitted ). The Convention shall enter into force twelve months after the date on which not less than 30 States (now is 35), the combined merchant fleets of which constitute not less than 35 % (now is 27.95%) of the gross tonnage of the world s merchant shipping, have either signed it without reservation as to ratification, acceptance or approval, or have deposited the requisite instrument of ratification, acceptance, approval or accession. For Russian Federation accession to Convention shall take effect on the date of entry into force of this Convention or three months after the date of deposit of instrument whichever is the later date. 2

4 Aim of Russian Federation National Ballast Water Management Strategy Implementation of the Convention on Ballast Water Management to prevent, minimize and eliminate the threat to the environment, human health, property and resources associated with the transfer of harmful aquatic organisms and pathogens through the control of ships' ballast water and sediments of ballast tanks and management. 4

5 National Ballast Water Management Strategy is based on the following principles: - Precautionary principle: preventive approach according with the capabilities. - Ecosystem approach: the application of scientific methods of evaluation processes, functions and interactions among organisms and the environment. - Polluter pays principle: the polluter should in principle bear the cost for pollution, with due regard to the public interest and without deforming the international trade and investment. - Intersectoral collaboration: it is necessary to respond in case of invasion. - Regional and international cooperation: exchange of information at the regional and international levels. 5

6 National Ballast Water Management Strategy consists of the following main sections: 1. Informational. 2. Organizational. 3. Economic. 6

7 Information Support of National Ballast Water Management Strategy - Assessing the impact of shipping on the contamination of invasive species of organisms: role of shipping for the economy; ports and cargo handling; travel path of ballast water; the natural characteristics of the source ports of ballast waters and ports of discharge. - Assessment of alien species of organisms introduction risk on the marine ecosystem: characterization of the marine and coastal environment, the availability of sensitive and fragile coastal habitats and areas of economically important resources for fisheries, aquaculture, tourism and other purposes. - Examples of fixed bioinvasion. 7

8 Organizational Support for National Ballast Water Management Strategy - Legal, political and institutional aspects: international and regional commitments, national legislation, national relevant authorities and agencies, port state control. - Stakeholders: ministries and agencies, port authorities, health services, ship owners and agents, shipyards, shipbuilders, fisheries and aquaculture industry, research institutes, environmental NGOs. - National sources of information: specialized research institutes of the Russian Academy of Sciences, Federal Agency for Fisheries and subordinate agencies, the Ministry of Transport, Federal Agency of Maritime and River Transport, Ministry of Natural Resources and Environment of the Russian Federation, Federal Supervisory Natural Resources Management Service, Russia Federal Agency for Tourism etc.). 8

9 Economic Evaluation of the International Convention for the Control and Management of Ships' Ballast Water and Sediments - Assessment of the economic value of the resources at risk with the impact of invasive species. - Identification and assessment of costs for implementation of the Convention. 9

10 Proposals for the development of the National Ballast Water Management Strategy Assessing the impact of shipping on the contamination of invasive organisms, and assessment of risk of alien organisms introduction with ballast water on the marine ecosystem. Development of legal, political and institutional aspects of the National Ballast Water Management Strategy and identification of stakeholders and national sources. Overall assessment of the economic value of the resources that are at risk from the effects of invasive species and estimated cost for the implementation of the Convention. 10
