5 VOC Control Strategy Although laboratory studies have shown that ozone is created by reactions involving volatile organic compounds and nitrogen oxides in the presence of sunlight, there has been no practical demonstration that a relatively low ambient standard can be achieved through reduction of only volatile organic compounds. -Arkansas Department of Pollution Control and Ecology (1979). Revision of the Arkansas Plan of Implementation for Air Pollution Control to attain the 0.12 ppm National Ambient Air Quality Standard for Ozone Control measures adopted based on EPA guidance published prior to January 1978 Measures intended to achieve a 20% reduction in anthropogenic VOC emissions Measures included Reasonably available control technology (RACT) for point and area sources Lowest Achievable emission rate for proposed new sources with a potential to emit 100 tons/year of VOCs 5

9 Tightening Ozone Standards Pulaski County was redesignated to attainment in 1984 based on monitor data and has remained in attainment despite repeated tightening of the ozone national ambient air quality standard (NAAQS). 1979: 0.12 ppm 1-hour standard 1997: 0.08 ppm 8-hour standard 2008: ppm 8-hour standard 2015: 0.07 ppm 8-hour standard 9
