3 INTRODUCTION

4 Background Community resilience essentially carries the idea of the capacity of a community to draw on its own resources to withstand external forces such as the impact of a natural hazard whilst maintaining an acceptable level of functioning. This is one of the four result areas of the Caribbean Strategy on Comprehensive Disaster Management, globally under the Hyogo Framework for action and more recently under the Sendai Framework.

5 Background Experience around the world is showing that the effectiveness of DRR interventions is increased when: Community members most likely to be exposed to hazards participate directly in planning, as this ensures that plans are responsive to local needs and circumstances, and facilitates identification of the most vulnerable members of communities, Design of interventions draws on important sources of local knowledge on hazards and mitigation measures.

6 Community Based Disaster Risk Management An approach which seeks to emphasize activities that strengthen the capacities of communities to cope with hazards and to improve their livelihood security; Offers communities an opportunity to achieve community resilience and sustainable community development through an improved understanding of the hazard, vulnerability and risk interface.

7 Donor Landscape for Community Resilience Financing Increased recognition over the last decade or so of the importance of DRM interventions not only targeted at the level of communities, but also led by communities as a means of building resilience. Funding envelopes largely target community resilience and climate change adaptation (CCA) initiatives

Funding typically finances a mixture of socio-economic infrastructure (e.g., building or rehabilitating schools, water supply systems, roads), productive investments (e.g., micro-finance and incomegenerating projects), social services (e.g., supporting nutrition campaigns, literacy programs, youth training, support to the elderly and disabled), and capacity-building programs (e.g., training for community-based organizations, nongovernmental organizations (NGOs), and local governments) US$5,000 to US$25,000 US$50,000, but averages around US$20,000.
