1 1.0 PURPOSE This procedure provides information so that business units and contractors can take adequate steps to co-ordinate a response in case of an actual or potential incident, including the actions required to clean up a spill to mitigate the potential for an adverse effect on the environment. This document will apply to the OneSteel Whyalla Steelworks, Whyalla Port (on the Shared Whyalla Steelworks Facility) and Mining Areas (Middleback Ranges & Ardrossan) including contractors and should be incorporated within existing Site Specific / Emergency Response Procedures. 2.0 SCOPE This procedure applies to all persons who are involved in an environmental incident, spill or emergency at Whyalla Steelworks, Whyalla Port, Mining Operations and Mining Development sites. The objectives of the procedure are to provide: Immediate environmental incident / spill response and corrective action to be applied. 2 4.0 DEFINITIONS AND ABBREVIATIONS DSD EMP EPA JSA Mining Areas SDS Shared Whyalla Steelworks Facility Department of State Development Environmental Management Plan Environmental Protection Authority Job Safety Assessment Middleback Ranges Mines Safety Data Sheet Includes the Whyalla Port, Pellet Plant and Whyalla Steelworks (Ironmaking, Steelmaking and Steel Products) Spill Potential liquid spill; hydrocarbon (oil, grease, fuel) or chemical spill, dumping of waste material or other releases that can create a hazard to life or property or create environmental damage. Examples include liquid hydrocarbons (oil & fuel), acids or other chemicals, or any substance (liquid or solid) that contain controlled or hazardous substances. An unexpected, unplanned occurrence, which resulted in property damage, environmental harm or nuisance or had the potential to cause property damage, environmental harm or nuisance and/or injury (i.e. near miss). (Ref QP29.06) See QP29.06 (Whyalla Steelworks) and QP75.WHS.INV.001 (Mining) for further definitions related to Environmental Harm, Environmental Nuisance, EPA Notifiable Environmental s Attachment No.6 of QP29.06 and Attachment No.1 of QP75.WHS.INV.001 provide some examples of environmental incidents to assist to determine whether the incident is an EPA notifiable environmental incident (ie: if the incident is likely to be classed as material or serious under the Environmental Protection Act 1993) Any PRINTED copies of this procedure are UNCONTROLLED Page: 2 of 8
3 5.0 PROCEDURE Attachment A of this procedure provides a flowchart for the Environment /Spill Reporting Process (Reference QP29.06 & QP75.WHS.INV.001) Attachment B of this procedure provides a flowchart related to actions and response to Environment s/spills Attachment C of this procedure provides guidance for the risk classification of incidents / spills 5.1 General All incidents/spills should be treated with a matter of urgency and as such constitute an emergency incident/spillage response. All Environment s/spills shall be reported as described in QP29.06 & QP75.WHS.INV.001 (Attachment A of this procedure provides summary flowchart) All incidents and spill response shall be in accordance with Attachment B. 5.2 System for coordinating a response for serious environmental incidents/spills In the case of a serious environmental incident/spill the following steps must be taken (Refer to Attachment B for a summary of response actions for particular environment incidents/spills) It is the business unit s responsibility to have measures and procedures in place to respond and manage environmental incidents/spills. Contingency plans should be developed by business units for dealing with environment emergencies where applicable and required as determined by risk assessment Business Unit plans shall be implemented for coordinating a response to an emergency including contacting the on-call manager where this is a requirement Shared Whyalla Steelworks Facility ONLY - If additional assistance is required outside of the operating department contact the Site Emergency Services directly. Note: only do this if you need an emergency response as per QP29.07, or below In the case of spills to the harbour or marine environment (Whyalla Port) the first step is to ensure that Site Emergency Services activate the Oil Spill Emergency Response as per Attachment D of this document, which will also lead to the activation of the Oil Spill Contingency Plan (Attachment 1, QP29.07) if required. This includes contacting the Environment Department via the nominated contact numbers immediately. Any PRINTED copies of this procedure are UNCONTROLLED Page: 3 of 8
4 5.1.5 Safety Data Sheets (SDS) for materials must be available for quick reference especially in the event of any chemical or hydrocarbon spillages Chemical / hydrocarbon spills which have entered drain may require discharge monitoring. Contact the Environment Department. Out of hours; carryout, or arrange, for samples to be taken (Site Emergency Services Whyalla Steelworks Shared Facility - have sample bottles for collection) Spill management equipment, signs, witches hats, flashing lights, gas detection equipment, tarpaulins, sample bottles etc. must be readily available through the operating department and/or site emergency services Contractors shall report all environment incidents/spills to designated Project Controller and shall liaise with Project Controllers at all time during an Environment Emergency Situation. Project Controller will report any incidents/spills to the Environment Department in accordance with Attachment A Project Controllers (Contractors) will be responsible to capture all environment incident / spill details within the online Issues Management System 5.2 /Spill - Risk Classification All s/spills must be assessed and classified according to Risk using guidelines as specified within QP29.13 and QP50.57 The departmental Environmental Business Partners or designated environmental delegate must be consulted to determine initial / Spill Risk Level Rating. The Environment Department must be notified immediately in the event of any Level 2 / Spill being identified. Attachment C provides examples of Environment Issue Classification 5.3 Basic Chemical / Hazardous Material / Hydrocarbon Spill Response Procedure When a chemical / hazardous material / hydrocarbon spill (e.g., oil, diesel, acids, cleaning agents etc.) is identified, personnel at the incident site shall immediately respond in the following manner. Refer to Attachment A for reporting and Attachment B for response requirements A responsible person in the area shall immediately: 1. ASSESS the spill site and verify that the Safety of all personnel is ensured 2. STOP the spill at source, if safe to do so (e.g. shut down the machine, close an isolating valve or turn the container on its back etc.) Any PRINTED copies of this procedure are UNCONTROLLED Page: 4 of 8
5 3. CONTAIN the spilled material as quickly as possible; (Use Containment Booms or construct a low bund wall of absorbent material, coke breeze, kitty litter or even earth) 4. Where possible (Whyalla Port and Whyalla Steelworks ONLY) use coke breeze on hydrocarbon or COG mains liquid spills to allow for this waste to be recycled through the Coke Ovens 5. Notify the supervisor as soon as possible 6. Determine the quantity/volume of the spill and the location of the impacted area(s); 7. If the Spill cannot be contained using onsite spill equipment this may trigger onsite Emergency Response Procedures. 8. COMMUNICATE and REPORT in accordance with Attachment A 9. Assess the level of seriousness of the situation and decide the appropriate degree of intervention required 10. Ensure appropriate DISPOSAL of all contaminated material If possible and within capacity of the Spill Equipment, place all contaminated material within the Waste Disposal Bags supplied and utilize licenced contractors for disposal. 11. Oil contaminated soil must be taken to the onsite Bioremediation pad where available. 12. All chemical spills must be assessed by the Environment Department Representative and disposed of in accordance with the Safety Data Sheet (SDS).
