3 1. AQUATIC INVASIVE SPECIES 1.A - DOMESTIC SHIP OWNERS OBJECTIVE: Reduce the risk of introducing and propagating aquatic invasive organisms and pathogens. Note: The US EPA VGP and USCG regulations contain operational measures 2.1 and 2.2 aimed at reducing the uptake and discharge of nonindigenous species. These measures should also be undertaken in Canadian waters Minimize or whenever possible avoid uptake of ballast water in the following conditions: In shallow water; In areas close to sewage outflows; In areas with known epidemics or infestations; In areas where dredging operations are underway; In areas where tidal flushing is poor; In areas identified by regulatory authorities Uptake only the minimum amount of ballast water required to safely depart the dock, and complete ballasting operations in deeper waters (while always ensuring the safety of the vessel) Develop and implement preventive voluntary measures if Canadian or U.S. authorities determine that a harmful species has established itself in a particular port. Domestic ship owners operating in the St. Lawrence and the Great Lakes: 2.4. If feasible and safe, conduct salt water ballast exchange during coastal trades prior to re-entering the lakes. Note: Coastal trade is defined as Movement of cargo and passengers between inland waterways and coastal ports, and within EEZ waters Maintain a Ballast Water and Bio-fouling Management Plan which incorporates all the best practices required to achieve Level Support scientific research and BW analysis sampling. Note: Although it is not necessary to actively participate in a research program in order to fulfill this criterion, the company must permit access to its ships for research and analytical purposes, and include such policy its ballast water management plan Completion of an annual inventory to evaluate the amount of ballast water taken and discharged by the company's ships by origin/destination Active participation in research and development on reducing the risk of secondary spread of AIS in at least one of the following areas: Sediment management; BW treatment systems; Bio-fouling; Autonomous underwater cleaning; Underwater cleaning reclamation (vacuum or other control technologies). Note: Active participation is defined as the provision of support by the company, whether through financial means, human resources or equipment and can include an experimental ship board trial Develop, either individually or jointly, a tool for evaluating the propagation risks of invasive species introduced by ballast water. This tool should be developed with the help of information obtained from a ballast water inventory Use or trial of a ballast water treatment method (mechanical, physical, or chemical) on one or several of the company's vessels; 5.2. Fleet-wide implementation of operational procedures for the management of ballast water using a risk assessment tool developed to identify the risk of secondary spread of AIS. Note: The company must develop an internal measurement framework to show that the tool is actually used and effective. 3

AQUATIC INVASIVE SPECIES 1.B - INTERNATIONAL SHIP OWNERS Note: The US EPA VGP and USCG regulations contain operational measures 2.1 and 2.2 aimed at reducing the uptake and discharge of nonindigenous species. These measures should also be undertaken in Canadian and international waters Minimize or whenever possible avoid uptake of ballast water in the following conditions: In shallow water; In areas close to sewage outflows; In areas with known epidemics or infestations; In areas where dredging operations are underway; In areas where tidal flushing is poor; In areas identified by regulatory authorities. Note: International ship owners should call on local agents to provide specific information and instructions in this matter Uptake only the minimum amount of ballast water required to safely depart the dock, and complete ballasting operations in deeper waters (while always ensuring the safety of the vessel) Develop and implement preventive voluntary measures if Canadian or U.S. authorities determine that a harmful species has established itself in a particular port Periodically perform in-water inspections of the vessel s hulls including niche areas, such as: sea chests, propeller thrusters, keels, rudders, and dry dock support strips. Note: Refer to 2011 IMO Bio-fouling guidelines Sections 1.4, 7.2, 7.3, and 7.4. A copy can be found in the members section of Green Marine's website If needed, remove bio-fouling organisms from the hull, propellers, stern tube, sea chests, and other wetted portions of a vessel and dispose of removed substances in accordance with local, state, and federal law For each vessel, keep a record book on details of all inspections and bio-fouling management measures undertaken on the ship. Note: A template of such a record book can be found in the members sections of Green Marine s website Maintain a Ballast Water and Bio-fouling Management Plan which incorporates all the best practices required to achieve Level Support scientific research and BW analysis sampling. Note: Although it is not necessary to actively participate in a research program in order to fulfill this criterion, the company must permit access to its ships for research and analytical purposes, and include such policy its ballast water management plan. International ship owners operating in the Great Lakes and St. Lawrence only: 3.3. Produce an annual internal report listing cases of non-compliance with respect to salinity of ballast tanks. This report is to be accompanied by an analysis of the reasons for such cases and by measures aimed at reducing their frequency Produce an annual report showing any cases where the Port State Control issues a fine or warning for improper ballast exchange or reporting. For such cases include root cause(s) and preventive action(s) taken Conduct deep water BW exchange at every opportunity, even if the vessel is bound for a port where BW exchange is not mandatory For each vessel, produce a bio-fouling management plan designed to provide effective procedures for bio-fouling management. Note: A template of such a plan can be found in the members section of Green Marine's website Trial of a ballast water treatment method (mechanical, physical or chemical) on one or several of the company's vessels; 4.2. Active participation in research and development programs in at least one of the following areas: Ballast water treatment; Sediment management; Bio-fouling; Autonomous / remotely-operated underwater cleaning; Underwater cleaning reclamation (vacuum or other control technologies). Note: Active participation is defined as the provision of support by the company, whether through financial means, human resources or access to vessels and equipment Trial of two or more ballast water treatment methods by means of at least two different treatment systems Use of a commercially available ballast water treatment system on one or several of the company's vessels. 4

5 2. AIR EMISSIONS - SOX AND PM OBJECTIVE: To reduce pollutant air emissions Implement a systematic control policy for documenting fuel (bunker notes). Note: Bunker notes must be conserved and annual consumption notes must be kept for each ship Develop voyage routes that take into account tidal currents, traffic, and the impact of meteorological fluctuations in order to reduce running hours and idling time Optimize the stability and loading of ships Respect ships' voluntary speed reduction measures when approaching specific zones Implementation of a preventive engine maintenance system in order to optimize performance Completion of an annual inventory of SOx and particulate matter (PM) emissions for all the company's ships. Note: See Annex 2-A and 2-B Use of either marine diesel, a fuel with a sulphur content equal to or less than 0.5 percent or shore power by one or more of the company's ships when such ships are docked. Note: The 0.5 percent criteria is applicable only if it can be implemented from an operational perspective. If not, the required sulphur level will be 1 percent. This exception is due to the fact that some ships must use their main engine during port operations, or are equipped with auxiliary engines that use heavy oil. International ship owners 4.1. Allocation of 25% of the company s annual global fuel consumption to fuel with a sulphur content equal or less than 1.5%. Domestic ship owners operating in the SL and GL 4.2. The average sulphur content by mass of the total annual amount of fuel oil consumed annually by all of the company s vessels is 0.1% below permitted limits. 5 Other domestic ship owners 4.3. Allocation of 25% of the company s annual fuel consumption to fuel with a sulphur content of 0.2% below permitted limits Use of technologies, equipment, alternative fuel or energy, operational procedures, more efficient vessels or any combination of listed SOX reduction measures, allowing for the attainment of the same level of sulphur emissions as above Use of either marine diesel, a fuel with a sulphur content equal to or less than 0.5 percent or shore power by the majority of the company's ships when such ships are docked. Note: The 0.5 percent criteria is applicable only if it can be implemented from an operational perspective. If not, the required sulphur level will be 1 percent. This exception is due to the fact that some ships must use their main engine during port operations, or are equipped with auxiliary engines that use heavy oil Sample PM emissions for one of the fleet's main engine types (slow-speed, medium-speed, high-speed, gas or steam turbine) to validate inventory emissions factors. Note: Sampling must be repeated every 5 years. The company must follow a recognized methodology that is consistent within the fleet and from year to year. International ship owners 5.1. Allocation of 75 % of the company s annual global fuel consumption to fuel with a sulphur content equal or less than 1.5%. Domestic ship owners operating in the SL and GL 5.2. The average sulphur content by mass of the total annual amount of fuel oil consumed annually by all of the company s vessels is 0.2% below permitted limits. Other domestic ship owners 5.3. Note: Bunker notes must be conserved and annual consumption notes must be kept for each ship Develop voyage routes that take into account tidal currents, traffic, and the impact of meteorological fluctuations in order to reduce running hours and idling time Optimize the stability and loading of ships Respect ships' voluntary speed reduction measures when approaching specific zones Implementation of a preventive engine maintenance system in order to optimize performance Completion of an annual inventory of NOx emissions for all the company's ships. Note: See Annex 2-C Conduct samplings of NOx emissions on one or several company's ship Completion of an annual inventory AND samplings to validate and improve the NOX inventory according to sampling results. Note: Sampling must be repeated every 5 years. The choice of methodology belongs to each company but must be consistent within the fleet and from year to year Use and maintain NOX emission reduction technologies or methods on board of one of the company's ships that result in a 15 % reduction of NOX emissions below the permitted limits. Note: This requirement applies to the company's owned ships only Use and maintain NOX emission reduction technologies or methods on board of 75 % of the company's ships that result in a 15 % reduction of NOX emissions per ship, below the permitted limits. Note: This requirement applies to the company's owned ships only Use of approved NOx emission reduction engines or technologies on one or more of the company's ships, leading to an emissions reduction of at least 50 percent in regards to the limit permitted under level 1 (Tier I) of Annex VI of MARPOL. Notes: This requirement applies to the company's owned ships only. Technical specifications about Tier 1 are included in Regulation 13 of Annex VI of MARPOL 73/78. 6

7 4. AIR EMISSIONS - GREENHOUSE GASES OBJECTIVE: To reduce greenhouse gases (GHG) emissions Implement a systematic control policy for documenting fuel (bunker notes). Note: Bunker notes must be conserved and annual consumption notes must be kept for each ship Develop voyage routes that take into account tidal currents, traffic, and the impact of meteorological fluctuations in order to reduce running hours and idling time Optimize the stability and loading of ships Respect ships' voluntary speed reduction measures when approaching specific zones Implementation of a preventive engine maintenance system in order to optimize performance Completion of an annual GHG emissions inventory (totals and per tonne-kilometre) for the company's entire fleet. Note: See Annex 3-A for cargo ships and Annex 3-B for tugboats and passenger ships Adoption of an energy performance plan that has quantifiable objectives and which formally incorporates the best practices required for achievement of level 2. Note: See Annex 3-C. Inventory as of 2000: 4.1. Average annual reduction of 1 percent of GHG emissions per tonne-kilometre. Inventory as of 1990: 4.2. Average annual reduction of 0.5 percent of GHG emissions per tonne-kilometre between 1990 and 2000, and average annual reduction of 1 percent as of 2000, which represent an average annual reduction of 0.80 % between 1990 and In this case the company must use data from 1990 inventory. Note: See Annex 3-A for retroactive assessment of GHG emissions. Inventory as of 2000: 5.1. Average annual reduction of 1.5 percent of GHG emissions per tonne-kilometre. Inventory as of 1990: 5.2. Average annual reduction of 0.75 percent of GHG emissions per tonne-kilometre between 1990 and 2000, and average annual reduction of 1.5 percent as of 2000, which represent an average annual reduction of 1.20 % between 1990 and In this case the company must use data from 1990 inventory. Note: See Annex 3-A for retroactive assessment of GHG emissions. 7

8 5. CARGO RESIDUES (dry bulk carriers operating in the St. Lawrence and Great Lakes only) OBJECTIVE: Reduce cargo residue discharges Collect most of cargo residues by sweeping the decks and disposing of such sweepings at the port Rinse cargo holds completely only when necessary to ensure the integrity of the next cargo and sweep decks only to maintain safe conditions Self-unloaders only: 2.3. Reduce potential for cargo loss by slightly decreasing the speed at which cargo is discharged, if effective for the specific unloading equipment on board Use surveillance technologies or ensure that at least one operator is available in the tunnel who is in constant communication with the deck officer. If a problem arises in the tunnel or on deck, the crew intervenes immediately Completion of an inventory of cargo residues discharged into the water. Note: See Annex 4-A Adoption of a cargo residue management plan comprising a collaborative procedure with port administrations and terminal operators designed to reduce the amount of cargo residues left on board the company's ships. Note: See Annex 4-B Implement fleet-wide practices and training plan to improve the inventory's accuracy. Self-unloaders only: 4.2. New ships or conversions built after 2000 to be equipped with cargo confinement or wash-water apparatus that is adapted to their configuration. Domestic Ship owners: 5.1. Using level 3 and 4 inventory data, set short and long term cargo residues discharges reduction targets and demonstrate annual improvements in the rate of discharges. International Ship owners: 5.2. Implementation of a zero discharge policy for all cargo residues in the Great Lakes - Saint Lawrence area (not applicable to dust arising from cargo). 8

9 6. OILY WATER (BILGE WATER) 6.A - CARGO CARRIERS OBJECTIVE: Minimize risk of bilge water discharges. Implementation of 6 of the following 9 best practices on all company ships: 2.1. Conduct annual calibration of the oil content monitor or monthly sampling and analysis of the treated water by an accredited firm for every oily water separator Periodically test oil content alarm prior to operating the oily water separator (OWS) Use seals or locks on all overboard discharge valves Post signs in the vicinity to clearly indicate who is responsible for opening any of the OWS overboard discharge valves, for operating oily water separation equipment and for oil transfer procedures Lock out or seal the oil content meter so that the calibration cannot be tampered with Maintain proper coordination with the navigation bridge when opening the overboard discharge valve so the bridge can also record the activity and the vessel's position When feasible, only operate the oily water separator during the daytime Regularly clean the applicable bilges and remove any solid material that may reduce the performance of the oily water separator Reduce as much as possible the use of emulsifying cleaners and agents that can impact the performance of the OWS equipment Adoption of an oily water management plan that formally incorporates all the best practices itemized in level 2. Note: See Annex 5-A Completion of an inventory of treated bilge water and sludge. Note: See Annex 5-B Adoption of a modernization policy for oily water separators and all related control and verification equipment. Systematic application of this policy on all new buildings and all ships undergoing major modifications. Note: See Annex 5-C. Vessels built after January 1st, 2011: 4.2. Implementation of an integrated bilge treatment system such as that defined in the IMO's revised guidelines (MEPC.1/Circ.511, 18 April 2006) on at least one ship in the company's fleet; Vessels built before 2011: 4.3. Demonstration of an integrated bilge treatment system approach by respecting the requirements defined at annex 5-D, on at least one ship of the company's fleet. On the majority of the company's ships: 5.1. Implementation of an integrated bilge treatment system such as that defined in the IMO's revised guidelines (MEPC.1/Circ.511, 18 April 2006), for vessels built after January 1st, 2011; 5.2. Demonstration of an integrated bilge treatment system approach by respecting the requirements defined at annex 5-D, for vessels built before

OILY WATER (BILGE WATER) 6.B - TUGS AND FERRIES Vessels using an Oily Water Separator (OWS) on board: Implementation of the majority of applicable best practices on all company vessels: Vessels not using Oily Water Separator (OWS) on board: Implementation of the majority of applicable best practices on all company vessels: 2.1. Conduct annual calibration of the oil content monitor or monthly sampling and analysis of the treated water by an accredited firm for every oily water separator Periodically test oil content alarm prior to operating the oily water separator Use seals, locks or automatic shut-off device on all overboard discharge valves of vessels Post signs in the vicinity to clearly indicate who is responsible for opening any of the OWS overboard discharge valves and for operating oily water separation equipment Lock out or seal the oil content meter so that the calibration cannot be tampered with Maintain proper coordination with the navigation bridge when opening the overboard discharge valve so the bridge can also record the activity and the vessel's position When feasible, only operate the oily water separator during the daytime Regularly clean the applicable bilges and remove any solid material that may reduce the performance of the oily water separator Reduce as much as possible the use of emulsifying cleaners and agents that can impact the performance of the OWS equipment Regular inspect and perform preventative maintenance of equipment using oil (an engine, burners, pumps, heaters, filters, etc.) or water (condensers, boilers, pumps, etc.) to prevent leaks Regular inspect and maintain stern tube seals and bearings to prevent water from entering Stop leaks of oil or water in the engine room as soon as possible Clean up oil and water spills as soon as possible after maintenance and repair operations Regular cleaning and inspection of bilge pump system to ensure proper functioning Regularly clean bilges and remove any solid material Post signs in the vicinity to clearly indicate who is responsible for bilge water transfer procedures Give staff proper training on bilge water transfer procedures Keep available on board oil absorption pads to intervene in case of minor oil spills Adoption of an oily water management plan that formally incorporates all applicable best practices itemized in level 2. Note: See Annex 5-E Completion of an annual inventory of quantities of bilge water discharged ashore and treated on board (if applicable) on a vessel by vessel basis and for the fleet as a whole. Note: See Annex 5-F Set reduction targets (for the fleet as a whole or by vessel category) for bilge water produced Implement effective measures to reduce the quantity of bilge water and sludge produced on 50 % of the company's vessels targeted for reduction. Examples: Separate drainage systems for water and oil drains, installation of drip trays or coamings under equipment, use less water for maintenance and cleaning, replacement and repair of stern tube seals, etc Implement effective measures to reduce the quantity of bilge water and sludge produced on 75 % of the company's vessels targeted for reduction Demonstrate an annual reduction of the quantity of bilge water and/or sludge produced (intensity unit is to be determined by the company, e.g. tonnes/hour of operation). 10

11 7. GARBAGE MANAGEMENT OBJECTIVES: Reduce ship generated garbage Increase recycling 2.1. Equip all of the company's ships with recycling bins and give staff proper training on established user procedures and the waste management hierarchy (reduce, reuse, recycle, recovery, disposal) Favor suppliers that use less packaging Encourage the use of reusable, biodegradable and/or recyclable supplies No shipboard incineration at port. Domestic ship owners only: 2.5. Reuse as much as possible dunnage, lining and packaging material Produce an annual inventory of different types of garbage generated in the company's entire fleet, and indicate the company's actual garbage management practices. Note: Garbage types refer to the categories defined in MARPOL Annex V, but each company can include additional categories Develop and implement a garbage management strategy defining targets, tools and measures for reducing garbage generated, reducing discharge at sea and increasing recycling. Note: Annex Demonstrate continuous improvement by achieving targets defined in the garbage management strategy. 11
