1 South Bay Cities Council of Governments: A Sub-Regional Approach to Climate & Energy Programs Local Partnership Meeting November 18, 2014 SBESC and its program offerings are funded by California utility customers and administered by Southern California Edison and Southern California Gas under the auspices of the California Public Utilities Commission. Additional funding provided by WBMWD, LACSD, Metro and County of Los Angeles.
2 The South Bay Cities Council of Governments (SBCCOG) is a joint powers authority of 16 cities and the County of Los Angeles that share the goal of maximizing the quality of life and productivity of our area.

5 City Commitment Early On Climate Action Plan Assessment: fiscal year cities assessed themselves to start inventories and Climate Action Plans GHG Emissions Inventory Reports Municipal operations and communitywide activities Transportation, Energy and Waste 2005 baseline and 2007 update Developed by SBCCOG with ICLEI technical support and protocol Process took about two-three years
6 Climate & Energy Action Programs GHG Emissions Inventories SBCCOG developed 2005 & 2007 GHG Emissions Inventories Energy Efficiency Climate Action Plans Update GHG Emissions Inventories Develop Energy Efficiency Strategies both local and sub-regional Energy Leader Partnership Program Assist cities to meet municipal and community energy efficiency goals Audit municipal facilities & identify opportunities Help cities meet emissions reductions goals EEMIS Establish the technology & benchmarking tools to manage energy use and municipal bldg. portfolio
7 Collaborative Approach Maximize Resources: Identify current sub-regional programs that can count toward local goals Identify future programs where the SBCCOG can help with applying for funds and project administration to achieve economies of scale Ensure consistency across the jurisdictions Provide technical resources to jurisdictions without the resources to develop climate action plans Develop the foundation for full Climate Action Plans and joint implementation where possible and practical
8 Leveraging Resources & Programs for the Subregion Leverage Funds and Energy Efficiency Climate Action Plans: Awarded nearly $900,000 from Strategic Growth Council to develop Sustainable South Bay Land Use and Transportation Implementation Framework Includes Climate Action Plan chapters on Land Use and Transportation Co-applicant with Los Angeles County Metropolitan Transportation Authority Leverage Opportunities for Education & Outreach Cash for Kitchens Program: Water Conservation, Energy Efficiency and Waste Reduction Opportunities SBESC Outreach & Events to South Bay residents and businesses - conduct approximately 150 annually Integrate SBCCOG Climate, Land Use, and Transportation Programs Sustainable South Bay Strategy Electric Vehicle Research & Demonstration Projects Measure R Program Track Future Funding Opportunities From Strategic Growth Council, Cap and Trade Revenue etc Opportunities for strategy implementation
9 Accomplishments Actual savings achieved Total kwh saved by our cities since ,941,635 kwh & total annual cost savings for our cities $960,009 Total Therms saved 55,153 cities/school districts Direct install - Additional kwh and $ savings: o o o EEMIS 1,234,496 kwh $218,410 annual cost savings $724,741 upfront project cost savings o Enrolled approximately 2,400 electric accounts into EEMIS with collaborative teamwork from member cities, Los Angeles County o Installed real-time energy monitoring at city hall for two cities with over 200 kw demand o Identified high Energy Use Intensity (EUI) buildings to prepare facility benchmark reports Quarterly Reports to networking meetings and to City Managers and the Board of Directors
