3 1 Summary What Latest BEIS statistics indicate that there are ver 2 millin gas meters with smart functinality currently installed. The Allcatin f Unidentified Gas Expert (AUGE) indicated earlier this year that nly 700,000 sites have been registered with Xserve as having smart meters. Similarly there are less than 1,000 sites registered with Autmated Meter Reading (AMR) devices. Why There is a severe under-recrding f the presence f Smart Meters r AMR devices at sites. This restricts the AUGE in undertaking a rbust assessment f the surces f Unidentified Gas (UG) and als impedes shippers when attempting t understand what meter type is currently installed at the site. It will als make verificatin f cmpliance with the CMA requirement fr every site with Smart r AMR meters t submit reads mnthly, very difficult t verify. Hw Shippers are bliged t recrd whether an AMR r Smart Meter is at the site. Xserve will be required t reprt within 3 mnths f the mdificatin being implemented the number f sites in each End User Categry (EUC) Band that has either an AMR r Smart Meter installed. 2 Gvernance Justificatin fr Self-Gvernance Panel determined the mdificatin is unlikely t have a material effect as it simply places an bligatin n shippers t update Xserve with infrmatin they already have. Mdificatin 0632 will therefre fllw self-gvernance prcedures. Requested Next Steps This mdificatin shuld: be cnsidered a nn-material change and subject t self-gvernance be assessed by a Wrkgrup 3 Why Change? At present there is n frmal bligatin n shippers t indicate t ntify t the CDSP whether a site has a Smart r AMR device fitted. 4 Shipper cmpliance verificatin fr CMA remedies regarding meter readings. Facilitatin f mre accurate assessment by the AUGE n whether meter types affect UIG. Facilitatin f easier identificatin by shippers as t whether a site has Smart r AMR equipment installed. This limits a number f industry prcesses, such as assessment f cmpliance with industry requirements and cnstrains activities in the market. 4 Cde Specific Matters Reference Dcuments The Energy Market Investigatin (Gas Settlement) Order Knwledge/Skills Nne Insert subheading here 5 Slutin Mdificatin f the UNC is required t: 1. Amend the defined terms cntained within TPD M1.2.2 as fllws: Intrduce a new definitin; Smart Metering System as cntained within Supply Licence Standard Cnditin 1. Reflect that the relevant Smart Metering System may be designated as SMETS1 r SMETS2 as defined within the Smart Metering Equipment Technical Specificatins versin 2. T intrduce a new definitin; Advanced Meter as cntained within Supply Licence Standard Cnditin Reflect that an Advanced Meter may be installed at a dmestic r nn-dmestic premises in accrdance with the relevant Supply Licence Standard Cnditins. 2. Amend the existing prvisins in TPD M and M t require Shipper Users t ntify the CDSP f relevant Meter Infrmatin including where relevant identificatin f whether the Supply Meter is SMETS1 r SMETS2 pertaining t a Smart Metering System, Advanced Meter present at a Nn-Dmestic Supply Meter Pint r Advanced Meter present at a Dmestic Supply Meter Pint (as defined in 1.) upn the Registered User becming aware f the existence f such at the relevant Supply Meter Pint. Fr the avidance f dubt, infrmatin regarding Smart Meters will prvided in accrdance with Annex M-1. Infrmatin regarding Advanced Meters will be prvided in accrdance with existing UK link manual infrmatin. 3. 5 the number f Smart Meters SMETS1, existing at relevant Supply Meter Pints. the number f Smart Meters SMETS2, existing at relevant Supply Meter Pints. The number f Advanced Meters at nn-dmestic premises existing at relevant Supply Meter Pints r Advanced Meters present at a dmestic premise, existing at relevant Supply Meter Pints. Place bligatins in the UNC t: 1. Require shippers t recrd whether a Smart Meter, Advanced Metered f Advanced Dmestic Meters as sn as they becme aware f the presence f the Smart r AMR meter is present at ne f their premises. There are currently differing levels f bligatin in the UNC recrded depending n the type f meter, s we believe there will be a requirement t harmnise the bligatins: a. Where a site has a Smart Metering System installed i. Utilise the gas supplier licence definitin t define such meters. This will prbably require an amendment t UNC M as this currently utilises a definitin that des nt fully capture the current intent. ii. Amend M t require the shipper t ntify the CDSP whenever they becme aware f the presence f a Smart Metering System, nt just at installatin. iii. Require the shipper t recrd whether the site is a SMETS1 r SMETS2 meter, which we believe the CDPS can already capture. b. Where a site has an Advanced Meter installed, UNC M2.1.4 des bradly satisfy the current requirements, but we are including here as part f the mdificatin as we believe there will be sme efficiency benefits in clarifying and harmnising the bligatins in the UNC, pssibly using M as a starting pint. c. Where a site has an Advanced Dmestic Meter installed it will necessary t develp a new definitin, utilising the gas supplier licence definitin t define such meters. A new bligatin t be develped requiring shippers t ntify the CDSP whenever they becme aware f the presence f an Advanced Dmestic Meter at a site. 2. Xserve t reprt within 3 mnths f implementatin the number f Smart Metering Systems, Advanced Meters r Advanced Dmestic Meters installed n sites by each EUC band, t allw cmparisn with BEIS published Smart meter rllut statistics. This reprt will be an aggregated industry view, setting ut the date fr which it applies. Fr the avidance f dubt any prcess fr remedying discrepancies between thse being reprted t BEIS and the CDSP will be up t the PAC t decide. 6 Impacts & Other Cnsideratins Des this mdificatin impact a Significant Cde Review (SCR) r ther significant industry change prjects, if s, hw? Therefre this mdificatin furthers Relevant Object f) Prmtin f efficiency in the implementatin and administratin f the Cde. 8 Implementatin N frmal implementatin timescales are prpsed, but the prpser wuld wish t see the Mdificatin implemented by 01 February 2018?
