3 Department General information(about the department, objective, vision) General Information. The Geographical area of Karnataka State is million hectare. The culturable area is million hectare. Out of which, lakh hectare area comes under Irrigation. It is estimated that, Irrigation potential of Minor Irrigation schemes are about lakh hectare. All Ground water and Surface water Schemes (both flow & lift), having Culturable Command Area (Atchkat) up to 2000 hectares individually are considered as Minor Irrigation Schemes. The Minor Irrigation Schemes provide the farmers with controlled and timely irrigation, augmenting increase in agricultural production, thereby, meeting the growing requirement of population to large extent. Earlier, from , as per G.O.No.PWD 2 IFY 1987, Bangalore, dated Minor Irrigation Projects having less than 200 hectare atchkat was transferred to Zilla Panchayat coming under Rural Development & Panchayat Raj department. Later, in G.o. No.ID 2 IFY 87, Bangalore dated , Minor Irrigation Projects having atchkat between 40 to 200 hectares were shifted from the control of Zilla Panchayat to Minor Irrigation department. Presently, the M.I. Projects under Surface Water Scheme having atchkat between 40 to 2000 hectares are dealt in this department. Ground Water schemes are dealt by the department Mines & Geology. The Minor Irrigation Department Comprises of two Zones, one located at Bangalore, known as Minor Irrigation (South) and the other at Bijapur, called Minor Irrigation (North), each headed by a Chief Engineer. Both these zones come under the Administrative control of the Secretary, Water Resources Department (Minor Irrigation). The Minor Irrigation (South) zone, has two Circle offices, one located at Bangalore and the other at Mysore, which are headed by the Superintending Engineers. In Bangalore circle, there are Six Minor Irrigation Divisions viz., Bangalore, Chitradurga, Kolar, Chickballapura, Shimoga and and in Mysore Circle, there are three Minor Irrigation Divisions viz., Hassan, Mangalore and Mysore. Each Minor Irrigation Division is headed by an Executive Engineer. There is also one Quality Control Division at Bangalore, which has got three Quality Control Sub divisions under its control 3 P a g e

4 working at Bangalore, Mysore and Shimoga. These sub-divisions monitor the quality aspects of works of Minor Irrigation (South) zone, Bangalore. Also there are 25 Minor Irrigation Subdivisions under the control of Assistant Executive Engineers. The Minor Irrigation (North) zone, has two Circle office, one located at Belgaum and the other at Gulbarga, which are headed by the Superintending Engineers. In Belgaum circle, there are four Minor Irrigation Divisions located at Belgaum, Dharwad, Haliyal and Bijapur and in Gulbarga Circle, there are four Minor Irrigation Divisions located at Gulbarga, Bidar, Kushtagi and Bellary. Each Minor Irrigation Division is headed by an Executive Engineer. There is also one Quality Control Division at Dharwad, which has got Four Quality Control Sub divisions under its control. To monitor the quality aspects of works of Minor Irrigation (North) zone, Bijapur. Also there are 32 Minor Irrigation Sub-divisions under the control of nine divisions headed by the Executive Engineers. Details of Minor Irrigation Division Minor Irrigation Division comes under the control of Office of Chief Engineer, Minor Irrigation South Zone, Bangalore and also under the control of Superintending Engineer,Minor Irrigation Circle, Bangalore. It controls Three Sub-Division located at, Tiptur and Sira.These division taken control of Ten Talukas of M.I. Tanks, intern controlled by three Sub-Division, details as follows. Sub Division controlling the five talukas M.I.Tanks namely Urban and Rural, Kunigal, Madugiri, Pavagada and Koratagere. Tiptur Sub-Division controlling three talukas M.I. Tanks namely Tiptur, Turuvkere and Gubbi. Sire Sub-Division controlling 2 talukas M.I. Tanks namely Sira and C.N.Hally. 4 P a g e

During the year , 56 M.I.tank works were taken up under RRR to Rejuvinate and restore Mcft., by means of desilting of Cum. All 56 works are completed with a total expenditure of Rs lakhs. During the year , 62 M.I.tank works were taken up under Rejuvination to Rejuvinate and restore Mcft. means of desilting of Cum. All the 62 works are completed with an expenditure of Rs lakhs. 5 P a g e

6 During under 2nd phase of 4702 Repairs, Rejuvination and Restoration (RRR) scheme, 52 projects with a total Estimatated cost of Rs lakhs. 52 WORKS have been approved with a total estimate cost of lakhs, The detailed project report ((DPR) of all the 52 projects have been submitted to higher authorities. After obtaining necessary administrative approval and technical sanction, the works would be takenup. Thus the action plan for Restoration and Rejuvination of M.I.tanks is under process. Approved works in respect of A.I.B.P, 23 projects to be taken up under Central Plan with Total Estimated Cost Of Rs lakhs during Approved works of additional works Under Savings Of 13th Finance works to be taken up during FY with Total Estimate Cost of Rs lakhs Under Nabard-19 Six Works are taken up For the year ,with Total Estimate Cost of Rs lakhs Encroachment details There are 369 Minor Irrigation tanks with total Atchkat Ha. 138 tanks are handed over to J.S.Y.S.. Out of 231 tanks, survey work in 230 tanks are completed, Encroachment in 208 tanks have been identified and 22 tanks are of zero encroachment. Encroachment area of 208 tanks is Ha., Encroachment for 198 with total area Ha. has been evicted. Encroachment for balance 11 tanks will be evicted by by P a g e

7 OBJECTIVES. The main objective of the department is to bring more area under irrigation, by providing proper irrigation facilities to farmers and further to tackle situations at times of drought and flood. To begin with, survey work will be conducted for any new project to be taken up. Based on survey results, estimates will be prepared, reviewed and the administrative approval and Technical sanction will be obtained from the appropriate authority. Implementing the Rules under Karnataka Irrigation Act. Taking up construction of Minor Irrigation Schemes such as tanks, anicuts, pickups Lift Irrigation Schemes & barrages, both under State funds and financial assistance received from Central Government and NABARD. Restoration of underground water level through percolation tanks. Co-ordinating with Railways and other related departments for ensuring safe protection to Railway lines by taking preventive measures concerning Railway affecting tanks. River bank protection works. Construction and maintenance of Lift irrigation schemes. Formation of Water Users Association for completed tanks and handing over the tanks to them for the purpose of maintenance and repairs (community based scheme). Joint inspection by the Irrigation and Revenue department for fixing of water rates periodically. Revenue Collection task is taken by the Revenue Department. Maintenance of Statistics pertaining to M.I. works. Maintenance of general administration, inspection of the activities of the subordinate offices. 7 P a g e

8 Functioning of Minor Irrigation Department The Administrative set up of the Minor Irrigation consists of office of the Chief Engineer, the Office of the Superintending Engineer, Office Of Executive Engineer, under different sections like Technical, Accounts, Computer Wings. The functions of the Minor Irrigation intend to cover all the Villages tanks in the State for the New Construction/Repair/Renovation of the tanks. Programs Budgetary Works - Non NABARD Under this head, construction of new tank /Anecuts /pickup Bhandara /LIS and restoration of old and breached tanks with an atchkat of more than 40 hectares is taken up. Also under this head modernization of existing tanks is taken up. The necessary grants for the works are made in the Annual budget of the State. New tank construction is taken up for the purpose of storing water during monsoon season to supplement water for irrigation. Anecuts and pickups, are taken up across rivers and streams to divert water for irrigation, purposes. They also serve in purpose of recharge of Ground Water Table. In the Lift Irrigation Schemes water from the rivers, streams and other sources will be lifted by using pumping devices to elevated place and from there the water will be supplied to irrigation by gravity. NABARD Construction of new tanks, Anecuts/pickup and LIS is being taken up from NABARD Loan assistance. NABARD extends loan of 95% and 5% is borne by State Government. The Construction of percolation tanks are also being taken up under this programme to recharge the ground water table. 8 P a g e

9 Special Component Plan (SCP) Minor Irrigation Department has taken up works to provide irrigation facility to the lands belonging to scheduled caste people by constructing M.I. Schemes such as new tank/anecuts/pickup bhandaras and Modernization tanks and also from past two years only borewells drilling works are taking no other works are approved from this head. Tribal Sub Plan (TSP) Minor Irrigation Department has taken up works to provide irrigation facility to the lands belonging to tribal people by constructing M.I. Schemes such as new tank/anicut/pickup bhandars and Modernization tanks and also from past two years only borewells drilling works are taking no other works are approved from this head. Flood Control Works Minor Irrigation Department is implementing river bank protection works to prevent damages to river banks due to floods. During floods due to high velocity of water flow in the rivers, the river bank gets eroded and causes damage to human life, live stocks and agricultural land. Repair, Restoration and Renovation (RRR) A Scheme for Repair, Renovation and Restoration of water bodies directly linked to agriculture is being taken up by Minor Irrigation Department with the financial assistance of Central Government grants. The main objectives of the scheme are; Comprehensive improvement of selected tank system including restoration Improvement of catchment areas of tank Ground water recharge Increase in storage capacity of water bodies To achieve improvement in agricultural productivity 9 P a g e

10 Accelerated Irrigation Benefit Programme (AIBP) Minor Irrigation scheme which serve tribal area and drought prone areas are taken up under this programme. The schemes which create potential of 50 hectares and above are included in this scheme. Central grant which will be 90% of the project cost in case of special category states projects benefiting drought prone area, tribal area and flood prone areas and 25% of project cost in case of non special category states. The balance cost of the project as State's share is to be arranged by the State Government. XIII th Finance Grants A Scheme to utilize 13th Finance grants for rejuvenation of tanks is being taken up by Minor Irrigation Department. The main objectives of the scheme are; To improve the water management, cropping patterns for increasing agricultural and horticultural production. The scope of work for tank improvement and the supporting activities would be determined on the basis of detailed integrated tank development plans. Facilities/Services provided by the department Basic Services provided by the minor Irrigation Division, such as providing water to the formers through channel, it is taking care that water should reach tail end former also and check dams are constructing it indirectly facilitating the Atchkat creation recharging the bore wells and also borewell are drilling for the SC / ST formers for their irrigation purpose. the works like construction of bridge cum barrages across the halla are taking, it also helping for the transportation purpose.
