Introduction Wonorejo Dam and Reservoir, one of water resources infrastructures in Brantas River basin, has been completed and started to operate since 2001 Based on the Feasibility Study, the reservoir s main purpose is to supply water for domestic and industrial purpose, to Surabaya Metropolitan Area (gradually up to 8 m 3 /s) At the present moment, to meet the existing water demand of the extended irrigation area at Tulungagung and Kediri (two regencies in the basin), Provincial and District Water Resources Services (PWRS & DWRS) request a water supply of about 5.6 m 3 /s from Wonorejo Reservoir Based on the Regional Autonomy Law, the regional governments now have the authority to formulate their own plans, programs,and fiscal policies as well as authority over exploitation of natural resources including water resources. 2. Water Balance Problem If proposals of PWRS and DWRS were recommended: Water supply will be diverted to meet irrigation water demand, and will not be appropriate to the initial Feasibility Study This situation will cause difficulties to reallocate water to the PDAM as initial user, when farmers have been using additional water of about 5.6 m 3 /s

Process of Decision Making Jasa Tirta I Public Corporation (PJT I) as Brantas River Basin Management Agency (RBMA) is responsible for operational of water allocation in the field, and has there to initiated to hold coordination meeting among parties from National, Provincial and District levels All parties conduct intensive discussions on water balance in the whole of Brantas system based on the Feasibility Study and Master Plans 4. Decision Making The Ministry of Public Works (National level institution that responsible to provide technical supervision and guidance of water resources development and management) recommend PWRS and DWRS to consider the basin wide water balance in the Brantas system To avoid conflict of water uses in the lowest level, Ministry of Public Works issued official letter to recommend the Provincial and District level in order to refer back to the Master Plans and initial FS where the discharge of 8 m 3 /s should be allocated for domestic water supply for Surabaya Metropolitan Area

Conclusion and Suggestion By the spirit of autonomy and fiscal decentralization, more and more water sector activities and programs are expected to be handled under the decentralized approach As mentioned in the example above, on the certain matters, assistance from Central Government is still required, such as to assure that Master Plan of water resources management is implemented in the appropriate track Based on the recent Water Resources law No.7/2004, authority in water management at any administrative level is related to the existing topographical boundaries. This means, small river basins in distinctive regency/municipality is regulated by the local government, while, basins at that cross regencies/ municipalities are regulated by the provincial government, and cross provincial and national strategic basins regulated by the central government. PJT I as RBMA has played active roles to develop effective coordination among all stakeholders in managing water resources in the Brantas River basin
