2 Current Status Of The Project The 7.8 MW biomass fired Power Project at Padampur, Dist Sriganganagr (Rajasthan, India) has been commissioned. First synchronization of the project with 132 Kv GSS Substation at Padampur (Rajasthan Grid) was performed on and after trial operation, commercial operation (COD) was declared on The project has been completed with major equipment supplied as follows: S/No. Equipment Supplier 1. Boiler Thermax Ltd., Pune 2. T.G. Set T.D. Power System Pvt. Ltd., Bangalore (The turbine was imported from M/s Shin Nippon, Japan.) 3. Balance of Plant Thermax Ltd., Pune (Elect. Mech, Instrument) (using subvendors like Alstom, ABB, Paharpur etc) 4. Fuel Handling System Methods India Pvt. Ltd. The entire equity was provided by Company and Bank Loan from Oriental Bank of Commerce.

3 Statement to what extent the project has been implemented as planned The project has been completed as planned and described in the Project Design Document (PDD). The plant is in operation continuously (with outages forced & planned.) since The plant is using agriculture wastes, mainly Mustard Crop residues as Biomass fuel and no fossil fuel of any kind has been used in the plant till date. The plant has been suffering from technological problems right from commissioning of the plant and has undergone major outages for more than 3 weeks each in the months of March/ April, 2004 and June/July Another outage is now planned in the month of July 2005 for about days to further incorporate modifications in the Boiler. 5 Sustainibility Economic and social well being Based on an average price of approx Rs 800 per MTs of Biomass fuel, the company has spent close to Rs 74 million (USD 1.7 million) in the monitoring period for Biomass fuel consumption. This has generated additional income for the farmers, primarily within a 50 kms radius, and improved the prosperity of the farming community. This has also resulted in local employment generation. On an average, every tractor trolley that fetches 5 Tonnes of fuel is instrumental in employing 5 persons for 8-12 hours depending upon the distance from which it is bringing the material. Being decentralized generation, the project has contributed in a big way in reducing the transmission and distribution (T&D) losses, which in Rajasthan is above 30%. Also, it has improved the Quality of Power in remote, rural area of Sriganganagar, resulting in overall well being of the inhabitants of the area. The Project Company has been aware of its social responsibility and has contributed to social infrastructure by way of contributing monies for social welfare activities to local panchayat, schools, cow shelters, old age homes etc.

6 Obtained Parameters According To Monitoring Plan For the project, following parameters were monitored on a continuous basis: 1. Energy: On the first day of every month after , at 12:00 Hrs., a Joint Meter Reading for the energy exported to the Rajasthan Grid was recorded by representatives of Jodhpur Vidyut Vitra n Nigam Ltd. (JdVVNL), Rajasthan Vidyut Prasaran Nigam Ltd. (RVPNL) & Kalpataru Power Transmission Ltd. (KPTL) and jointly signed as a proof of export of energy from biomass based power plant of KPTL at Padampur, SriGanganagar. This joint meter reading for med the basis of bills raised by KPTL on RVPNL initially and from on JdVVNL, Jaipur VVNL & Ajmer VVNL (It is important to mention that RVPNL have assigned the PPA signed for Padampur project to JdVVNL, Jaipur VVNL & Ajmer VVNL from Fuel (Biomass): The Biomass fuel on receipt in the plant premises is weighed at the Electronic Weigh -Bridge installed at the plant site & unloaded in the Biomass fuel yard. The Biomass fuel is fed to the boiler as per the requirement and f Biomass fuel consumption recorded on daily basis & on monthly basis. For the period when Biomass fuel feeding is contracted to the contractor, payment is made to the contractor based on this fuel consumption recorded on monthly basis. 3. Fuel (Fossil): KPTL have not used any fossil fuel during the period under review and hence no data is available.

7 4. Energy Content of fuel : The energy content of samples of fuel separately stored for this purpose is recorded by using in house instruments on regular basis. This is done with a view to assess deterioration of fuel energy content only. Month wise data on energy exported and fuel consumed is placed below. 9 Measures to ensure the results/uncertainty analysis As per the Power Purchase Agreement (PPA), the energy exported to the Rajasthan Grid is recorded from two independent meters Main Meter & Backup Meter. Reading of main meter is used for billing. In the event of main meter not in operation, the reading of the backup meter is to be used for billing. Till date the main meter only has been used for billing purposes.

10 Roles & Responsibilities In the complete implementation and monitoring plan referred above, KPTL is the sole agency responsible for implementation and monitoring.
