3 Laboratory Services Core Service Provided by- - 3 FIQC Regional Laboratory- Dhaka, Khulna & Chittagong Supporting Laboratories (out sourcing) - Bangladesh Council for Scientific and Industrial Research (BCSIR) - Bangladesh Atomic Energy Commission (BAEC) - Bangladesh Agriculture Research Institute (BARI) Reference Laboratory for Microbiological Tests - International Center for Diarrhoeal Diseases Research, Bangladesh (ICDDRB), Dhaka An MOU has been signed among the laboratory service providers and laboratory service recipients for better coordination among laboratories to increase sample analysis capabilities for pre-export and NRCP.

6 Laboratory infrastructure and facilities development DoF with the assistance of EU-UNIDO has developed infrastructure and analysis facilities of regional laboratories. The upcoming project of DoF, EU- UNIDO / BEST will further develop the infrastructure and analysis facilities. FIQC Dhaka laboratory has procured and installed 2 nd LC MS MS machine. DoF, EU-UNIDO/BEST project is going to install two LC MS MS machine in two regional laboratories.

7 Contd. DoF FIQC has increased its man power in the laboratory for sample analysis and inspection. The performances of the chemical laboratories were improved with the assistance of analytical experts from advanced countries. (DR Glenn Kennedy is helping in analytical capacity and capability building) The DoF FIQC has developed and adopted a new format for sample analysis and reporting as required by EU countries. Food Safety Project of Health Department assisted by FAO has a program for development of laboratories engaged in sample analysis for food safety.

8 Accreditation of Residue Testing Laboratories A program has been taken to improve structural facilities and manpower development for the laboratories to satisfy the requirement of accreditation by the end of DoF, UNIDO-BEST project will assist residue testing laboratories for accreditation and laboratory facilities development.

9 RASFF Notifications IN 2009 there were 49 RASFF was notified by EU commission. During January October, 2010 RASFF notifications were issued for 7 consignments only (now it is 6 as one RASFF is withdrawn).

10 Development of Traceability system DoF with the assistance of EU-UNIDO BQSP project has developed a Traceability System for aquaculture product. Implementation and further development of traceability system being undertaken by BSFF in collaboration with DoF and BFFEA. BSFF, EU-UNIDO /BEST project will support sustainable implementation of traceability system.

11 National Residue Control Plan (NRCP) Implementation Under NRCP, aquaculture samples are collected across the country and checked for residual contamination to monitor compliances with EU tolerance levels for contaminants. 3 regional laboratories of DoF and 3 partner laboratories are analyzing the NRCP samples. Exporting farms are also collecting samples from the production units and being analyzed by the laboratories.

12 Better Management Practices (BMPs) for safe production. Guideline developed by DoF for prawn farming- Maintain proper stocking density with quality seed Better water management system Use safe feed Maintaining pond condition through water and soil management Routine monitoring and health check Avoid use of chemicals, Emphasis given on Organic culture. 12

13 Private Public Partnership Initiative Joint efforts for developing and implementing Comprehensive Food Safety Assurance Program is being developed under Public Private Partnership and an Aquatic and Aquaculture Food Safety Center is being set up with representative from Department of Fisheries, Industry Associations, relevant Government Agencies, research and advocacy organizations.
