(If other municipalities are involved in this project, please indicate the names of the municipalities.) Description My Town will upgrade the ground water treatment plant based on the assessment of the water treatment facility competed by a certified consultant. The ground water treatment plant will have the existing media beds and air scour replaced. A dual media design of Manganese Greensand and filter coal, with the coal layer on the of the media bed, is the optima design for this specific situation. The coal topping layer will not intermix with the Manganese Greensand, thus providing maximum media lifespan and performance, while reducing the backwashing frequency required to rejuvenate the greensand. The replacement of the air scour will also improve media cleaning capabilities through an air wash process thus reducing water usage necessary 1

3 Reduced Greenhouse Gas Emissions Cleaner Air Cleaner Water Enhance Municipal Capacity *This outcome should only be used for Municipal Capacity Building projects Describe how this project will produce these outcomes: By replacing the media beds and air scour will improve filter media cleaning capabilities, extend the lifespan of media and reduce overall backwash water usage. The improved filter media will result n increased purification and a better quality of water, reduce odor and improve water clarity. 4) Describe the expected environmental benefits that will result from the project. (For information regarding benefits see - Attachment B and - Attachment C) Local Benefits Local benefits will be expressed through water purification and a better quality of water. Reduced water consumption of the plant with fewer backwashing requirements to retain water clarity will reduce water wastage. Also, reduced required daily hours of operation by the treatment plant operator will allow funding to be redistributed. Regional Benefits (Relevant information includes: other municipalities which share costs, joint municipal ownership of the asset, usage by other municipalities, and other information such as existing service agreements, shared planning, or capacity building and the names of the municipality(s) that receives the regional benefit.) There is no significant regional benefits as there are only a few area farmers / residents and seasonal commercial industries that use the fill station at the water treatment plant. 5) Does this project relate to infrastructure owned by the municipality? (choose one) If not, a Resolution of Council must be obtained stating that the infrastructure owned by a non-municipal entity provides direct service to the residents of the municipality. 6) Does this project involve contract(s) and/or tender(s)? 3

4 If yes, Section 6.10 regarding Tenders and Contracts and Appendix 2 point 3 of the Municipal Agreement, which can be found at: provide pertinent information, including the following: Contracts for supply of services and material to an eligible project ( Contracts ) will be awarded and managed in accordance with the municipality s relevant policies, procedures and resolutions, and contracts will be awarded in a way that is transparent, competitive and consistent with value for money principles; and The municipality will conduct an open competitive tendering process for all projects funded by the Gas Tax. Notwithstanding the preceding, if eligible project costs are less than $30,000, two price quotations will be satisfactory instead of tendering. 7) Have you contacted the appropriate authorities to confirm and begin the process of obtaining any permits, licenses and approvals the project may require? N/A Municipalities are responsible for obtaining all permits, licenses and approvals required to construct and operate their projects. These may include, but are not limited to: Approval to Construct (Ministry of Environment (MoE) for water, wastewater and solid waste), Water Allocation (SWA), Operating Permit (MoE after construction of water, wastewater or solid waste facilities), Shoreline Alteration Permit (MoE), Harmful Alteration, Disruption or Destruction (HADD) of Fish Habitat Authorization (DFO), approval from adjacent landowner for temporary or permanent use of land during road construction, Ministry of Highways for road projects connecting public roads or for closure of a road, etc. 8) Applicable to Regina and Saskatoon only - Please provide the following as an attachment: Describe the proposed method that will be used for measuring the outcomes, as identified in question 3, which will result from the project; and Provide a general description of how the project will contribute to environmental and other sustainability efforts of the city.
