3 1 Introducton The Energy Consumpton Survey (ECS), s a bennal long-term survey ntended for obtanng nformaton on energetc consumpton made by manufacturng and quarryng ndustres. Snce ts mplementaton n reference year 2001, every two years the ECS s addressed to a sub-sample of the nformant companes of the Structural Busness Statstcs: Industral Sector (extensve and detaled survey of the economc structure of the ndustral sector, prevously known as Industral Companes Survey), therefore both statstcal operatons are perfectly ntegrated and share many of ther methodologcal aspects, collecton procedures and treatment of nformaton. In 2009 the ECS was revsed n order to adapt ts sectorzaton to the new 2009 Natonal Classfcaton of Economc Actvtes (CNAE-2009). The followng sectons descrbe the general methodologcal lnes of the survey, ts unts and research scopes, the sample desgn, the data collecton system, the data processng, and the scheme for the dssemnaton of the results 3

4 2 Objectve and theoretcal framework of the survey The essental objectve of the survey s provdng nformaton on the consumpton of the dfferent types of energetc products n the ndustral sector. Sad products are those products acqured by the company ntended for beng used as fuel (energetc products used as a commodty or ntended for resale wthout transformaton are excluded). For ths survey, energetc consumpton s quantfed n monetary terms. The Energy Consumpton Survey s desgned, from a theoretcal and conceptual perspectve, on the bases of two essental prncples: On the one hand, the need to ncrease, as lttle as possble, the workload for the nformant unts, and on the other hand, the dea of reachng a coherence between the results obtaned and those provded by the structural survey of the ndustral sector (Structural Busness Statstcs: Industral Sector). The entre methodologcal development of the survey has been based on ths startng pont, whose approaches drectly affect the dfferent components of ts mplementaton. The ntegraton of the survey wthn the framework of the structural surveys has been carred out usng the followng elements: a) Methodologcal ntegraton: Common nomenclature, unt correspondence, concdence of defntons and of assessment crtera. b) Integraton of the sample desgn: Use of a common drectory-framework and obtanng of the Structural Busness Statstcs: Industral Sector as a subsample of the prevous sample of the ICS. c) Integraton of the collecton methods: Smultaneous collecton and collecton by the same teams of both surveys, for the purpose of attanng a greater effcency n the management of the whole process, ratonalsng and lmtng the necessary contacts wth the nformant unts. d) Integrated flterng processes: Integraton of the processes of error detecton and correcton, and formulaton of jont "edts" between the two surveys, for the purpose of optmsng the processng and achevng the greatest coherence possble between the prmary data of each survey. e) Estmaton procedure: Explotaton of the auxlary nformaton generated by the Structural Busness Statstcs: Industral Sector for the calculaton of the ECS estmators, for the purpose of obtanng coherent nformaton on a sample stratum level. 4

5 3 Survey unts The basc unt used for the survey s the ndustral company carryng out as ts man economc actvty one of those ncluded n the populaton scope. A company s consdered to be any organsatonal entty that produces goods and servces, enjoyng a certan autonomy n decson-makng, manly at the tme of usng the avalable current resources. The company may carry out one or more actvtes n one or more places. In the survey unt scheme, the company smultaneously assumes the roles of nformant unt, whch facltates the nformaton requested n the survey, and of observaton unt, that to whch the data requested on the questonnare refers. 5

6 4 Research scopes The target populaton of study of the survey s the group of companes wth 20 or more employed persons, and whose man actvty s ncluded n Sectons B (mnng and quarryng ndustres) or C (manufacturng ndustry) of CNAE Not formng a part of the research scope of the survey are those ndustral actvtes belongng to Sectons D (supply of electrcal energy, gas, steam and ar condtonng belongng) and E (water supply, waste management and decontamnaton actvtes). In Annex 1 the actvtes ncluded n the scope of the survey are lsted and detaled. Untl 2012, the survey covered the whole natonal terrtory, except for Ceuta and Mellla. Snce 2013, both Autonomous Ctes are ncluded too n the scope of the survey. The survey s carred out bennally. As to the nformaton reference perod, the data requested refers to the target calendar year of the survey. Exceptonally, companes that functon by season or campagn, that nclude two dfferent years and have ther data accounted for as such, must refer the nformaton to the season or campagn that fnshed n sad year. 6

7 5 Sample desgn Followng are detals of each one of the stages of the desgn. 5.1 Samplng Frame The sample frame s the Central Companes Drectory (CCD), a lst of companes that s updated once a year wth admnstratve sources, prmarly of a tax and socal securty nature. It s also updated wth nformaton from the statstcal operatons of INE. The CDD contans nformaton on the man economc actvty, the number of employees, turnover, and about the dentfcaton and locaton data, whch are necessary for the correct nformaton collecton. 5.2 Stratfcaton The populaton object of the study, that s, a group of ndustral companes wth 20 or more employees, s dvded n groups named strata, defned as of the man economc actvty and sze, measured n number of employees of the company. The man economc actvty s determned by the CNAE In the stratfcaton, the Class of actvty s consdered, whch corresponds to the CNAE-2009 to 4 dgts. The employees are dstrbuted n 4 groups, accordng to the followng sze ntervals. Group Salared employees 1 20 to 49 employees 2 From 50 to to or more Companes wth 250 or more employed persons have been studed comprehensvely, whlst companes wth fewer than 249 employed persons have been studed by samplng. 5.3 Sze of the sample. Allocaton For the calculaton of the sample sze by stratum, the followng samplng fractons are set. 8 50 to 99 employed persons 2/5 (wth a mnmum of 4 unts and a maxmum of 30) 100 to 249 employed persons 1/2 (wth a mnmum of 4 unts and a maxmum of 30) 250 or more employed persons 1 The total sze of the sample s 5,600 companes. 5.4 Selecton of the sample Gven that the purpose of the survey s to obtan dsaggregated nformaton on the dfferent types of energy consumpton by companes, and that n the Structural Company Statstcs (EEE): Industral Sector there s nformaton related to the total of ths consumpton, the sample s selected at random wthn each stratum, usng coordnaton technques; postve wth the EEE, and negatve wth the rest of the economc surveys obtaned n the same year. The postve coordnaton wth the EEE: Industral Sector makes t so that the sample obtaned nvolves a sub-sample of the same. 5.5 Estmators Compound estmators are used, consstng of a weghted lnear combnaton of a drect estmator and a synthetc one. 11 6 Data collecton The nformaton collecton s carred out every two years, at the same tme than that of the Structural Busness Statstcs, through the INE Collecton Unt. We foster the onlne submsson of the questonnare, however, other response means are avalable to nformants (fax, regular post, telephone). Collecton unts are also responsble for the phone servce, whose am s to solve nformants doubts, as well as for the recordng and flterng of questonnares. In case there s no response wthn the establshed deadlne, or the response s consdered to be nsuffcent or ncoherent, we contact companes by phone. The collecton process of data regardng the t reference year s carred out from the second quarter of the t+1 year on. The management of the fle of companes n the sample, both to control the collecton, and to update the data on nformant companes, s carred out by means of a computersed applcaton establshed for ths purpose, whch enables guaranteeng the control and organsaton of the entre process. The system facltates supervsng the collecton contnuously, ntegratng the collecton and flterng processes, guaranteeng an effcent control of the process from the begnnng of the survey, as systematc errors n fllng n and nterpretng the questonnares may be detected n the ntal phases of the survey, thereby facltatng ther correcton. 11

12 7 Data processng The regsters recorded by the recollecton unts proceed to form and feed, at least every ffteen days, the complete recordng fles on whch the subsequent phases of the jont processng of the nformaton are made. Ths fles are processed n the Central Servces where nformaton coverage s controlled n order to guarantee completeness of the recorded data, detect duplcates and coverage errors and at the same tme carry out an ntal assessment on the qualty of the varables collected. Once the collecton and the frst flterng of the questonnares s carred out, and the nformaton s avalable n a fle, the process of detecton and flterng of errors and nconsstences contnues n the Central Servces. Durng the mcroflterng process, the detecton and flterng of errors and nconsstences n the dentfcaton varables of each regster as well as the flterng and mputaton of content errors are carred out. Dependng on the characterstcs of each type of error, automatc mputaton procedures and correctons of the errors detected are carred out. The mcroflterng phase s carred out n an ntegrated manner, wth the error detecton of the Structural Busness Statstcs, enablng a more effectve control of the correcton process and hgher levels of global qualty, on explotng the nformaton from two dfferent statstcal sources. Lkewse, the systematc errors detected n the studes and analyses carred out prevously on the recorded data are corrected. Once the mcro-flterng phase s fnshed, the next step s to proceed wth the elevaton factors to determne the estmates of dfferent varables. The last stage, before the tabulaton and dssemnaton of results, s obtanng analyss tables to elmnate the errors and nconsstences detected n ths phase by means of macro-processng technques. 12

13 8 Data processng The data that s dssemnated onlne offers detaled nformaton on the consumpton of the dfferent energy products n the manufacturng and mnng ndustres, for the purpose of satsfyng the demand for nformaton of dfferent users of the survey. Results are provded, both on a natonal level and broken down by Autonomous Communty. The natonal results are presented at a level of secton, dvson and group of actvtes of the CNAE-2009 belongng to the extractve and manufacturng ndustres. Informaton on the consumpton of energetc products s offered n the followng level of detal: - Electrcty - Gas - Desel - Fuel ol - Other petroleum products - Hard coal and coke - Bofuels - Heat and other energy consumpton It should be mentoned that as a consequence of the Integraton Project of the Structural Busness Statstcs, startng n the reference year 2015 ncluded, all the varables of study are classfed n functon of the man actvty of the company. Ths sgnfes a change of crteron wth respect to the prevous exercses n whch the treatment was based on the actvty of the establshments. Snce the change occurred n the natonal data, an ADDITIONAL table has been ncluded wth the statstcal results under the prevous crteron, so that the users may dspose of a lnk for the change ths year. The addtonal table presents the statstcal natonal results for each one of the 96 sub-sectors consdered by the ECS n prevous exercses (see detals n Annex 2) The results by Autonomous Communtes classfed n functon of man actvty of the establshments are presented n the same degree of detal that the natonal results n as far as the dfferent energetc products: It s advsable to notce that energetc consumpton s measured n monetary terms, at current prces. Therefore, ts evoluton takes nto account both the evoluton of consumed quanttes and the evoluton of the prces of the dfferent energetc products. On the other hand, the annual varaton rates obtaned from the results of ths survey mght be due, sometmes and to a greater or lesser extent -, to changes n the structure of the correspondng reference populatons (for nstance, changes n the actvty of certan companes that cause ther assgnaton to an economc actvty sector dfferent to that of the prevous year, etc.). So, but not n all cases, sad varaton rates shall be assocated drectly to a 13

14 change (an ncrease or a decrease), n the same magntude, n the producton actvty of the group of companes of a certan sector or subpopulaton. Fnally, t s mportant to hghlght that the dssemnaton of the survey does not only comprse the tables provded heren or ncluded n the publcaton. Observng the restrctons derved from statstcal secrecy, or from the sample nature of the survey, the exstng computer procedures allow us to attend to aggregated data customsed requests, whch can be provded n the format chosen by the user. 14
