10 23 County Staff This should be updated to reflect numeric nutrient criteria. The simplest way would be to require net improvement in impaired areas, since impairment status means the state has confirmed that the waterbody does not meet its Class III standard. Instead of requiring that it meet Class III standard (which I ve never seen enforced), require that, any water entering demonstrate equal or better water quality to preactivity conditions and net improvement in impaired basins.
