6 2.Background of the Project (3) City City Cooperation between Chiang Mai and City of Kitakyushu Chiang Mai is one of the most popular destinations for the tourist in the world (e.g. ranked 12 th for Chinese tourist) ECO TOWN project for upgrading residents life in balanced socio-economy, including environment and culture under concept of resource efficiency & sustainable development City City Cooperation Between Chiang Mai & Kitakyushu 2000 Kitakyushu invited Chiang Mai city to participate in seminars, workshops 2009 Kitakyushu received a personnel from Chiang Mai city for six months training 2010 Kitakyushu supported city s 3Rs promotion in Chiang 2011 The Minister of Natural Resources & Environment of Thailand recommended both city to enter into city-city cooperation agreement 2015 Nippon Steel & Sumikin Engineering start providing technical support to partners in Chiang Mai 2017 Kitakyushu invited Chiang Mai province to participate in JCM workshop in Japan (Kitakyushu) Chiang Mai province and city of Kitakyushu agreed on cooperation for ECO TOWN project in Chiang Mai Set up a voluntary Target for GHG emission reduction (-50% for the city and -150% for the Asian countries) 2000-Kitakyushu Model & Initiative Network (ESCAP) 2008 Selected as Environmental Model City 2010 Establishment of Asia Low Carbon Center (Technical Support & Transfer) 2011 Selected as Environmental Future City (set up voluntary target on mitigation)

7 3. s strategy, vision & master plan for low carbon society development Provincial Office reported needs from citizen and Comfortable place to live : ECO Town / ECO Village is one among five needs, of which description is the development plan is as follows; Development plan for Chiang Mai province for BE Chiang Mai province will put priority in develop the area as environmentally friendly area in order to upgrade peoples life & community as well as to promote long term investment in the province Chiang Mai province will support community by planning bio resource utilization and develop capacity of local leaders to upgrade community for sustainable development by utilization of such resource in the area Dispatched members of staff for technical visit & training (to city of Kitakyushu) Tied up with city of Kitakyushu to develop Green City and launched the project for integrated waste management with purpose of drafting master plan for waste management in Chiang Mai in 2017 (this project) To develop low carbon society, by realization of appropriate waste management, including promotion of 3Rs activities in the area. Expecting GHG emission reduction from - waste transportation (reduction of amount of waste & improvement efficiency in waste collection & transportation - Utilization of thermal energy as alternative energy (WtE & biogas under consideration in this project) - methane gas emission avoidance at landfills

8 4.Measures & Actions taken for low carbon society development Policy Develop an environmentally friendly province Resource efficiency (maximum utilization of resource in the area) Measures 3Rs Appropriate Waste Processing match with the policy (including additional resource recovery from waste) Actions 3Rs promotion at city & sub-district organization level * Chiang Mai provincial office supports their activities in various ways, including capacity building Study for introduction of appropriate waste processing facilities, such as WtE, biogas collection facility

9 6.How the city to city cooperation contribute for Chiang Mai province s low carbon society development City-City Cooperation Project supported by MORJ (2017) Knowledge sharing (Introduction of waste management in Japan & city of Kitakyushu) Organized a seminar & a workshop focusing on appropriate waste management Individual consultation for Local Authorities in Province Provincial Office municipalities & SAOs in total Not less than 16 local authorities expressed their interest in participate in the project to enhance waste management in Chiang Mai province Provincial Office expects to improve waste management in the province with support from city of Kitakyushu & therefore Provincial Office officially requested city of Kitakyushu to extend their activities in 2018
