6 Priority 1 - Innovation SO 1: To enhance innovation performance of enterprises throughout NWE regions Types of actions envisaged: 1. Building innovation capacity of regions and territories (crosssectoral, clusters, networks) 2. Improving the competitiveness of enterprises (concept / technology validation) 3. Delivering social benefits through innovation (innovative solutions to address social needs and problems)

7 Priority 2 - Low Carbon/1 SO 2: Reduce GHG Emissions in NWE by the implementation of low carbon, energy and climate protection strategies Types of actions envisaged: Promoting carbon reduction in cities and regions Implementing combined mitigation and adaptation solutions

8 Priority 2 - Low Carbon/2 SO 3: Reduce GHG Emissions in NWE by the uptake of low carbon technologies, products, processes and services Type of action envisaged: Demonstration and roll-out of existing low-carbon products, technologies and solutions. - Zero/low carbon technologies in enterprises and industrial production processes - Rolling-out of emerging energy technologies - Implementing transnational living labs

9 Priority 2 - Low Carbon/3 SO 4: Reduce GHG Emissions by implementing transnational low carbon solutions in transport systems Types of actions envisaged: Implementing transnational solutions for low-carbon systems (pilots/demonstrations, testing alternative fuels, effecting behavioural change) Implementing solutions for optimised traffic management (multi-modal transport, smart mobility IT systems, optimising transnational logistics chains)

10 Priority 3 Resource and Materials Efficiency SO 5: To optimise the (re-)use of material and natural resources in NWE Types of actions envisaged: Actions that lead to a reduction in resource consumption; Implement solutions to mitigate the impact of resource intensive industrial sectors; Design and implement New production measures to deliver the concept of circular economy ; New products / processes / technologies that minimise resource use; Develop industrial ecology practices.

12 Eligible Applicants National, Regional & Local Authorities Government Departments State Agencies Universities & Higher Education Colleges Innovation & Research Centres Business Associations, networks & Support agencies Chambers of Commerce SMEs Social Enterprises Community Sector & Civil Society The project must involve partners from at least 3 different countries (2 from within the NWE area). Private, profit making, entities cannot be project Lead Partners.

14 Timing Programme expected to be approved by April / May calls for proposals per year o First call opens on 6 th April 2015 (closes on 18 th May) o Second call expected for around October 15 2 Phase application process o o Phase 1: concept, strategic fit with programme objectives, relevance for cooperation area, and wider context (why, what, for who?) Phase 2 : operational details, such as partners, work packages, action plan, budget, communication plan, etc. Guidance documentation:

15 Practical Changes Preparation Costs in form of lump sum payable to eligible phase 2 applicants Minimum of 3 partners required (previously 2) 2-stage application process Higher grant rate, from 50% to 60% Simplified financial procedures, use of standard rates and fixed rates Programme eligibility rules apply to all partners
