2 Data sources e-shipment Austrian Foreign Trade Statistics (A-FTS) e-bilanz (Annual Reports of waste balances by waste collectors and processors) 3 Data source - e-shipment (1) e-shipment is one of the IT-applications of the Austrian EDM Electronic Data Management in environment and waste management. All administrative data concerning the notification of transfrontier waste shipment according to WSR are processed in e-shipment by the competent authority. 4

Umweltbundesamt is operating the ITapplication and is entrusted with statistical evaluation of waste shipment data. The entire notification procedure is processed in e-shipment ( enforcement ), data on actual waste shipments (movement documents, receipt of waste, etc.) are mapped in e-shipment (timelag up to 1 month). Waste shipment data are available in different codes: EWC-Stat, Basel, OECD and national codes (ÖNORM S2100) Information on country of origin /destination is available (intraor extra EU-27). 6

4 Legal basis - e-shipment Waste Shipment Regulation (1013/2006/EC) Austrian Waste Management Act 2002 (AWG 2002 idf BGBl. I No. 54/2008) 21: Mandatory registration and reporting obligations for waste collectors and processors and obliged parties according to Waste Shipment Regulation (1013/2006/EC) 18 and 66-72: Reporting obligations in the case of the transfrontier shipment of waste which require notification according to the WSR and the AWG Methodology e-shipment The amounts of waste exported/imported will be calculated by an evaluation of the data reported by means of the notification/ movement forms referred to in Annex IA and IB of WSR. 1. Evaluation of data on the basis of ÖNORM S2100-codes from the data base e-shipment. 2. By dint of a conversion key (assignment of ÖNORM S2100-codes to the aggregates list of the statistical nomenclature (Annex I of WStatR 2150/2020/EC) the aggregation of waste amounts according to EWC- Stat-Groups will be done. Results are the amount of waste in tonnes per year per EWC-Stat- Group, seperately for imports and exports (intra-, extra-eu). 8

6 Data source - Austrian Foreign Trade Statistics (A-FTS) The A-FTS deal with cross-border trade between the investigation area and countries abroad. Detailed data are available according to the CN- Classification (Combined Nomenclature, eight-digit) and according to SITC-Classification (Standard International Trade Classification, four-digit). A-FTS is published every year by Statistics Austria (STAT). 7 Envisaged Methodology A-FTS (1) For the compilation of data two steps are necessary: 1. Allocation of the corresponding CN-codes to the aggregates list of the statistical nomenclature (Annex I of WStatR 2150/2002/EC). e.g. Combined Nomenclature (CN): Glass and glassware CN code Description 70 Glass 7001 Cullet and other waste and scrap of glass; Glass wastes Cullet and other wastes and scrap of optic glass Cullet and other wastes and scrap of glass in the mass other than optical glass 7002 Glass in balls (other than microspheres of heading 7018), rods or tubes, unworked: 13 Envisaged Methodology A-FTS (2) 2. Evaluation of waste amounts on the basis of the selected CN-codes from the A- FTS and aggregation to EWC-Stat waste categories. 9 Problems linked with the FTS Data collection on imports and exports of goods is based on the combined nomenclature, which does not include a particular category for waste products. Waste and useless goods without positive value are not included in FTS. Threshold: Below a certain threshold the enterprise is not obliged to report on its import/export. 17 Data source e-bilanz (1) Waste collectors and waste processors have to report their waste balance annually (Austrian Waste Management Act, 22). They have to report: Type (waste code), amount and origins of waste collected/received for waste treatment in the previous calendar year Type (waste code), amount and whereabouts of waste handed over to another waste collector/waste processor in the previous calendar year. Relevant information concerning waste exports/imports: If partners of the waste collectors/processors are from abroad (intra- or extra EU- 27), the respective waste balances are a data source for waste exports and imports (also for green-listed or non-hazardous waste!) 18

10 Data source - e-bilanz (2) The IT-application for e-balances has been in operation since Waste data are available in national codes. Until 2010 input/output had to be reported only for landfills and waste incineration plants. As of 2010, all waste collectors and processors have to report their waste balances. 19 Existing data gaps EWC-Stat Categories: EWC_01_TO_05 Chemical and medical wastes EWC_093 Animal faeces, urine and manure EWC_09_not_0911_093 Animal and vegetal wastes (excluding animal waste of food preparation and products; and animal faeces, urine and manure) EWC_102 Mixed and undifferentiated materials Data gaps will hopefully be closed by data from annual waste balances ( e-bilanz ). 20
