4 Foreword This standard is the certification criteria for Eco-label revised through deliberation of a committee to set up the certification criteria according to the procedure specified in the Environmental Technology and Environmental Industry Support Act. Accordingly, it is certification criteria for Eco-label made in the internationally standardized form without changing any technical matters of EL147.Computer Monitor EL /6/ It should be noted that parts of this standard may in conflict with patent rights having technical characteristics, patent applications after laying-open of application, utility model rights or application for the utility model registration after laying-open of application. 7 EL147.Computer Monitor [EL /6/ ] 1 Scope This standard specifies a method to confirm the certification criteria and conformance of Ecolabel of a flat-type color monitor (hereinafter referred to as monitor) used by connecting to a personal computer (hereinafter referred to as PC ). It also includes multifunctional products which have monitor function as standard and additional functions such as TV reception or audio output. However, CRT-type monitors are out of this scope. Note Products with additional functions such as TV reception as well as a monitor shall additionally comply with relevant criteria of the certification criteria by each type of Eco-label. 2 Normative references The following documents, in whole or in part, are indispensable for application of this standard. 8 3.1 Sleep mode Low-power mode that is automatically implemented in the idle mode where there is no input signal for a certain period of time Note In this mode, the monitor shows nothing on the screen. 3.2 Off mode Mode in which the product is switched off using a power switch; if there are two or more power switches, a mode in which the product is switched off using a soft switch located in front of the product 3.2 Idle state Mode from switching PC on to entering the sleep mode Note In general, it means a mode where only the operating system and applications which are to operate basically when the applicant releases the product are operating. 3.3 Ozone depletion potential (ODP) Value indicating the relative impact of substances depleting ozone when the ozone depletion impact of CFC-11 is set to be 1 4 Environment-related Criteria Environment-related items considering the whole processes of computer monitors are given in the Table 1. 9 4.1 Substances banned to use Products shall not use the following substances. Note This Criterion shall not apply to materials which are exempted from Hazardous Substances Restriction lists according to the Act on Resource Circulation of Electrical and Electronic Equipment and Vehicles and soldering lead applied to printed circuit board (PCB). However, when the Act on Resource Circulation of Electrical and Electronic Equipment and Vehicles is revised, it shall comply with the revised act at the point of time for applying certification. a) Lead (Pb), cadmium (Cd), mercury (Hg) and their compounds, and hexavalent chromium compound (Cr 6+ ) b) Polybrominated biphenyls (PBBs), polybromodiphenyl ethers (PBDEs), and short-chain chlorinated paraffins whose chlorine concentration is 50 % or higher [SCCP (C=10~13)] 4.2 Harmful elements of components Content of lead (Pb), cadmium (Cd), mercury (Hg) and hexavalent chromium (Cr 6+ ) in the components of the product shall comply with the criteria in Table 2. However, if an appropriate management system on relevant harmful substances is constructed and operated, this criterion is considered to be complied with. However, when the Act on Resource Circulation of Electrical and Electronic Equipment and Vehicles is revised, it shall comply with the revised act at the point of time for applying certification. 4.3 Environment-friendly design The product shall be designed and manufactured by considering resource- and energy-saving, reduction of pollutant emission and hazardous substance use, recycled material use, recyclability, lifespan extension, etc. in order to reduce environmental impacts throughout the life cycle. 4.4 Electric power consumption Electric power consumption of the product in sleep mode and off mode shall comply with the criteria specified in the operation regulation of the standby power-saving program applicable at the point of time for applying certification. However, in case the product complies with the requirements of the International Energy Star Program, this criterion is considered to be complied with. 4.5 Automatic switching to sleep mode 3

10 If there is no input signal, the product shall be automatically switched to sleep mode within 10 minutes. 4.6 Harmful materials Inappropriate and harmful materials shall be easily found and removed. 4.7 Construction of recycling system The applicant shall construct, implement and operate the system for collecting disused products (including shock-absorbing materials) and the system for collecting, sorting and recycling the disused toner cartridges and ink cartridges. However, in case that the applicant designates a company to collect and recycle disused products and submits relevant performance results, this criterion is considered to be complied with. 4.8 Synthetic resin a) As for synthetic resin weighing 25 g or more and covering a flat surface of 200 mm 2 or more, material classification shall be marked on each separable part in order to separate and collect easily. b) Halogenated synthetic resin such as PVC (polyvinyl chloride) shall not be used for the plastic housing parts weighing 25 g or more, and also halogenated compounds shall not be contained in those parts. However, organo-fluorine additives with 0.5 wt% or less are allowed. Example Organo-fluorine additive as an anti-dripping agent 4.9 Shock-absorbing materials Each shock-absorbing material shall comply with one of the following criteria and shall be composed of a single quality of material. a) Recycled paper and pulp material, such as pulp mold b) Shock-absorbing materials with the Eco-label certification in accordance with EL606 c) Shock-absorbing materials manufactured by using more than 50 % by weight of disused synthetic resin d) Shock-absorbing materials made of expanded synthetic resins [expanded polyethylene (EPE), expanded polypropylene (EPP), and expandable polystyrene (EPS)] manufactured by using substances with ODP of 0 as foaming agents e) Air-cell shock-absorbing materials made by injecting air into synthetic resin material 4.10 Recycling rate The recycling rate of the products in accordance with the Act on Resource Circulation of Electrical and Electronic Equipment and Vehicles must be 65 % by weight or higher. 5 Quality-related Criteria 5.1 Safety criteria for electric appliances The quality of products shall comply with relevant provisions in the Safety Standard for Electric Appliances. 4

11 5.2 Conformity certification of broadcasting and communication tools and materials The quality of products shall comply with the notified criteria on the conformity assessment for broadcasting and communication tools and materials. 6 Information for Consumers 6.1 Product user manual A user manual in the form of printed booklet or CD-ROM shall be provided with the product so that information regarding the product or service can be provided to the user. 6.2 Information on power-saving The following information shall be provided to the user for power-saving. a) Electric power consumption in the operating mode, sleep mode and off mode b) Phrase with the meaning "power must be disconnected in order to make electric consumption '0'. 7 Verification Methods and Test Methods 7.1 General a) One test sample shall be required for each product applied. b) Test samples shall be collected at random by Eco-label certification body from products in market or those in storage at the production site. c) Except otherwise specified, ambient temperature for measurement shall be at 20 ± 5. d) All measurements shall be done at the stable state after the product is installed under general operating condition and reaches the normal condition. e) The test results shall be numerically set by adding more than 1 cipher to individual standard cipher according to KS Q However, if the test method specifies the number of ciphers, it shall be complied with. Note The test result shall include matters related to the numerical calculation. 7.2 Verification methods Test methods and verification methods by each item of the certification criteria are given in the Table 3. NOTE This is a method to verify the conformity with the criteria to restrict the use of lead (Pb), cadmium (Cd), mercury (Hg) and their compounds, and hexavalent chromium compounds (Cr 6+ ) in the parts of the product. This method is applicable to verify that the applicant properly controls PBBs, PBDEs and SCCP (C=10~13) as well as harmful elements. a) Verify matters on construction and operation of the system for controlling harmful elements by confirming one or more documents or test results from 1) ~ 4). 1) Explanatory note on the control system established by the product manufacturer for the purpose of controlling relevant harmful elements when receiving product parts from the suppliers, and relevant documents 2) Test result conducted by the manufacturer in order to control the harmful elements when receiving product parts from the suppliers Note The test result shall specify detailed test methods including pre-conditioning method applied to the test. 3) Certificate issued by the accredited third party showing that each part of the product complies with the relevant certification requirements Example Certificate of Eco-label in accordance with EL763 4) Other documents showing that the manufacturer properly controls the harmful elements when receiving product parts from the suppliers b) In case that it is difficult to judge whether the system for controlling harmful elements is appropriately constructed and operated according to a), or that deliberation committee of Eco-label certification requires a test result of a specific part, an Eco-label certification body shall verify the conformity of such a part collected at random according to Test method for measuring the content of harmful elements 6

13 NOTE This is one example of the test methods applicable to verify the content of lead (Pb), cadmium (Cd), mercury (Hg) and hexavalent chromium (Cr +6 ) contained in the parts of the product. The content can be also verified according to the internationally recognized test methods. 15 Common Criteria, Notice No , the Ministry of Environment 1. Those who have received the certifications for Eco-label shall comply with the environment regulation standard during the certification period. However, even when the person violates the environment regulation standard, if the person submits the detailed violation, an improvement measure and a measure to prevent a repeat of the violation including the following items to the president of the Korea Environmental Industry & Technology Institute (hereinafter referred to as the president of Technology Institute ) and takes the measure within 1 month from the date of violation, the person shall be considered to comply with the criteria. A. List of environment regulation standard in the person s location B. System to implement the environment regulation standard (including an organization chart describing each person s role) C. Regulation for storing records and documents related to the environment regulation standard. 2. With respect to marks of information for consumers specified in the certification criteria by each subject, the following matters shall be complied with. A. Product-related information for consumers shall be marked on the product cover. However, if the president of Technology Institute recognizes that it is not possible or undesirable to mark it on the product cover, it can be marked on an appropriate part where consumers can perceive relevant information such as product package, a product guide or a user guide. B. Service-related information for consumers shall be marked inside and outside the building in the business site where service is operated. However, if the president of Technology Institute recognizes that it is not possible or undesirable to mark it inside and outside the building in the business site where service is operated, it can be marked on an appropriate part where consumers can perceive relevant information such as a contract, a delivery statement, a letter of warranty or promotion materials. 3. Those who are to receive certification for Eco-label or have receive the certification shall comply with the Act on Fair Labeling and Advertising for establishing an order for fair trade and for protecting consumers. 9

16 4. The person shall not conduct unfair marks, labeling or advertising related to the environmental aspects of the product in accordance with the Article of the law. 5. With respect to various standards cited in the certification criteria for each product, the latest version of standard when applying for the certification shall be applied unless otherwise specified. In addition, in case that the regulation criteria is strengthened more strictly than that certification criteria for each product due to revision of relevant laws or regulations, the strengthened criteria shall be tentatively applied. Also, in case that the criteria are abolished, the criteria before abolition shall be tentatively applied by when the relevant certification criteria are revised. 6. In case that it is judged that the application of quality-related criteria in accordance with the certification criteria for each product is not suitable, the president of Technology Institute can set and implement the quality criteria for relevant products. [Verification method in accordance with the certification criteria] 1. The test report in accordance with the specified test methods means a test report issued by an agency designated by the president of Technology Institute among the following items. However, if the person who applied for certification of Eco-label seeks to be verified with the test result implemented by a testing or inspecting laboratory not corresponding to one of the following items, the person shall get confirmation and verification in the presence of a professional designated by the president of Technology Institute. A. Korea Environmental Industry & Technology Institute in accordance with the Sub-clause 12, Clause 4, Article 5 of the law B. Testing/ inspecting laboratory recognized in the accrediting system for testing/ inspecting laboratories in accordance with the Article 23 of the Framework Act on National Standards (e.g. testing/ inspecting laboratory accredited by KOLAS) C. Testing/ inspecting laboratory designated and accredited by the president of central administrative agencies in accordance with relevant laws D. Foreign testing/ inspecting laboratory complying with the international standard, ISO/IEC E. Testing/ inspecting laboratory recognized by the president of Technology Institute in case that it is difficult to conduct a test in the laboratories specified from A to D. 10

In case that the president of Technology Institute requests test-related materials, the testing/ inspecting laboratory that issued a test report in accordance with the clause 1 shall follow the request as long as there is no specific reason. If the laboratory rejects the request without any reasonable cause, the laboratory may be restricted to conduct a requested test. 3. With respect to verification of submitted documents, whether it complies with the certification criteria shall be verified with the test reports, statement of raw materials supply/production, certificates related to the product, user guides or manuals or products that are submitted by the person who seeks for certification of Eco-label in order to verify that the product complies with relevant criteria. In case of service, it can include performance materials, documentary evidence and photos of the side. However, if it is difficult to verify it only with the submitted documents, tests corresponding to the clause 1 may be added. 4. In case that the person who has already receive the certification seeks for additional certification on models using the same materials, parts or components as the certified product, the existing verification result may be applied to relevant raw materials, parts or components. However, the test report in accordance with the clause 1 shall be that issued within 12 months from the date of applying certification. 5. In case that the person gets certification in accordance with the Sub-clause 2, Clause 3, Article 4, the president of Technology Institute shall randomly select a sample from models in the product line for verification. 6. In case that the person gets certification in accordance with the Sub-clause 3, Clause 3, Article 4, the president of Technology Institute shall randomly select a sample from models in the product line for verification. However, with respect to environment-related or qualityrelated criteria which may be influenced by the wholly or partly different environmental aspects and quality information among models, each model shall be verified. 11
