Project Development Objectives/Outcomes Original/Current Project Development Objectives/Outcomes The principal objective of the project is to assist in restoring basic water supply and sanitation services for the capital city of Baghdad through: (a) the reconstruction and rehabilitation of existing priority networks and treatment facilities; and (b) capacity building support through training and technical assistance. 7b. 6 ANNEX 1: Proposed Changes a. What are the proposed changes, as applicable, in the project s development objectives, outcomes, design, and/or scope? The proposed changes are needed to: (i) (a) Cancel the Extension and Rehabilitation of Al-Rasheed Water Treatment Plant component that is being implemented by the Government using their funds; and b) cancel phase II, III and IV of the Development of a Comprehensive City Development Plan for the City of Baghdad component due to security situation resulting in inability to field international staff to Baghdad and hold serious consultation workshops, and inability to carry out field surveys in addition to lack of data. This component will be limited to preparation of phase I of the study and review of the existing conditions for the city of Baghdad, which include the land use, socio economic conditions, housing, transportation infrastructure, utilities and community facilities. Schedule 2 of the Trust Fund Grant Agreement needs to be amended as follows: Schedule 2: Description of the project (i) Part A: Rehabilitation of Chlorine and Chemical Units at Al-Karkh Water Treatment Plant. (ii) Part B: Rehabilitation of 2B Pumping Station in Shark Dijla Water Treatment Plant. (iii) Part C: Rehabilitation of Abu-Nuwas Raw Water Pumping Station. (iv) Part D: Rehabilitation and Renewal of Sadr City Sewerage Network. (v) Part E: Rehabilitation and Renewal of Old Drinking Water Network with House Connections in Za afarania (vi) Part F: Technical Assistance and Capacity Building. (vii) Part G: Development of a Comprehensive City Development Plan for the City of Baghdad. (ii) Extension of the project closing date by 18 months from June 30, 2010 to December 31, 2011, thereby allowing additional time to fully implement the Project and meet the PDO in full. This component is currently under implementation using GOI s funds. Project Costs and financing plan (include summary tables) Yes No The Project works and goods contracts are all either completed or under implementation. Disbursement currently stands at US$40 million and commitments total US$60.0 million. The remaining US$4.45 million will finance new contracts in Sader and Zafarania City and will fund any contingencies or change orders in the ongoing contracts. The changes in the project mentioned under item (a) are to accommodate the general price increase in Iraq and the delays in project implementation or inability to do field work due to the security situation in Baghdad. The Project Management Team (PMT) of the Mayoralty of the Baghdad and the Bank agreed on the following restructuring actions.
