Broadway Blvd Tucson, AZ Attention: Mead Mier, Sustainability Coordinator SUBJECT: TUCSON WATER RIVER HERITAGE PROJECT PAG 208 CONSISTENCY REVIEW Dear Ms. Mier, The Santa Cruz Heritage Project (the Heritage Project) intends to reintroduce a perennial source of water to the Santa Cruz in central Tucson through a reclaimed water recharge project. The Heritage Project would provide the dual benefit of restoring riparian habitat in the downtown area while also recharging the effluent for groundwater storage credits. The source of the reclaimed water for the Heritage Project would the same as the current effluent discharges from Pima County s Agua Nueva Water Reclamation Facility (ANWRF), but with the benefit of additional treatment at Tucson Water Reclaimed Water Treatment Facility (RWTP) that produces Class A reclaimed water. The Heritage Project will be constructed in two phases, with Phase 1 designed for 4,000 acrefeet/year (AFY) discharge, and Phase 2 a future expansion to 7,000 AFY discharge. The Phase 1 outfall will be located north of Silverlake Road at 26 th Street on the east side of the Santa Cruz River. The Phase 2 outfall will be located at Cushing Street, with an exact outfall location still to be determined. Tucson Water is designing the Phase 1 outfall station to provide dechlorination and water quality monitoring stations. The outfall facility incorporates fail safe controls and backup power to prevent discharges from occurring in the unexpected event there is a water quality exceedence. Additionally, the outfall will be designed to operate during dry periods when the Santa Cruz River is not flowing. Tucson Water is in the process of preparing Aquifer Protection Permit (APP), Arizona Pollution Discharge Elimination System (AZPDES), and Underground Storage Facility (USF) permit applications for the Heritage Project to demonstrate groundwater and surface water environmental compliance. It is anticipated that these permit applications will be submitted in January, The Heritage Project follows the key guiding principles of the PAG 208 Plan including riparian restoration and reclaimed water use. Additionally, Tucson Water has engaged regional stakeholders throughout the development of the Heritage Project concept. These stakeholders include Tucson Water s Citizens Water Advisory Committee, Tucson City Council, Pima County Regional Flood Control District, Rio Nuevo Multipurpose Facilities District, Tucson Audubon Society, University of Arizona s Water Resources Research Center, and the Tucson Regional Water Council. hdrinc.com
