1 Region of Waterloo Job Description Title: Water Quality Specialist Job Code: Department/Division: Transportation & Environmental Services/Water Services Union: anagement/anagement Support Reports To: Supervisor, Process & Compliance (Water Services) Revised: August 10, 2004 General Purpose: Acts as overall responsible operator (R) and operator in charge (IC) to ensure the water supply and distribution system is in compliance with legislation and operating procedures. Develops, implements, and monitors the water quality monitoring and testing program. Implements and monitors the environmental management system. Coordinates inistry inspections and liaises with same on orders and correspondence requests. onitors effectiveness of groundwater and surface water treatment plants. Participates in treatment plant optimization and water quality research studies. onitors site production rates to ensure compliance with legislation. Duties/Responsibilities: Supervises a Water Quality Technician, Lab Technician (Water Quality), and Water Quality Compliance fficer. Supervises up to 30 staff as part of the on-call supervisor rotation. Provides training and functional guidance to other divisional staff when dealing with water quality issues, sampling, and testing protocols, Performs duties of R and IC, as designated by the Province. Responds to inquiries, complaints, and emergency calls (24/7) concerning safety, water supply and distribution, regulatory, and customer service issues. Directs corrective action, and notifies staff, area municipalities, contractors, regulatory agencies, and other organizations. Establishes emergency plans. Develops and implements emergency procedures and evacuation plans for power outages. Ensures health and safety measures, alternate supply sources, and staff responsibilities are established. onitors water operations and quality of water leaving the supply/entering the distribution system to ensure compliance with legislation/procedures. aintains an environmental compliance program. Reviews effectiveness of treatment operating procedures, certification status, training programs, as well as accuracy of monitoring instruments, analytical results, operating standards, and performance targets. Reviews non-standard operating conditions and complaints. Develops and maintains databases for water quality sampling and testing programs. Produces reports, and prepares executive summary reports for Council. Calculates chemical dosages, reviews records, and makes periodic field and lab evaluations to ensure compliance. Coordinates inistry inspections, and acts as primary liaison for inistry inspection teams. aintains day-to-day communication, and responds to inquiries and orders from same. DCS #64539

2 - 2 - Assists management by monitoring groundwater and surface water treatment plant processes, and reviewing and comparing daily records with established operating requirements. Participates in research projects for treatment process/procedure improvements. Assists to develop operating policies, emergency procedures, long range plans, maintenance programs, budgets and resource requirements. Prepares and reviews annual long range plans for vehicles and equipment. Develops specifications and prepare price quotes and tender documents for contract work. Provides technical assistance and advice regarding water supply system activities. Develops and implements standard operating and maintenance procedures. Reviews maintenance standards and recommends changes, as appropriate. Develops and maintains a customer service protocol and response program. Advises staff/management on corrective actions for emergency response and complaints. Responds to public inquiries and complaints regarding water quality issues. Conducts public tours of facilities. Establishes and develops action plans to deal with emergencies. Ensures procedures for notification, evacuation, and handling of chemicals are in place; health and safety issues are outlined; alternate sources of supplies are identified; and staff responsibilities are established. Provides staff training on water treatment. Develops and implements training and development plans to ensure staff receive training as required. aintains the water quality database for water supply and distribution networks. Follows up with environmental enforcement staff and outside laboratories on data and ensure timely transfer of information to database. Designs, reviews and updates water quality programs and reviews water quality data to identify trends and verify test results. Assists to review capital and other water supply projects and provides technical input on water quality issues to staff assigned to represent the program. aintains lab equipment and reagent inventories. rganizes and administers special programs as required. Acts as primary liaison for water quality complaints and regulations between the Region and area municipalities. Determines and administers budget. Has signing authority up to $5,000 and a P-Card ($2,000). Ensures equipment, tools, and vehicles used by staff are operated and maintained in good working condition. Provides direction and training to Process/SCADA perators and System aintenance perators (Water). Liaises with divisional staff regarding chemical information, results interpretation, and sampling and testing activities. Exchanges information and coordinates testing with Public Health. Backs up the Supervisor in their absence. Performs related duties as required.

3 - 3 - Knowledge, Skills & Abilities: Knowledge and experience in water chemistry, water treatment, municipal water supply systems, and water quality assessments, normally acquired through a 3-year Community College Diploma in water chemistry or related field, plus progressively responsible related technical experience. Eligibility for ntario Association of Certified Engineering Technologists and Technicians (ACETT) Technologist certification; inistry Water Distribution & Supply Level IV certification; and inistry Water Treatment perator Level IV certification. Knowledge of and ability to comply with policies and procedures; Federal and Provincial drinking water objectives and standards, water works associations, design and operating standards, surface and groundwater chemistry, permits to take water, related legislation (e.g., health and safety, safe drinking water, provincial drinking water standards, water treatment), and collective agreements. Ability to design water sampling and testing programs. Communication and human relations skills to coordinate testing programs; interpret and explain data; provide technical supervision and training to staff; resolve public water quality concerns; present during staff training; conduct public tours of water treatment facilities; and participate as an effective team member. Ability to write technical reports on water quality programs/issues; and read water resource periodicals. Computer skills with ability to use software such as icrosoft ffice; water treatment software;; and oversee water quality database and spreadsheet applications. Valid Class G driver s license and acceptable driving record to operate Regional vehicles. Ability to participate in an official standby/on-call rotation to respond to legislated or time sensitive demands beyond regularly scheduled work hours. Ability to travel within Waterloo Region. Ability to support and demonstrate the Region s values. ental, Sensory & Physical Effort: Reviews reports/datasets and uses a computer approximately 50% of the time. Adjusts chemical analyzers and takes measurements in the field, lab, and plant. Lifts objects weighing up to 50 kg. Working Conditions: Works in a standard office in a water treatment plant. Works on plant process equipment approximately 25% of the time. Works at other water supply facilities and private residences approximately 15% of the time. Uses personal protective equipment and exercises precautions to mitigate risks associated with working around weather conditions, hazardous environments, moving machinery, high voltage equipment, chemicals, and microbes. Some contacts are angry, confused, or difficult. Work is subject to strict deadlines.
