Energy Performance of Buildings Directive Overview.Adopted in 2002.Holistic approach towards energy use in buildings Setting up of a minimum energy performance requirements All new and existing buildings (>1000m 2 ) should comply with these requirements Energy performance certificates to be presented when buildings are constructed, sold, rented out Requirements for a regular inspection of boilers and of air conditioning systems above certain sizes.deadline for implementation: January 4, 2006.Derogation possible for Art. 7 to 9 until January 4, 2009

Monitoring implementation.commission receives and analysis the EU 27 MS national implementing measures.initiated a number of infringement cases 17 at present, 21 max, mainly for non-communication Many cases at the last stage before referral to the Court 01/ First Court ruling in favor of the Commission.Unsatisfactory progress in a number of MS but good advancements.and the number of good examples growing

Best practices: Energy performance requirements (Art. 4) Denmark Germany

Best practices Consideration of alternative systems (Art. 5) Portugal New residential buildings: solar water heaters are mandatory (except if roof sign. shaded) Non-Residential: RES, CHP, DH, except if pbt > 8 years Austria Länder of Stria (Streiermark) mandatory use of solar collectors for new subsidized buildings Länder Vorarlberg retrofitting of subsidized residential buildings should meet passive house standards plus financial incentive for new build UK Merton rule Planning Policy Statement 1

Best Practices: Certification (Art. 7) Regular certification of certain buildings Encompassing definition of public buildings Implementation of cost-effective savings required Multiplication of the results Centralized database Stringent assurance systems Links with other instruments
