2 Florida Water & Pollution Control Operators Association

3 The Florida Water and Pollution Control Operators Association (FW&PCOA) is an organization comprised of members who are actively engaged in or deal with the production, treatment or distribution of water and/or the collection, treatment or disposal of wastewater. The FW&PCOA was organized to advance the professional status of water and wastewater specialists, to provide a system for certifying operators, and to arrange educational and training programs for water and wastewater personnel. The FW&PCOA works in close cooperation with the Florida Section of the American Water Works Association, the Florida Water Environment Association, the Florida Department of Environmental Protection, the Florida Department of Health, and the State educational system to accomplish these goals. The FW&PCOA was formally established in 1941 and had 50 members. Today, there are over 4,700 members representing disciplines such as: Treatment plant operators Distribution and collection system operators Field maintenance and repair personnel Stormwater operation, maintenance and inspection personnel Meter readers Utility customer relations specialists Laboratory technicians Utility managers Backflow tester and repair technicians The FW&PCOA has 13 regions and is governed by a Board of Directors, which is comprised of the Regional Directors and five State officers (President, Past President, Vice President, Secretary-Treasurer, and Secretary-Treasurer Elect). The Board of Directors is supported by an Executive Director and a Training Coordinator. Collectively, this group is responsible for developing and hosting training programs to help utility personnel advance their careers. We offer State of Florida approved water and wastewater treatment plant operator and water distribution system operator prerequisite training courses, 8 voluntary certification programs (backflow tester and repair, reclaimed water distribution, reclaimed water field inspector, reverse osmosis, storm water management, utility customer relations, and wastewater collection), and provide continuing education programs required for State licensed operators to maintain their licensure. 4 Residency Courses & Voluntary Certification Programs The FW&PCOA offers the following courses in a classroom setting at a state or regional short school. The tuition fees listed for each course provide the cost for an FW&PCOA member, non-member, and retest. These courses can be brought to your training facility through the association s cost-effective onthe-road training program. Contact us for a price quote! Backflow Prevention Assembly Tester $375/$405/$85 Backflow Prevention Assembly Repairer $275/$305/$85 Backflow Tester Recertification $85/$115/--- The Backflow Tester course includes classroom instruction and hands-on training that utilizes a backflow prevention assembly wet lab where students will field test a double check assembly, reduced pressure principle assembly, and pressure vacuum breaker. The course is 32 hours in length and includes the course manual published by the FW&PCOA. The Backflow Repairer course includes classroom instruction and hands-on training that utilizes a backflow prevention assembly wet lab where students will disassemble a double check assembly, reduced pressure principle assembly, pressure vacuum breaker, and spill resistant pressure vacuum breaker. The course is 24 hours in length and includes a copy of the Bavco Backflow Assembly Repair and Maintenance manual. Course applicants must possess valid Backflow Prevention Assembly Tester certification. Students who successfully complete the course and exam will receive certification by the FW&PCOA as a Backflow Prevention Assembly Tester or Repairer. The association offers backflow tester recertification on the final day of the tester and repairer courses. Basic Electrical and Instrumentation $225/$255/--- The Basic Electrical Instrumentation Course is a 30-hour continuing education course designed to teach students the basic concepts of electricity and plant process instrumentation. The course covers theory, instrumentation, programmable logic controller basics, digital multimeter fundamentals, controls troubleshooting, and SCADA and radio telemetry fundamentals. The course features classroom and hands-on demonstrations led by an experienced instructor. (DW/WW , 3.0 CEU) Facility Management $275/$305/$80 The Facility Management course is taught by experienced water industry professionals, and meet the core subject area requirements of the Florida Department of Environmental Protection s Operator Knowledge Base Manual, providing the training required by rule for the Florida water and wastewater treatment plant operator level A examinations. The course is 30 hours in length and includes the course manual Manage for Success: Effective Utility Leadership Practices, First Edition, California State University Sacramento Office of Water Programs. The course examines supervisory concepts, including supervisor functions, leadership styles, conflict resolution, decision making, and motivation. 1

5 Reclaimed Water Distribution $225/$255/$80 (Abbreviated Course) $125/$155/$80 The FW&PCOA s voluntary certification program for reclaimed water system operators closely follows the subject content for water distribution system operator courses. Students receive additional instruction in Rule , Florida Administrative Code, regarding the reuse of reclaimed water and land application. The association grants certification step-wise, starting at the C level and progressing to the A level. Each course is 30 hours in length. Students are responsible for obtaining the course manual. The Level C & B courses use the course manual, Water Distribution System Operation and Maintenance, Seventh Edition, available from the California State University Sacramento Office of Water Programs; and the Level A course uses the manual, Manage for Success: Effective Utility Leadership Practices, First Edition, also available from the California State University Sacramento Office of Water Programs. Persons who have successfully completed the association s Level 3, 2 or 1 water distribution system operator course may take the abbreviated reclaimed water distribution level C, B, and A course, respectively. The Level C and A abbreviated courses are one day in length and the Level B course is one and one-half days in length. Reclaimed Water Field Inspector $350/$380/$80 The FW&PCOA has designed this voluntary certification course for reclaimed water application site inspectors. The 32-hour course examines Chapter , Florida Administrative Code; residential, agricultural, commercial and industrial reuse and associated site inspections; problems that may be encountered during inspections; hydrological cycle, thermal expansion and backflow prevention; cross-connection control; field tests for reclaimed water; hands-on field inspection of a residential reuse site; and certification examination. Students who successfully complete the course and exam will receive certification from the FW&PCOA as a Reclaimed Water Field Site Inspector. Stormwater Management C & B $325/$325/$80 Stormwater Management A $325/$325/$80 The FW&PCOA has been providing the voluntary certification of stormwater operators since Originally developed by the state of Florida to train stormwater employees, these courses meet the training requirements for Florida s municipal NPDES permit holders. Similar to the association s other voluntary certification programs, these courses are taught by experienced system operators and industry professionals in a live classroom setting. The association grants certification step-wise, starting at the C level and progressing to the A level. Each course is 30 hours in length and the FW&PCOA provides the course manual. The Level C course uses the FW&PCOA course manual, Stormwater Management, Level C; the Level B course uses the FW&PCOA manual, Stormwater Management, Level B; and the Level A course uses the manual, Manage for Success: Effective Utility Leadership Practices, First Edition, California State University Sacramento Office of Water Programs. The C course examines the basic concepts of a stormwater system, including system components, maintenance procedures and equipment, system construction, safety 2

6 program, stormwater monitoring and sampling, use and care of pumps, and interpreting blue-line and as-built drawings. The B course provides an advanced, in-depth examination of stormwater systems, and includes stormwater management, site inspections, proper handling and disposal of wastes, record keeping, public relations, maintenance methods, and cross-connection and backflow prevention. The A course, examines supervisory concepts, including supervisor functions, leadership styles, conflict resolution, decision making, and motivation. The course also provides a technical review of the concepts introduced in the C and B courses. Utility Customer Relations I, II & III $260/$290/$80 The FW&PCOA has been providing the voluntary certification of utility customer relations specialists since These courses are taught by experienced customer relations professionals in a live classroom setting. The association grants certification step-wise, starting at the level I and progressing to level III. Each course is 30 hours in length and includes the course manual published by the FW&PCOA. The Level I course provides an introduction to the water utility industry and examines communication, human behavior, legal issues, professional image, safety issues, meters and bill calculation, service applications and bill inquiries, billing and collection, service requests, public speaking, and current issues in water quality and water conservation. The Level II course provides an advanced, in-depth examination of customer service concepts, including working with other employees, the changing image of customer service, understanding the benefits of customer service, becoming bi-lingual, understanding utility & field service, managing conflict, public speaking, and water treatment. The Level III course reinforces the customer service concepts learned in the Level I and II courses, and examines emergency preparedness, technology as a strategy, leadership skills, utility rate making, organizational culture, public speaking, and train the trainer. Utilities Maintenance III & II $225/$255/$80 These voluntary certification courses are designed for utility maintenance personnel, such as plant and pump station mechanics and electricians. Each course is 30 hours in length and includes the course manual published by the FW&PCOA. The Level III course covers pumps, motors, basic electrical, backflow prevention and cross-connection control, types of maintenance programs, valves and safety. The Level II course covers pumping & hydraulics, electrical systems, principles of lubrication, crane & hoist safety, math and confined space. Wastewater Collection System Operator C, B & A $325/$325/$80 The FW&PCOA has been providing the voluntary certification of wastewater collection system operators since These courses are taught by experienced system operators and wastewater industry professionals in a live classroom setting. 7 association grants certification step-wise, starting at the C level and progressing to the A level. Each course is 30 hours in length and the FW&PCOA provides the course manual. The Level C & B courses use the course manuals, Operation and Maintenance of Wastewater Collection Systems, Volume I, Eighth Edition, and Volume II, Seventh Edition, California State University Sacramento Office of Water Programs. The Level A course uses the manual, Manage for Success: Effective Utility Leadership Practices, First Edition, California State University Sacramento Office of Water Programs. The C course examines the basic concepts of a wastewater collection system, including wastewater system inspecting and testing, safe procedures, lift station and equipment maintenance, pipeline cleaning and maintenance, pipeline repair and rehabilitation, and wastewater math. The B course provides an advanced, in-depth examination of wastewater collection systems, and includes administration and organization, safety/survival programs, inflow and infiltration, and sewer rehabilitation. The A course, examines supervisory concepts, including supervisor functions, leadership styles, conflict resolution, decision making, and motivation. The course also provides a technical review of the concepts introduced in the C and B courses. Wastewater Optimization $225/$255/--- The Wastewater Optimization course is a 28-hour course that emphasizes methodology to optimize the wastewater treatment process. The course topics include SCADA and instrumentation optimization, activated sludge process optimization, reclaimed water applications, disinfection, rules & regulations, process math, and biosolids handling. (WW CEU) Wastewater Process Control $225/$255/--- The Wastewater Process Control course is a 30-hour continuing education course focusing on wastewater treatment process control concepts. The course topics include pretreatment, rules and regulations, disinfection and odor control, wastewater process math, the activated sludge process, biological nutrient removal, and biosolids handling. (WW CEU) Wastewater Sampling for Industrial Pretreatment & Operators $195/$225/$80 This voluntary certification course provides an overview of the industrial pretreatment program with an emphasis on proper sampling techniques, field instrumentation and calibration, and Discharge Monitoring Report (DMR) and National Environmental Laboratory Accreditation Conference (NELAC) requirements. This course is intended for operators and field sampling staff interested in Industrial Pretreatment and who want to learn more about compliance sampling, local limit evaluations, field parameters, FDEP s sampling SOPs, and NELAC and FDEP reporting. The course is 16 hours in length and includes the course manual. Wastewater Troubleshooting $225/$255/--- The Wastewater Troubleshooting course is a 30-hour continuing education course emphasizing wastewater treatment process troubleshooting. The course topics include activated sludge troubleshooting, laboratory procedures, optimizing process 4

8 instrumentation, wastewater process math, disinfection and odor control, plant design, and rules and regulations. (WW CEU) Water Distribution System Operator Level 3, 2 & 1 $325/$325/$80 The FW&PCOA originally provided these courses, starting in 1981, as a voluntary certification program. Today, these courses, taught by experienced operators, meet the core subject area requirements of the Florida Department of Environmental Protection s Operator Knowledge Base Manual, providing the training required by rule for the Florida operator examination for each level of licensing. Each course is 30 hours in length and the FW&PCOA provides the course manual. The Level 3 & 2 courses use the course manual, Water Distribution System Operation and Maintenance, Seventh Edition, California State University Sacramento Office of Water Programs. The Level 1 course uses the manual, Manage for Success: Effective Utility Leadership Practices, First Edition, California State University Sacramento Office of Water Programs. The Level 3 course, the entry level, examines the basic concepts of a water distribution system, including storage, system components, water quality, disinfection, operation and maintenance, safety, and water math. The Level 2 course provides an advanced, in-depth examination of the water distribution system concepts, introduces the student to system administration and organization, and reviews the sections of the Florida Administrative Code that pertain to system monitoring, construction, operation and maintenance, and the actions required for out of compliance systems. The Level 1 course, the most advanced course for water distribution system operators, examines supervisory concepts, including supervisor functions, leadership styles, conflict resolution, decision making, and motivation. The course also provides a technical review of the concepts introduced in the Level 3 and 2 courses, to best prepare the student to pass the Florida Level 1 exam. Water Troubleshooting $225/$255/--- The Water Troubleshooting course is a 30-hour continuing education course emphasizing water treatment process troubleshooting. The course topics include basic chemistry, AWWA disinfection standards, chemical feed pump operation and maintenance, rules and regulations, electrical equipment and controls troubleshooting, coagulation and flocculation process troubleshooting, water process math, membrane process troubleshooting, and chemical feed equipment troubleshooting. 9 FW&PCOA Online Institute Courses ( Water industry professionals may take the following courses at the FW&PCOA Online Institute, The tuition fees listed for each course provide the cost for an FW&PCOA member, non-member, and retest. Continuing Education Courses for Operators $15 per 0.1 CEU The FW&PCOA Online Institute offers continuing education courses for water and wastewater treatment plant operators and water distribution system operator license renewal. Simply enroll in a course of your own choosing, view the course presentation, pass a short end of course exam, and print the course completion certificate for your records. The FW&PCOA will file your continuing education credits with the Florida Department of Environmental Protection it s that easy! Wastewater treatment plant operators should look for course numbers with the WW prefix, water treatment plant operators should look for the DW prefix, and water distribution system operators should look for the DS prefix. Remember to keep track of your continuing education courses, as you cannot take the same course for continuing education credit during back-to-back license renewal cycles! Drinking Water Treatment Plant Operator Class B Online $300/$300/--- The Drinking Water Treatment Plant Operator Class B Online course is a self-paced course that meets the core subject area requirements of the Florida Department of Environmental Protection s Operator Knowledge Base Manual, providing the training required by rule for the Florida Drinking Water Treatment Plant Operator Class B examination. Students must complete the course within 6 months of enrollment. This course contains an introduction, 20 lessons, an appendix, and a glossary of terms. These courses are self-paced and include a proctored end of course exam for students successfully completing the online course. Students must complete the course within 3 months of enrollment. Students are responsible for obtaining the course manual. Students are required to use the course manual, Water Distribution System Operation and Maintenance, Seventh Edition, available from the California State University Sacramento Office of Water Programs. The Level 3 online course examines the basic concepts of a water distribution system, including storage, system components, water quality, disinfection, operation and maintenance, safety, and water math. Students must complete the course within 6 months of enrollment. Students are responsible for obtaining the course manuals. 13 FW&PCOA Continuing Education Programs CEU Challenge! $15 per 0.1 CEU Members of the Florida Water & Pollution Control Operators Association may earn continuing education units through the CEU Challenge! published in each monthly issue of the Florida Water Resources Journal. Correctly answer 80% or more of the questions provided in the Challenge, based on the technical articles appearing in the issue, and earn 0.1 CEU, per set of questions, for your license renewal.
