6 Present status of manpower No clear data on RE manpower is available Industry base in solar PV, solar thermal, biomass gasification, high rate biomethanation technologies available Present manpower requirement is met from regular engineering graduates/ science post graduates Study given to CII to assess RE Jobs and Higher Education prospects. An assessment of training needs done in a APP project 11 Key features of Solar Mission Specific goals for increasing use of solar thermal technologies in urban areas, industry, and commercial establishments; A goal of increasing production of photovoltaics to 1000 MW/year; and A goal of deploying at least 1000 MW of solar thermal power generation. Upgradation of Existing Solar Energy Centre to a Centre of International Excellence Increased international collaboration on technology development, Strengthening of domestic manufacturing capacity, Increased government funding and international support. 12

8 NRE Fellowship Scheme 15 Status Started in fellowships have been awarded so far (160 M.Tech and 84 Ph.D. level fellowships) IIT Delhi was coordinating this till last year From current year being coordinated by TERI University. 10 M.Tech., 25 JRFs, 10 SRFs and 5 PDFs are being given this year 16

9 The scheme being upscaled by enhancing number of fellowships to M.Tech/integrated M.Sc programmes in selected institutes that offer NRSE as specialization. 300 such fellowships will be awarded from academic session such institutions will be empanelled for such fellowships 17 Outcome Around 300 qualified persons per annum from

10 Overseas fellowships A programme for overseas fellowship ( around 100) to be firmed up: To select bright postgraduates/phds and professionals for training in institutes of excellence abroad for a period of 3-12 months with the condition that they work for RE projects. Probable Institutes - NREL - Fraunhofer institute of SE - Imperial College - AIST. (to be identified further) A three day conclave of NRI scientists in various laboratories abroad was organized 19 Renewable Energy Courses in Graduate & Post-graduate Levels 20

11 Background Post graduate courses on RE as M.Tech, M.Sc are being taught in around 25 institutions in the country. R E is one of the elective subjects in engineering colleges for B.Tech. levels. Presently around 5000 students every year are taking this course as their electives. IITS are working for introduction of B.Tech course on energy Technologies. (IITKGP introduced the course in 80s. Not very successful. The situation now has changed.) Once IITs introduce this course, many other institutions National Conference on Green will follow. 6/30/ Proposal To set up an Expert Group for advice alongwith UGC/AICTE representatives. May be combined with energy efficiency and environment??? 22

12 Outcome With a target of introducing the RE courses in graduate/post-graduate levels in 100 institutions in the country will generate qualified students of around 20,000 per year Students with post graduate degree with RE specialization are readily employable in industry. 23 RE in ITI syllabus 24

13 Status Draft syllabus for ITI in Solar thermal, solar PV and SHP ready. Preliminary comments given and final draft will be ready by the month end. DGET, MoL have already been given preliminary draft to initiate process to start incorporation in ITIs that come under its purview. Institutes being identified for training of ITI teachers. 25 Outcome Expected to generate around 5000 trained personnel per year to cater the need of installation, commissioning and repair of RE systems 26

14 Short Term Training Courses 27 Backgound A large number of Short term training courses have been/are being organized over last three decades through various institutions like ISA, TERI, ESCI, NPC, Barefoot College, IREP Centres for mechanics, plumbers, electricians, electrical shop owners in various parts of the country. It is necessary to conduct these training courses in a Structured manner. 28

15 Proposal Structured short term training courses on Fabrication, assembly Operation and maintenance Repair Target groups Electrical/Radio/Television shop owners Educated boys and girls of rural areas Plumbers, mechanics etc.. Training institutes Barefoot College, IREP Training Centres, District Industrial training centres, Manufacturers /traders associations etc. Course contents and background materials to be prepared by suitable organizations (like Barefoot College). To be made available in National different Conference languages on Green 6/30/ Outcome This action will generate a large number of trained personnel for: Rural and un-electrified areas for installation, operation and maintenance of PV and other RETs for lighting, power etc. Assembly, installation, operation, maintenance of solar water heaters and such technologies 30

16 Specialized training courses to address industry requirement 31 Proposal Industry associations would be asked to articulate requirements of specialized manpower in industry in various fields. Specialized training programmes to be framed, institutions to be identified. The programmes may be paid programmes with partial financial support from MNRE. A project to identify the areas and on exact requirement of industry to be initiated may be with Semi-conductor Association 6/30/2010 of India. National Conference on Green 32

17 Outcome This would provide the necessary training for engineering/ Science Graduates and Post graduates for direct absorption in manufacturing units. Exact number to be ascertained through studies. 33 Sensitization Programmes for Various Target Groups 34

19 Accreditation of courses run by private institutions and consultancy firms A number of private organizations and consultancy firms wish to meet the HR requirement of industry by providing trainings to the industry personnel and also to fresh graduates or undergraduates. These organizations have started looking for accreditation of their courses by the Government. It is required to set up this accreditation facility so that a large number of manpower trained in specific areas can be generated through private initiative. 37 Proposal To set up an accreditation facility for such institutes and courses Initially a Committee of experts may be set up by the Ministry for the purpose for examining the proposals received from various organizations. As demand increases, a structured set up is to be established 38

21 At various levels (ITI, undergraduate, graduate) modules on solar energy/ renewable energy have been/ are being introduced In many undergraduate /post graduate colleges, the RE courses are being taught by teachers of mainstream engineering or science For courses being introduced in ITIs, teachers with proper background are not available 41 Proposal Refresher courses for university/college teachers are required to be conducted through Selected institutions in various parts of the Country The duration and courses to be formulated in accordance with UGC/AICTE norms To follow up with UGC/AICTE for necessary recognition so that participation in these courses gives due credit to the teachers for fulfilling their mandatory requirements for carrier growth National Conference on Green 6/30/

To write to UGC/AICTE to suggest Universities/ institutions to Introduce RE courses as Special papers/ optional papers/regular papers in graduate/undergraduate courses To participate in pilot projects that work on effective ways of teaching normally being sponsored by HRD Ministry 43 Outcome This would enable RE courses (Special papers/ optional papers/regular papers) to be the subject of main stream science and engineering in graduate/post graduate courses A large number of manpower with basic science and engineering background with knowledge of RE would be available in the country. Depending on job requirement, the candidates can be provided on-job specialized training 44

23 Project personnel in research projects 45 Personnel worked/working in various R&D projects of new and renewable energy (with background of general science and engineering) are a good source of technical manpower. Number of organizations presently working on NRSE have so far engaged such personnel very effectively. Though relatively small in number, the R&D projects would generate very specialized manpower in the field. 46

24 Specialized Centres for Solar Energy 47 Proposal Based on the availability of manpower, facility and the motivation of the management, a number of specialized centres for R&D on solar energy to be developed with core funding from the Ministry. These specialized centres will not only devote time for R&D in solar energy but will also be the ideal locations for organizing training courses, courses for trainers, tutorials, seminars and workshops. Such centres would also be given funds for providing fellowships to students for undertaking their graduate project courses in these organizations for a period of three months to one National year. 25 Outcome This would result in generation of trained manpower on solar energy technologies with good basic degree of engineering or science. This would also channelize a number of personnel to take up work on solar technologies. On the assumption that there are 15 Centres this action would lead to 1000 trained manpower per year. This action is currently being pursued by SEC. (Visitors Programme of SEC gives opportunity to some students/year from various engineering and higher educational institutions for project work) 49 Distance Education RE Courses to be introduced in different levels through Distance Education Programme - Preparation of course materials - Recording of lectures Interactive website for RE Learning -Materials to be prepared 50

26 Outcome Distance education being a popular way of learning by a large number of people, would attract a large number of people who would be of help in marketing, financing, sales and services 51 National Renewable Energy Certification Examination (NRECE) 52

27 Proposal NRECE to be opened for engineering graduates and working professionals The examination to be conducted yearly basis. A curriculum for the examination to be developed by the Ministry in consultation with technical institutions. The examination should be followed by an orientation training of about one-three months for those who qualify the examination. The cost of orientation training should be met by the Ministry. The programme may be implemented through a professional organization 53 On-going action Programme for sensitizing BEE certified energy Auditors on RE initiated with NPC 54

28 Outcome This would provide a panel of qualified professionals 55 A management course for RE and EE for industry executives A proposal which may be considered It may be possible to introduce a two week management course for renewable energy technologies and energy efficiency for industry executives by SEC in association with one of the IIMs. (Once/twice in a year) 56
