1 Groundwater Specialist Permanent / Full Time Competition Number: BC Oil & Gas Commission - Fort St. John OGC 1 $63, $72,229.91* OGC 2 $75, $86,136.32* OGC 3 $89, $102,302.19* *Posted salary includes a JFMM Allowance of 27% and a location allowance of 3% The BC Oil and Gas Commission (Commission) is the provincial single-window regulatory agency with responsibilities for regulating oil and gas operations in British Columbia, including exploration, development, pipeline transportation and reclamation. PURPOSE OF POSITION The Groundwater Specialist provides technical support to the Commission s Statutory Decision Makers, Compliance and Enforcement, and Engineering staff and provides experienced technical expertise and support to other Commission staff, applicants and other stakeholders. The position provides groundwater expertise to support the review of waste management and water-related applications, and the review of hydrogeological or environmental (soil and groundwater) assessment data and reports. 3 OIL AND GAS COMMISSION POSITION DESCRIPTION POSITION TITLE: Groundwater Specialist POSITION #: DIVISION: Applications & Operations CLASSIFICATION: OGC 2 Program Area: Resource Development & Stewardship LOCATION: Fort St. John SUPERVISOR S TITLE: Environmental Management Officer POSITION #: SUPERVISOR S CLASSIFICATION: OGC 4 LOCATION: Fort St. John The Oil and Gas Commission (The Commission) is the statutory authority in the regulation of the province s rapidly growing petroleum sector. Operating under a new governance model and overseen by a Board of Directors, the Commission is a self-financed entity and a partnership among industry, governments and First Nations. The Commission is charged with the management and regulation of mounting conventional and unconventional oil and gas exploration, production and pipeline activities as well as increasingly diverse sector operations and infrastructure projects across the province. The Commission is a Crown Agency, governed by a Board of Directors. The Commission maintains its own human resource functions in a collaborative relationship with the British Columbia Government Employees Union and the Professional Employees Association. Job Overview The Commission has regulatory authority and responsibility for water management of oil and gas operations in British Columbia. The Groundwater Specialist provides technical support to the Commission s Statutory Decision Makers, Compliance and Enforcement, and Engineering staff and provides experienced technical expertise and support to other Commission staff, applicants and other stakeholders. The Groundwater Specialist provides groundwater expertise to support the review of waste management and waterrelated applications, and the review of hydrogeological or environmental (soil and groundwater) assessment data and reports. Activities may include review of environmental site assessment and groundwater monitoring reports, development of or review of water supply assessments or hydraulic connectivity assessments, hydrogeological interpretation, development of measurement or monitoring standards or procedures, data management and reporting, advising industry regarding Commission policies and requirements, and other related activities. The position develops and maintains strong working relationships within the Applications, Engineering, and Operations Departments, as well as with other Commission departments, technical experts, other government staff, First Nations, industry, consultants, and the public. Accountabilities Provide day-to-day hydrological and hydrogeological expertise for waste management and surface and subsurface water-related applications; Prepare professional recommendations and direction to the Environmental Management Officer regarding issuance of permits and approvals based upon technical review and analysis of proposed waste discharges, impacts, preliminary and detailed site investigation reports, remediation plans and confirmation of remediation reports; Review, assess, approve, or rejects plans, drawings and technical reports submitted by Qualified Environmental Professionals (QEP s) for compliance with permit conditions or remediation objectives; MAILING 6534 Airport Road Fort St John BC V1J 4M6 T F

4 Analyse applications for technical completeness, performing direct consultation, preparing appeal responses with proponents, instructing on requirements of the Commission, advising on requirements of other regulatory agencies and governments; Develop and negotiate terms of reference with clients and QEP s to establish authorization discharge conditions to mitigate environmental impact; Support investigations of non-compliance with statutory authorizations, evaluate and characterize environmental impacts, summarize information in report form, and determine the most effective method to mitigate environmental impacts of a non-compliance through technical assessment, negotiations and problem resolution; Provide hydrogeological expertise to support Commission Engineering staff with respect to groundwater protection aspects of the Drilling and Production Regulation; Provide technical input or develop updates for Commission technical guidance documentation and manuals in response to new regulatory policies related to groundwater protection or management; Maintain strong working relationships with internal and government colleagues on initiatives relating to groundwater and source water protection.
