1 Wicklow Town Wastewater Pumping Station ATTACHMENT A Wicklow Town Wastewater Pumping Station The Wicklow Town Wastewater Pumping Station is located at the Seafront, Wicklow (in the townland of Corporation Murragh. It provides preliminary treatment only to wastewater prior to discharging via a 50 metre long sea outfall and diffuser to the Irish Sea off the coast at Wicklow town. The Wicklow Town Wastewater Pumping Station is more frequently referred to as the Murrough Pumping Station. The design capacity of the unit is 0,000 PE at a flow of 6 DWF, or a design population of 40,000 at 3 DWF. The unit has been operating since 99. The treatment consists of: - mm coarse bar screening, followed by fine screening to 5 mm Washing dewatering and compaction of all screenings with subsequent disposal to landfill. Grit removal and classification, dewatering and disposal to landfill The existing outfall at the Wicklow town wastewater Pumping Station incorporates a tidal surge tower, which discharges the pre-treated wastewater to the Irish Sea via a 50 metre long sea-outfall, which terminates at a 5-port diffuser. The following is a copy of a letter sent to Wicklow Town Council on 6 th November 007 notifying them that Wicklow County Council intends to make an application to the Environmental Protection Agency for a Waste Water Discharge Licence in respect of the existing discharges from wastewater works serving Wicklow town and its environs and particularly in respect of the existing wastewater pumping station at the Seafront Wicklow. The Waste Water Discharge (Authorisation Regulations 007 (SI no. 684 of 007 came into force on 7/9/07. The Regulations require a water services authority to make application to the EPA for a licence authorizing wastewater discharges from a waste water works. Applications in respect of waste water works serving an agglomeration with a population equivalent exceeding 0,000 must be submitted to the EPA by 4//07. The existing wastewater pumping station at the Seafront (townland of Corporation Murragh, Wicklow town falls into this category. Wicklow County Council, County Buildings, Wicklow, Co. Wicklow hereby gives Notice as required by the Waste Water Discharge (Authorisation Regulations 007, that it shall, by the 4 th December 007, make application to the Environmental Protection Agency for a Waste Water Discharge Licence in respect of the existing discharges from wastewater works serving Wicklow town and its environs and particularly in respect of the existing wastewater pumping station, which is situated at the Seafront, (in the townland of Corporation Murragh, Wicklow, Co. Wicklow at National Grid reference 33534E, 9436N. The existing wastewater pumping station carries out preliminary treatment to wastewater prior to its discharge to the Irish Sea, by way of a long sea outfall at National Grid reference 33909E, 95306N and also discharges wastewater overflows to the Irish Sea, in times of storms, by way of a shorter sea outfall to the Irish Sea at National Grid reference 33753E, 94406N. The existing wastewater pumping station is not subject to the European Communities (Environmental Impact Assessment Regulations 989 to 00, which required an environmental impact statement. A copy of the application and any further information as may be furnished to the Environmental Protection Agency in respect of the application, shall, as soon as practicable after its receipt by the Agency, be available for inspection and purchase at the Environmental Protection Agency, PO Box 3000, Johnstown Castle, Co. Wexford, in a format as may be determined by the Agency. The same shall also be available for inspection and purchase at Water & Environmental Services Section, Wicklow County Council, County Buildings, Wicklow during normal working hours from 9.00a.m. to 3.30p.m Monday to Friday excluding Public Holidays. 16 Wicklow Town Wastewater Pumping Station ATTACHMENT B 0 Contract works commenced in August 007 to provide wastewater treatment facilities complying with the requirements of the Urban Wastewater Treatment Regulations 00 (SI 54 of 00. The form of contract is a Design, Build and Operate (DBO. The Department of Environment, Heritage and Local Government in their letter to Wicklow County Council, dated 9/5/07, approved the acceptance of tender from the contractor, which is Violia Water Ireland Ltd. A copy of the letter is enclosed. The contract works consist: - Pumping Station The existing pumping station will be modified by: - (a Enlarging its capacity to accept additional raw wastewater quantities (b Installing stormwater storage facilities (c Diverting the waterwater to a new Wastewater Treatment Plant to be built at Knockrobin, Wicklow town (d Enabling the treated effluent received from the Wastewater Treatment Plant at Knockrobin to be discharged via the existing Pumping Station and existing long sea outfall to the Irish Sea. Stormwater storage tanks All discharges to the Pumping Station in excess of 3 DWF will be treated as stormwater and will receive preliminary treatment prior to being discharged to stormwater storage tanks with a capacity of 3,000 m3 and when that capacity is exceeded will then discharge via the existing stormwater sea outfall to the Irish Sea. The stormwater storage tanks will be provided adjacent to the Pumping Station. The stormwater facilities will comply with the requirements of the Department of Environment, Heritage and Local Government stated in Procedures and Criteria in relation to Storm Water Overflows. Knockrobin Wastewater Treatment Plant A new Wastewater Treatment Plant is to be built at Knockrobin to cater for a design PE of 34,000 (design year 05 The plant will, in addition to accepting wastewater discharges from the existing Wicklow town Pumping Station, will accept discharges pumped from the nearby villages of Rathnew and Ashford. A sludge treatment plant with a treatment capacity of 68,000 PE will also be sited at Knockrobin to treat sludges imported from the new plant and wastewater sludges imported from other municipal Wastewater Treatment Plant, including septic tanks. At the expiration of the first five years of the Licence hereby granted and of every period of five years thereafter (hereinafter called the Review Date the Minister shall have the right to review the annual sum for the time being payable hereunder on giving to the Licensee three months notice in writing prior to such Review Date of his intention so to do and if the llinister shall give to the Licensee such notice as aforesaid then from and after such Review Date the annual sum payable in respect of that part of the foreshore hereby licensed for the respective term following such Review Date shall be the greater of: - (a the sum payable immediately prior to the review date. (b the ful open market value for rent at the Review Date which shall be such a yearly amount as shall be agreed between the Minister and the Licensee having taken into account in determining same in addition to all other relevant factors any increase in value of coastal lands or foreshore in the vicinity. The revised annual sum payable as aforesaid in respect of any of the periods herein mentioned may be agreed at any time between the Minister and the Licensee or (in the absence of agreement be determined not earlier than the date of commencement of such period (the Review Date by an Arbitrator such Arbitrator to be nominated ( in the absence of agreement between the parties upon the application of either the Minister or the Licensee by the President or other Officer endowed with the functions of such President of the Society of Chartered Surveyors in the Republic of Ireland and the decision of such Arbitrator shall be final and conclusive and all such arbitrations shall be conducted in accordance with the provisions set forth in the Arbitration Act, Lg54 or in any Act or Statutory RuIe or Order extending, amending, modifying or replacing the same and for the time being in force. 5. The Licensee shall use that part of the foreshore the subject matter of this Licence for the purpose of laying using and maintaining a sewaqle effluent outfall pipe and for no other purpose whatsoever. 6. The Licensee shall at all times during the continuance of this Licence keep the said outfall pipe in a good and proper state of repair and condition to the satisfaction of the Minister "Page 3 of 7" EPA Export ::36:7

26 and ensure that it will not be injurious to navigation, the adjacent lands or the public interest. 7. The Licensee shall cause the said outfall pipe to discharge below the low water mark at all times and shall ensure that all care is taken in the design of the said outfall pipe so that there will be no seepage of effluent to the foreshore. 8. The Licensee shall cause the said outfall pipe to be properly encased in the interests of visual 9. amenity. The Licensee shall indemnify and keep indemnified the State and the Minister their officers, agents and employees against al actions, loss, claiilrs r damages, costs, expenses and demands arising in any manner whatsoever in connection with the construction maintenance or user of the said outfall pipe or in the exercise of the permission hereby granted. 0. In the event of the breach non-performance or non-observance by the Licensee of any of the conditions herein contained the Minister may forthwith terminate this licence by giving to the Licensee three months previous notice in writing beginning on any day and upon termination of such notice the licence and permission hereby granted shail be deemed revoked and withdrawn without liability for the payment of any compensation by "Page 4 of 7" EPA Export ::36:7

27 the lvlinister to the Licensee and the Licensee shall if so required by the lvlinister within three months after receipt of such notice or on determination of this licence from any other cause at its own expense remove the said outfall pipe and restore the foreshore to its former condition to the satisfaction of the Minister and if the Licensee refuses or fails to do so the Minister may cause the said outfall pipe to be removed and shall be entitled to be paid by and to recover from the Licensee as a civil debt due to the State all costs and expenses incumed by hin in connection with such removal and restoration.. 32 Wicklow Town Wastewater Pumping Station ATTACHMENT C Wastewater Pumping Station The Wicklow town Wastewater Pumping Station at the Seafront, Wicklow town (Irish National Grid Reference 33534E, 9436N provides preliminary treatment prior to discharging via a 50 metre long sea outfall and diffuser to the Irish Sea off the coast at Wicklow town. The design capacity of the unit is 0,000 PE at a flow of 6 DWF, or a design population of 40,000 at 3 DWF. The unit has been operating since 99. The plant process/ treatment consists of: - mm coarse bar screening, followed by fine screening to 5 mm Washing dewatering and compaction of all screenings with subsequent disposal to landfill. Grit removal and classification, dewatering and disposal to landfill The screened and de-gritted wastewater is pumped to a surge tower, which discharges the pre-treated wastewater to the Irish Sea via a 50 metre long, 480mm diameter, sea-outfall, which terminates at a 5-port diffuser at Irish National Grid Reference 33909E, 95306N. This is the Primary Discharge point. The design details are: - Minimum design flow of the outfall pipe = 85 litres/sec Maximum design flow of the outfall pipe = 340 litres/sec Minimum design velocity of the outfall pipe =.m/sec Maximum design velocity of the outfall pipe =.3m/sec The capacity of the pump, which pumps to surge tower = 90 litres/ sec. Excess storm disposal is discharged to the Irish Sea via a 70 metres long sea outfall, 580mm diameter, which terminates at a 5-port diffuser at Irish National Grid Reference 33753E, 94406N. This is the Secondary Discharge point. The design details are: - Design flow of the outfall pipe = 0 to 440 litres/sec Design velocities of the outfall pipe =.0 to.5m/sec Discharge Quantities There is no flow meter on either the Primary or Secondary outfall pipes. There is a meter on the pump, which pumps to the surge tower. This meter totalizes the number of hours that the pump runs. This gives information on the discharge from the Primary Discharge. There is no measurement of the flow from the Secondary Discharge point. (a Normal flow from the Primary Discharge The total hours run by the pump in a 70.5 hours period from :30h on //07 to 4:00h on 8//07 was 57 hours. The capacity of the pump is 90 litres/ second. 34 Wicklow Town Wastewater Pumping Station ATTACHMENT C Wastewater Pumping Station Discharges The following are the discharge points from the Wicklow town Wastewater Pumping Station at the Seafront, Wicklow town: - Primary Discharge Point An existing outfall incorporates a tidal surge tower, which discharges the pre-treated wastewater to the Irish Sea via a 50 metre long, 480 mm diameter, sea-outfall, which terminates at a 5-port diffuser at Irish National Grid Reference 33909E, 95306N. 36 Wicklow Town Wastewater Pumping Station ATTACHMENT F Assessment of the impacts on receiving surface water Summary details of the impacts. The Murrough pumping station provides preliminary treatment only prior to discharging via a 50 metre long sea outfall to the Irish Sea off the coast at Wicklow town. The receiving water, therefore, is coastal and is subject to water currents and tides. The wastewater discharge is not treated to a standard conforming to the requirements of the Urban Waste Water Treatment Regulations 00. Monitoring of the Primary Discharge Point Tables F (i (a and (b for the Primary Discharge point were compiled by analysing samples taken of the wastewater prior to its discharge from the Wastewater Pumping Station. No analysis was carried out to the receiving waters. Monitoring of the Secondary Discharge Point Tables F (ii (a and (b for the Secondary Discharge point were compiled by analysing samples taken of the wastewater prior to its discharge from the Wastewater Pumping Station. No analysis was carried out to the receiving waters. Ground Emissions There are no discharges of wastewater to ground from the works. Existing Environment The water quality of the receiving water is not monitored. The receiving water is not freshwater nor is it estuarine. The receiving water is not a river nor is it a lake and is not, therefore, subject to the requirements of the Local Government (Water Pollution Act 977 (Water Quality Standards for Phosphorus Regulations 998. There is no water quality management plan or catchment management plan in place for the receiving waters. The receiving waters are not subject to any designation under any Council Directive or Regulation. Dangerous Substances The discharging waters do not contain main polluting substances (as defined in the Dangerous Substances Regulations S.I. No. of 00 of sufficient quantity to impair the receiving environment. Water Abstraction There are no water abstraction points. EPA Export ::36:8

37 Effect of Emissions. None of the following (a to (d (both inclusive are significantly effected by emissions from the agglomeration, plant, methods, processes, operating procedures or other factors relating to urban waste water: - (a a site (until the adoption, in respect of the site, of a decision by the European Commission under Article of Council Directive 9/43/EEC for the purposes of the third paragraph of Article 4( of that Directive (i (ii notified for the purposes of Regulation 4 of the Natural Habitats Regulations, subject to any amendments made to it by virtue of Regulation 5 of those Regulations, details of which have been transmitted to the Commission in accordance with Regulation 5(4 of the Natural Habitats Regulations, or (b (c (d (iii added by virtue of Regulation 6 of the Natural Habitats Regulations to the list transmitted to the Commission in accordance with Regulation 5(4 of those Regulations, a site adopted by the European Commission as a site of Community importance for the purposes of Article 4( of Council Directive 9/43/EEC in accordance with the procedures laid down in Article of that Directive, a special area of conservation within the meaning of the Natural Habitats Regulations, or an area classified pursuant to Article 4( or 4( of Council Directive 79/409/EEC. Pollution Minimisation The wastewater discharge is not treated to a standard conforming to the requirements of the Urban Waste Water Treatment Regulations 00 and therefore adequate pollution minimization measures are not in place. Modelling of discharges from the agglomeration A hydrographic survey was carried out in the planning phase for the provision of the Wicklow Town Pumping Station and long sea outfall. This survey studied the effect that the tides and water currents would have on emissions from the long sea outfall. The survey verified that the emission would have no significant adverse effect on bathing waters. EPA Export ::36:8

38 Wicklow Town Wastewater Pumping Station ATTACHMENT G Programme of Improvements The current situation is that wastewater collected within the agglomeration of Wicklow receives preliminary treatment prior to its discharge from the Wicklow Town Pumping Station to the Irish Sea and that this is the only treatment currently available. The proposed improvement consists of the provision of a wastewater treatment facilities and ancillary facilities in order to provide wastewater treatment complying with the requirements of the Urban Wastewater Treatment Regulations 00 (SI 54 of 00. The treatment will result in emissions from the agglomeration complying with or not contravening; the Dangerous Substances Directive 006//EC, the Water Framework Directive 000/60/EC, the Birds Directive 79/409/EEC, the Groundwater Directives 80/68/EEC & 006/8/EC, the Drinking Water Directives 80/778/EEC, the Urban Waste Water Treatment Directive 9/7/EEC, the Habitats Directive 9/43/EEC, the Environmental Liabilities Directive 004/35/EC and the Bathing Water Directive 76/60/EEC. Contract works to provide the treatment plant and ancillary works commenced in August 007. The form of contract is a Design, Build and Operate (DBO and are being carried out by Violia Ltd. The completion date of the construction part of the contract is 009. The Department of Environment, Heritage and Local Government in their letter to Wicklow County Council, dated 9/5/07, approved the acceptance of tender from the contractor, which is Violia Water Ireland Ltd. A copy of the letter is enclosed in Attachment B 0. The contract works consist: - Pumping Station The existing pumping station will be modified by: - (a Enlarging its capacity to accept additional raw wastewater quantities (b Installing stormwater storage facilities (c Diverting the waterwater to a new Wastewater Treatment Plant to be built at Knockrobin, Wicklow town (d Enabling the treated effluent received from the Wastewater Treatment Plant at Knockrobin to be discharged via the existing Pumping Station and existing long sea outfall to the Irish Sea. 39 Stormwater storage tanks All discharges to the Pumping Station in excess of 3 DWF will be treated as stormwater and will receive preliminary treatment prior to being discharged to stormwater storage tanks with a capacity of 3,000 m3 and when that capacity is exceeded will then discharge via the existing stormwater sea outfall to the Irish Sea. The stormwater storage tanks will be provided adjacent to the Pumping Station. The stormwater facilities will comply with the requirements of the Department of Environment, Heritage and Local Government stated in Procedures and Criteria in relation to Storm Water Overflows. Knockrobin Wastewater Treatment Plant A new Wastewater Treatment Plant is to be built at Knockrobin to cater for a design PE of 34,000 (design year 05 The plant will, in addition to accepting wastewater discharges from the existing Wicklow town Pumping Station, will accept discharges pumped from the nearby villages of Rathnew and Ashford. A sludge treatment plant with a treatment capacity of 68,000 PE will also be sited at Knockrobin to treat sludges imported from the new plant and wastewater sludges imported from other municipal Wastewater Treatment Plant, including septic tanks. 41 Wicklow Town Wastewater Pumping Station ATTACHMENT G 3 Impact Mitigation The programme of improvements, stated in Attachment G 3, are designed to ensure that will not: - cause a deterioration in the chemical status or ecological status (or ecological potential as the case may be in the receiving body of surface water. cause a deterioration in the chemical status in the receiving body of groundwater. cause the input into groundwater of hazardous substances, except where it is established that the input concerned is in a quantity and concentration so small as to obviate any present or future danger of deterioration in the quality of the receiving groundwater. in the case of pollutants that are not hazardous, cause deterioration or result in significant and sustained upward trends in the concentrations of pollutants in groundwater. permanently exclude or compromise the achievement of the objectives established for protected species and natural habitats in the case of European sites where the maintenance or improvement of the status of water is an important factor in their protection or which is inconsistent with the achievement of environmental quality standards established under national Regulations in relation to designated bathing waters, designated shellfish waters, areas designated for the protection of freshwater fish and areas designated for the abstraction of water intended for human consumption. 42 Wicklow Town Wastewater Pumping Station ATTACHMENT G 4 Stormwater Overflows There are no stormwater overflows on either the wastewater collection or the wastewater works facilities except for the Secondary Discharge point SW. The programme of improvements, stated in Attachment G 3, will include facilities for stormwater as follows: - All discharges to the Pumping Station in excess of 3 DWF will be treated as stormwater and will receive preliminary treatment prior to being discharged to stormwater storage tanks with a capacity of 3,000 m3 and when that capacity is exceeded will then discharge via the existing stormwater sea outfall to the Irish Sea. The stormwater storage tanks will be provided adjacent to the Pumping Station. The stormwater facilities will comply with the requirements of the Department of Environment, Heritage and Local Government stated in Procedures and Criteria in relation to Storm Water Overflows.
