2 Offshore Resources in Irish Waters Ireland potentially has the best offshore wind resource in the world. Ireland has 8 times its land mass in territorial waters. Offshore offers the capacity and greatest potential for substantial increase in indigenous sources of all power generation, thereby increasing Security of Supply MW in planning. A further 4000 MW are feasible within Irish coastal waters. Ireland can be an energy exporter. 1

6 British Irish Council An All Islands Approach to Energy British Irish Council announcement, 20 th June UK White Paper on Energy Market Reform and Renewables Roadmap, 12 th July Acknowledges Ireland s substantial renewable energy resources. Indicates that import of Irish renewable energy is a policy which the UK sees as beneficial. Calls for an All Islands Approach to energy development. Commitment to working towards developing a market mechanism to allow energy to be traded between nations. The backdrop is UK security of supply and renewable energy targets. Talks ongoing between British and Irish Governments. 5

7 Export Mechanisms How would renewables export work? - Statistical transfer / market mechanism - Interconnection - Direct connection of wind farms Eirgrid offshore grid study base case scenario Statistical transfer can be undertaken using guarantees of origin which can be traded by agreement between member states. A number of recent Government backed studies have all concluded that an integrated and incremental approach to developing an offshore grid network in the Irish Sea is the most appropriate method to facilitate exports, increase the penetration of Renewable Energy and improve the existing onshore grid. These include: Southern Isles Concept The Isles Study Eirgrid s Offshore Grid Study North Sea s Offshore Grid Initiative 6

9 Export Opportunity - Supply Chain 60bn The biggest supply chain market for offshore wind in the world is on our backdoor in the Irish Sea Zone, a supply chain opportunity of over 60bn. 8

10 Energy Export Opportunity The EU Renewables Directive issued June 2009 encourages interstate trading of renewable power and renewable credits between member states. A joint British Irish Council announcement, June 2011, agreed an All Island Approach to renewable energy development. Acknowledges Ireland s substantial renewable energy resources, particularly offshore, providing an opportunity for export. Indicates that import of Irish renewable energy is a policy which the UK sees as beneficial. An Intergovernmental Agreement between Ireland and the UK is expected this year to facilitate the export of renewables. Policy Commitments from the UK have already increased investor certainty in Irish renewable energy. 9
