1 Environmental Specialist Permanent / Full Time Competition Number: BC Oil & Gas Commission, Fort St John or Victoria Grid 27- Victoria: $74,297 $84,856* Grid 27- Fort St John: $76,324 - $87,170** *Posted salary includes a JFMM Allowance of 10% **Posted salary includes a JFMM Allowance of 10% and a Location Allowance of 3% The BC Oil and Gas Commission (Commission) is the provincial single-window regulatory agency with responsibilities for regulating oil and gas operations in British Columbia, including exploration, development, pipeline transportation and reclamation. PURPOSE OF POSITION The Environmental Specialist develops tactical level strategies related to surface and resource management, interacting with provincial land use planning initiatives, and represents the Oil and Gas Commission on government planning activities. Lead advocate on Oil and Gas Commission policy, regulation and legislation development as it relates to land use impacts of the provincial oil and gas sector, this position develops tactical analysis and expert level land and resource management studies for Oil and Gas Commission s use in assessing Oil and Gas related applications, provides expertise and advice on Oil and Gas sector interaction with provincial planning, policy and related issues, and coordinating various multi-agency project teams involved in sector activity throughout the province. This position builds relationships as an expert for the Oil and Gas Commission on environmental, land, water, habitat, and agricultural issues with other ministries, government agencies, industry, stakeholders, First Nations, communities, public and other levels of government to gather and coordinate input on planning initiatives. SELECTION CRITERIA Master s Degree in planning, forestry, geography, natural resource management, biology, or agriculture and three years of experience; or Bachelor s Degree in planning, forestry, geography, natural resource management, biology, or agriculture and five years of experience; or An equivalent combination of education and training and eight years related experience. Proven experience with public involvement and consultation processes dealing with land use and resources management issues. Proven experience with natural resource planning and integrated resources management principles and practices. Proven experience with social, environmental and economic land use planning and analysis principles, methods, policies and processes. Proven experience with interpretation and application of applicable legislation, policies and procedures. The Commission s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production. JOB OVERVIEW The Environmental Specialist develops tactical level strategies related to surface and resource management, interacting with provincial land use planning initiatives, and represents the Oil and Gas Commission on government planning activities. ACCOUNTABILITIES Plans, organizes, implements and approves land and resource management analysis, strategic policy and studies relating to land use impacts throughout various provincial regions, providing direction and approval on research quality and results. Supports Permitting and Authorizations through interpretation and advice regarding environmental policy, legislation and standards associated with land resource management as it relates to the review, approval, mitigation and monitoring of oil and gas development throughout the province. Develops, recommends and interprets policies, legislation and standards related to land resource management as it relates to oil and gas development throughout the province, coordinating Oil and Gas Commission planning initiatives, special/strategic projects and issues, performing full range of multi-faceted, multi-agency land use planning and writes reports on the effectiveness of the Oil and Gas Commission strategic planning activities and government land use planning initiatives (such as, LRMPs, SRMPs and Pre-Tenure Plans). Develops, coordinates and implements project plans for specific tactical analysis processes including preparation of Terms of Reference, work plans, inventories, options and reports for multi-party review and plan approval processes, conducting social, economic and environmental assessment of options and developing recommended options for approval by the Oil and Gas Commission Executive.

4 Prepares and coordinates implementation and monitoring strategies and develops new planning approaches to meet evolving sector as well as affiliated industry, stakeholders, First Nations, community, government and agency s needs, initiating plan amendments to address implementation issues identified in consultations and recommends policy changes. Leads the Oil and Gas Commission participation in sector pre-tenure planning for designated provincial areas coordinating with multi-agencies and planning counterparts to ensure development of pre-tenure plans that stimulate exploration and development consistent with Oil and Gas Commission legislation, land use strategies and First Nations agreements, and the Agricultural Land Commission Delegation Agreement. Implements pretenure planning processes and the restructuring of plans to new results-based formats within sustainable management frameworks, provides advice and direction on oil and gas activities and unique values of plan areas. Coordinates the review and approval of multi-agency oil and gas pre-tenure plans and communicates revised and multiple phases of planning activity to keep industry and communities informed of planning developments, leading the identification and determination of other provincial areas in need of oil and gas area operating protocols pre-tenure planning and SRMPs through monitoring of ongoing development and emerging land use issues. Develops partnerships that enable effective implementation of The Oil and Gas Commission plans and manages issues arising out of the implementation and development of land use plans, interpreting objectives and strategies relating to the specific land use planning issues. Develops Local Area Agreements and memorandum of understanding (MOU). Current and related experience includes integrated land use planning or resource management planning experience or planning or program management experience in one or more of the following areas: forestry, tourism, mining, energy, ecosystem conservation, agriculture, parks and public recreation; and, demonstrated experience leading and participating on project teams.
