However the Committee noted that there is a Court case in the matter of Rajbir singh v/s state of Haryana and Others[CWP of 2013} has been dismissed by the Honorable Punjab and Haryana High Court on 19 th October (II) Activity 1. In this mine the nature of waste rocks will be weathered low grade mineral which is exposed with top soil/alumina. The waste will be stacked separately inside the lease area and boundary barrier where mining is not proposed. liquid effluent shall be generated from the mine. Workers will be hired/ employed locally from the nearby villages, for the mining activity. So long term housing is not proposed for the operational workers, but temporary rest shelters are proposed. It has been proposed that during the operational phase, traffic will increase, however the existing road network will be sufficient to handle the increased traffic load. Existing facilities are sufficient. new road/rail will be required. There is no closure or diversion of existing routes or infrastructure for the proposed project. There are no new or diverted transmission lines or pipelines in the project site. There is no water course falling in this applied area Stream crossings? There is no prominent nalla or river flowing in the area. There is no source of ground water in the lease area. The rain water is the only source of water within the area Abstraction or transfers of water from ground or surface waters? 1.24 Changes in water bodies or the land surface affecting drainage or run-off? 1.25 Transport of personnel or materials for construction, operation or decommissioning? 1.26 Long-term dismantling or decommissioning or restoration works? Total water requirement is about 13 KLD 2.5 KLD (Drinking) KLD (Plantation) KLD (Dust Suppression). The proposed mining activities including waste dumping will be carried out in such a systematic manner that it will neither infringe flow of runoff nor disturbances to natural flow of storm water as well as drainage system of mining lease area. The staff and the workers involved in the project will use the local transport for commutation to the project area. Quartz and Feldspar from the mine site will be transported by road in trucks. After completion of mining operations, the mined out area will be converted into a small water reservoir, which shall be useful to the society after the 6 ENVIRTA Sustainable Solutions India Pvt. 8 1.27 Ongoing activity during decommissioning which could have an impact on the environment? 1.28 Influx of people to an area in either completion of mining process. After closure of mining operations, no activity will be there. Mostly local people will be deployed to carry out mineral extraction. Use of Natural resources for construction or operation of the Project (such as land, water, materials or energy, especially any resources which are non-renewable or in short supply): S. It does not fall in the forest land and is devoid of any vegetation. Area does not involve agricultural land. Mining activity does not have any impact on the agricultural activity in and around the area. 2.2 Water (expected source & competing users) unit: KLD Total water requirement is about 13 KLD( 2.5 KLD (Drinking) KLD (Plantation) KLD (Dust Suppression). 2.3 Minerals (MT) raw minerals are required for mining 2.4 Construction material stone, aggregates, sand / soil (expected source MT) operation. There is no permanent construction needed in lease area hence no construction material is used. 2.5 Forests and timber (source MT) forest and timber products involved in the proposed project. 2.6 Energy including electricity and fuels (source, competing users) Unit: fuel (MT), energy (MW) As the mining activity is Semi-Mechanized in nature, compressed air and diesel as fuel is required for the operation. 2.7 Any other natural resources (use appropriate standard units) other natural resources will be used. 3. Use, storage, transport, handling or production of substances or materials, which could be harmful to human health or the environment or raise concerns about actual or perceived risks to human health. S. The applicant will do necessary arrangements as per rules. Production of solid wastes during construction or operation or decommissioning (MT/month) S.. Information/Checklist confirmation / Details thereof (with approximate quantities/rates, wherever possible) with source of information data 4.1 Spoil, Overburden or Mine Wastes It has been estimated that no waste will be generated. 4.2 Municipal waste (domestic and or Very insignificant quantity of domestic waste will commercial wastes) be generated by the labors at site. 4.3 Hazardous wastes (as per Hazardous Waste Management Rules) Hazardous waste (as per Hazardous Waste Management Rules) will be generated. 4.4 Other industrial process wastes There is no industrial process involved in the project. 4.5 Surplus product The entire mined out product will be sold to the consumer. 4.6 Sewage sludge or other sludge from effluent treatment There is no effluent treatment plant in the proposed project. 4.7 Construction or demolition wastes construction or demolition work involved. 4.8 Redundant machinery or equipment There is no redundancy of machineries involved, as the machineries are movable and will be removed from the mine lease area after the lease is over and will be used elsewhere. 4.9 Contaminated soils or other contamination of soil or other material will be materials involved Agricultural wastes There is no agricultural waste involved Other solid wastes other solid waste is generated. 5. Release of pollutants or any hazardous, toxic or noxious substances to air (Kg/hr) S.. There will be emissions from vehicles & machineries, engaged for excavation and transportation. It will be managed by the following methods:- Proper maintenance of vehicles and machines. 10 5.2 Emissions from production processes There will be some dust emission from production process. However, mitigative measures such as water sprinkling and plantation would be done to control dust pollution. 5.3 Emissions from materials handling including storage or transport Some emission is expected as the loading and unloading will be done mechanically. 5.4 Emissions from construction activities including plant and equipment 5.5 Dust or odors from handling of materials including construction materials, sewage and waste permanent construction activity will be carried out at site so there will be no emission from any such activities. There would be no dust or odors from handling of construction materials since there is no permanent construction proposed at the site. 5.6 Emissions from incineration of waste such waste will be generated, which needs to be incinerated. 5.7 Emissions from burning of waste in waste of any kind will be burnt in the open air. open air (e.g. slash materials, construction debris) 5.8 Emissions from any other sources There are no other sources of emission. 6. Generation of ise and Vibration, and Emissions of Light and Heat: S.. Precaution and regular maintenance of excavator replacement of damaged/ worn out parts when ever required will be taken. Ear plugs will be provided to the persons exposed to high noise level. 6.2 From industrial or similar processes There will not be any industrial process involved. 6.3 From construction or demolition construction or demolition is involved. 6.4 From blasting or piling blasting is involved. 6.5 From construction or operational traffic Due to vehicular traffic and material transportation within applied area, noise will be generated but measures will be taken up to control the noise levels within the DGMS & CPCB norms. 6.6 From lighting or cooling systems Mining will be done in day time so no lighting will be required and cooling systems are not required. 6.7 From any other sources other source generates ise & Vibration, Heat etc. 7. The Projects involving clearance under Coastal Regulation Zone tification, 1991 shall submit with the application a C.R.Z map duly demarcated by one of the authorized agencies, showing the project activities, w.r.t. C.R.Z. and the recommendations of the state Coastal Zone management Authority. Simultaneous action shall also be taken to obtain the requisite clearance under the provisions of the C.R.Z. tification, 1991 for the activities to be located in the CRZ. 2. The projects to be located within 10 km of the National Parks, Sanctuaries, Biosphere Reserves, Migratory Corridors of Wild Animals, the project proponent shall submit the map duly authenticated by Chief Wildlife Warden showing these features vis-à-vis the project location and the recommendations or comments of the Chief Wildlife Warden thereon. All correspondence with the Ministry of Environment & Forests including submission of application for TOR/ Environmental Clearance, subsequent clarifications, as may be required from time to time, participation in the EAC Meeting on behalf of the project proponent shall be made by the authorized signatory only.
