Objective necessity for the purpose of the Treaty Commitments from the Treaty security of supply market integration energy efficiency environment protection use of renewable sources Input to set objectives and design policies Reliable and consistent data Monitoring of effectiveness of policies Monitoring of compliance with commitments Commitment in statistics: To build reliable statistics system To define efficient administrative framework To provide technical and financial means for implementation To set feasible timeframe for implementation 4

5 Approach to energy statistics Ministerial Council on its 3 rd meeting in December 2007 identified an objective necessity to develop a common concept for energy statistics for the purposes of the Treaty Harmonized energy statistics based on: Common methodology, definitions and questionnaires, reporting forms (EUROSTAT / IEA / UNECE questionnaires and ENERGY STATISTICS MANUAL) EU legislation on energy statistics (Regulation (EC) 1099/2008, EU requirements for transparency of energy prices (Directive 2008/92) Ministerial Council, December 2011: In order to make its official energy statistics available for the purpose of the Treaty, particularly the market integration, the Energy Community shall consider for adoption in 2012 mandatory legal and administrative framework to harmonize its energy statistics with the EU. 5

6 Road Map for the Energy Community (from the study: Energy Statistics in the Energy Community EIHP, 2010) Training on Energy Statistics, IEA Organization of the Training/Workshop on the methodologies for final energy consumption surveys: households, services and transport with examples of good practice. Organisation of the Training/Workshop on development of the reports on the transparency of gas and electricity prices and energy indicators Organization of the Training/Workshop on the development of the reports on monthly energy statistics. Monitoring of the progress of implementation activities defined by Action plans for Evaluation of the achieved results, preparation of the joint results on the level of EC, proposals to support effective progress in the areas and in the CPs which are lagging behind the agreed schedule of the process 6
