The prject will supply data, infrmatin and tls that can be used t mnitr and reprt n the develpment and implementatin f apprpriate initiatives fr ecsystem carbn management t reduce greenhuse gas (GHG) emissins. The prject will als facilitate a brad and readily accessible mechanism t share and disseminate infrmatin amng Nrth American experts with a fcus n scientific and technlgical best practices. Envirnmental Outcme: Aid in the reductin f GHG emissins assciated with frest degradatin and land cver change by generating and imprving access t better infrmatin n land cver change and landscape-level carbn accunting, cllabrating with the Parties experts in exchanging knwledge n best practices fr ecsystem carbn management. Tasks necessary t reach the Envirnmental Outcme: 1. Establish a trinatinal, gvernment-led experts' netwrk t develp methds fr assessing, mnitring, and cnducting pilt use f data generated n land cver changes and landscape-level carbn changes. 2. Is the CEC the mst effective vehicle fr the Parties t undertake the prject, cnsidering: The value-added f ding it under the CEC cperative prgram Any ther public, private r scial rganizatins that wrk n such activities Opprtunities t cperate and/r leverage resurces with such rganizatins The CEC has been supprting the Nrth American Land Cver Mnitring System since 2008 and t this end has been a leader in assisting with the establishment f a cntinental land cver and land cver change data at the apprpriate scale t supprt Nrth American ecsystem carbn quantificatin and mnitring. It is well psitined t supprt the cllabratin f the Parties experts in exchanging knwledge n best practices fr ecsystem carbn management. Des the prject prpse a clear timeline fr implementatin f the activities, including a target end date fr CEC s invlvement? Where applicable, describe hw the wrk will cntinue after CEC invlvement ends? While prject wrk is intended fr 2011 and 2012, further initiatives culd be indentified in 2012 fr the prject's cntinuatin. The tasks will put in place strng cntinental netwrks and an nline sharing platfrm. By prject end, these activities shuld be integrated int the regular wrk prgrams f the trilateral land cver and carbn mnitring prgrams already well established at USGS, Natural Resurces Canada and Cnafr. Outputs will include a gespatial database, web map server, and technical reprts. These will allw carbn accunting and REDD initiatives in Nrth America t be mnitred. In additin, the prject will supprt the scientific cllabratin f experts frm each cuntry in prducing and sharing this infrmatin. Where applicable, des the prject identify with reasnable specificity: Linkages with ther relevant CEC prjects, past r present, in rder t create synergies, capitalize n experience, r aviding duplicatin? The principal stakehlders are gvernment agencies and sme natinal research institutins wrking n ecsystem carbn mdeling and in particular, Mexic, which is already wrking n develping REDD initiatives. The Nrth America Land Cver Mnitring System (NALCMS) grup, a cllabrative initiative between Canada, Mexic, and the United States, and supprted and facilitated by the CEC, mnitrs land cver and its changes ver time. Other stakehlders will include specifically: Cnafr, INEGI, Cnabi, NR-Can, CCRS NR-Can, USGS - Cre Science Systems, USGS - Climate and Land Use Change, Nrth American Land Cver Mnitring Grup, Nrth American Carbn Strage Atlas Grup, Nrth American Frest Cmmissin, Glbal Earth Observatin System f Systems (GEOSS), and Glbal Observatin f Frest and Land Cver Dynamics (GOFC-GOLD). Specific use f these data has als been identified by cuntry: Mexic: i) REDD mnitring (achievements and impacts); ii) multi-scale system fr mnitring carbn; iii) bidiversity mnitring; iv) ecsystem health and cnditin mnitring; v) fragmentatin and cnnectivity analyses f landscapes; vi) resilience f ecsystem mnitring; vii) bidiversity and bimass linkage mnitring; viii) invasive species migratin mnitring; ix) distributin f disease vectr analyses; x) analysis f trends in land cver change; xi) evaluatin f results and impacts f prgrams such as the payment fr envirnmental services; xii) input t applicatins fr hydrlgy and climate mdeling,; xiii) analysis and evaluatin f the relatin between land cver change and ppulatin; and xiv) indicatrs related t the capacity fr carbn strage n frest ecsystems.
