12 Allocates costs based on the average impervious area of a typical single family residence (SFR). The impervious area of a typical single family residential home is the basis for billing all customers. Is used by more than 80% of all stormwater utilities.

13 Lot size is not a factor. Example: 1 ERU=2,600 s.f. of impervious area Street and front sidewalk not included. Impervious Area of a typical single family residence is the basis of billing for all customers.

14 Allocates costs based on the percentage of impervious area relative to the property s total area. Parcels are placed into broad categories of Intensity of Development, from 0 to 100% with categories in between. User fee per square foot increases as intensity of development increases.

16 Allocates costs based on combined impact of measured impervious and pervious property areas. Impervious and pervious areas are measured to develop a number that represents their combined impact on the relative runoff from the property.

Runoff Factor = 0.95 User Fee Factor = (0.20*2600)+(0.95*8290) = 8,395 Example (0.25 Ac.): All Pervious = 2,178 Parcel = 8,395 All Impervious = 10,345 Each parcel has its own unique runoff value, C value and therefore unique user fee.
