MINISTERY OF ENERGY AND MINES Nicaragua Global Workshop on Accelerating Energy Efficiency: Challenges, Opportunities and Measures for Implementation Energy Efficiency Hub of the UN Sustainable Energy for All (SE4All) Initiative Copenhagen, Denmark Nov. 2015

1 STRATEGIC DEVELOPMENT- Global National: Development the national energy policy, referred to (i) Universal access to electricity, (ii) Energy Mix to renewable energy. (iii) Improve Energy Efficiency. Sub Regional: Energy Sustainable Strategic 2020 and Action Plan- Mesoamerica. (Mexico, Guatemala, El Salvador, Belice, Honduras, Dominican Republic, Costa Rica, Panama) Regional : Base Indicators for Energy Efficiency (BIEE), launched by ECLAC in 2011, New Global Alliance for Energy-Efficient Appliances and Equipment Launched, by SE4All Global E2..

1 STRATEGIC DEVELOPMENT- Country I. UNIVERSAL ACCESS ELECTRICITY ENERGY POLICY It is an esencial topic to ensure a significant improvement in the quality of life of the people without access to electricity. II. DIVERSIFICATION OF THE ENERGY MIX: It aims to decrease dependence on imported oil and tapping the potential of renewable energy available in the country, such as geothermal, hydro, wind, solar and biomass, are key to our sustainable development. III. ENERGY EFFICIENCY: This axis has the goal to improve the efficient use of energy to strengthen their competitiveness in relation to the world and improve its energy security; in addition to reducing emissions of greenhouse gases.

1 STRATEGIC DEVELOPMENT- country POWER ENERGY BY SOURCES ELECTRICITY ACCESS INDEX NATIONAL ENERGY BALANCE ENERGY INTESITY (FEB/US$)

2 THE FINAL ENERGY CONSUMPTION BY SECTOR The final energy consumption by sector was thousand tons oil equivalent, reflected behavior over the year 2011, by level of importance, the residential sector accounted for 46.3 % of total consumption, followed by transport with 26.2 %, industrial 12.8 %, the commercial sector, public services and 10.5%, agriculture 2.4 % and finally the other sectors with 1.8 %.

2 DEVELOPED ACTIONS: LEGAL FRAMEWORK AND ACTION PLANS Policy mechanisms and Laws: Law for Energy stability give a tax exoneration of CFL s and has the first draft on Energy Efficiency Law and Policy. Standards: Procedures for compliance assessment for 14 Mandatory Energy Efficiency Standards for Appliances and Equipment, two voluntary standards for Energy Audit and Energy Management Systems (Adoption of Standard ISO 50001) and pilot Project of verified energy efficiency label for air conditioners and refrigerators. Action Plans and Strategies: Efficient Lighting Regional Strategy approval which includes four components: Minimum Standards, Policy and Support Mechanisms, System Assessment, Control and Supervision, and Environmental Management. Development of the First National Energy Efficiency Program was achieved for the period Energy education: It was possible to train about 1,607 people in different issues of energy efficiency where we highlighted the opportunities for energy savings in lighting, air conditioning, refrigeration, Energy Audits, Management Measurement Equipment, Electricity Safety. Transport sector : Replacing all vehicle float of urban public transport in Managua Metropolitan Replacing inefficient selected transport in Managua. Elaborated the National Plan of Transport Policy of Mobility and land Transport Logistic Elaborated the Project Document Promoting an Environmentally Sustainable Transport for Metropolitan Managua

2 MAIN CHALLENGES Economics Highest interest rates of the national banks. To promote Efficiency Projects Investment to improve replacement more efficiency vehicle National Bank must learning E2 like very good investment In fact is easier to get a loan and low interest rate to cars than getting financial E2 Project Social Afraid to change more efficiency technologies Specialized technical training in new technologies Cultural change to planning and operative more efficiency- final users Poor statistical database External Still disagree to improve sub regional plan s to replacement more efficiency equipment (refrigerator or air conditioner) Tariff Subsidies on the electricity Residential sector and diesel only for public transport (diesel and gasoline) Variability in fuel prices

3 POSSIBLE ASSITANCE REQUIRED Development of a strategy for Monitoring, Verifying and Evaluating to strengthen the energy Labelling Program Improve the regional cooperation in improvements related to improving the efficiency of Air Conditioner and Refrigerator. Develop a long-term and permanent strategy to improve awareness and education of energy efficiency Capacity buildings of Energy Efficiency Managers (Energy Efficiency Services) Implementing Energy Management System to Public Office promoting change in the private sector Improve Base Indicator Energy Efficiency (BIEE). Capacity buildings at institution level (Ministry of Energy And Mines Energy Efficiency Division Design policy strategy ) Action plan to recycle Energy Efficiency wastes (e.g. lamps, glass, metals, refrigerators etc)
