4 Royal decree towards wood stoves and boilers Royal Decree (12/10/2010) for the regulation of the efficiency and emission levels for pollutants from heating installations on solid fuels New installations, 300 kw th Recommended solid fuels, among which NBN EN Declaration of conformity Annex I and Annex II: minimal efficiency levels and maximal emission levels of CO and dust Phase I, II and III

12 Maintenance and inspection of boilers for the heating of buildings Government of Flanders Decree (8/12/2006, revised on 3/5/2013) Prescriptions for boilers on all types of fuels, among which solid fuels: Inspection before putting into use + favourable report Yearly maintenance by a technical expert Heating audit every five years The boiler may only rarely and during a short time emit irritating and polluting smoke There has to be enough circulation in the chimney and the exhaust gasses have to be removed fluently The owner and user of the boiler is responsible for the compliance

13 3. STANDARDS FOR THE IMPLANTATION OF CHIMNEYS

14 Implantation of chimneys Belgian standard NBN B for the correct implantation of chimneys on houses (in theory only for installations on gas and oil) Outlet of the chimney must be positioned far enough from every opening in a building where air can penetrate (doors, windows, ventilation, ) Based on a formula: f must be 0.01 in case of gas and in case of oil P: the nominal power of the boiler / stove l: the length between the outlet of the chimney and the opening in the building Δh: the height difference between the outlet of the chimney and the opening in the building s 1 and s 2 : dilution coefficients (for 17 different situations) Can be integrated in local building regulations

16 4. ENVIRONMENTAL LEGISLATION FOR SMALL AND MEDIUM-SIZED BOILERS ON SOILD FUEL

17 Legislation small and medium-sized boilers on solid fuel Flemish environmental legislation (VLAREM), for boilers from 300 kw th on The prescriptions are recently revised, based on two Flemish BATstudies: Burning of renewable fuels (2009) Burning of fossil fuels in small and medium combustion installations, stationary combustion engines and gas turbines (2012) Among all, a more stringent emission limit value for dust in case of burning coal or solid biomass: New boilers from 1 MW th on: 50 mg/nm³ (at 6 % O 2 ) (may in the future be strengthened to 20 mg/nm³) Requires an electrostatic precipitator or fabric filter + separate emission limit value for dioxins and heavy metals, in case of burning of treated wood

19 Ban on wood burning Local authorities can integrate a temporary ban on wood burning in their police regulation An example of police regulation is made up by the Flemish Government When? during heavy fog and windlesness Who? for all residential stoves (< 300 kw th ) in the municipality, except for rooms where there is no central heating system or a decentralized heating system on gas or oil About 20 municipalities in Flanders

20 6. A BAN ON BURNING OF BIOMASS IN OPEN AIR

21 Ban on burning of biomass in open air Proposal for new prescriptions in Flemish environmental legislation (VLAREM) Biomass waste (or any other product) may not be burned in open air, only in some exemptions, and with a permit of the (local) authorities: For a scientific experiment Biomass waste coming from management of forest and nature reserves, when the removal or local usage is technically not possible In case of very harmful diseases on agricultural crops that can only (and often must!) be removed by local burning Burning of animal waste, in case of swine fevers, avian influenza, (risk management) Campfires Folkloristic events
