The cmmitment calls n building wners, ccupants, cities, states, and their assciated entities t glbally cmmit t delivering a built envirnment that is energy efficient, pwered by renewables, and supprts the decarbnisatin f the grid. Defining Net Zer Carbn There are many terms used t describe the eliminatin f carbn emissins. Fr this dcument, net zer carbn buildings and fituts means assets that have eliminated all annual perating carbn emissins thrugh a mix f energy efficiency and prcurement f renewable energy. Offsets wuld be allwed nly t reduce any use f natural gas in the building, prvided the gas was nt used t generate electricity. The cmmitment is supprted by ur Carbn Psitive Radmap. Our Carbn Psitive Radmap prpses that all existing buildings and fituts with a Green Star Perfrmance rating, and any future new buildings and fituts with a Green Star rating, will be required t achieve the gals f this cmmitment by 2030 at the latest. Owners and develpers that cmmit t building r develping Green Star rated assets, can be sure that they are cmplying with this cmmitment and mre. In additin, t reduce the dcumentatin burden f the cmmitment, Green Star is recgnised as a mechanism t demnstrate cmpliance, and will prvide relevant reprting f data t the cmmitment s administratrs. This cmmitment calls n rganisatins, whether business r ther, and lcal and state gvernments, r equivalent bdies, t: Cmmit t build, wn, lease r ccupy net zer buildings that are n a path t eliminate their peratinal emissins by 2030; and Advcate fr market transfrmatin thrugh leases and nn-regulatry prgrams and incentives, plicies, r regulatin, t drive the uptake f net zer buildings and fituts as a gal. What is included in this cmmitment? This cmmitment addresses all emissins within an entity s cntrl. Specifically addresses scpe 1 and scpe 2 emissins. At this pint scpe 3 emissins are encuraged t be addressed, but nt required. Fr nn-tenanted buildings, all scpe 1 and 2 emissins frm the building must be included. The cmmitment relies n the cncept f cntrl, impact, and influence. Emissins frm buildings under the entity s cntrl, e.g. where they wn the building and have management rights, are required t be addressed by this cmmitment. Where cntrl is nt available, e.g. where the entity partially wns the building but has n cntrl, the entity must attempt t influence the building s trajectry in discussins with the ther wners. In Australia, fr purpses f tenanted buildings, the bundary f this cmmitment requires all emissins in a building wner s cntrl t be addressed. Prvided they are metered apprpriately, emissins frm the tenant are nt included. Hwever, the cmmitment 2

3 des require the building wner t cnstructively wrk with their tenants t assist them t mve t net zer emissins as quickly and cst effectively as pssible. Wh can participate in this cmmitment? The cmmitment is available t cmpanies, businesses, institutins, cities, r states. It is als available fr divisins, department, r sub-brands within a parent entity, and fr the part f cmpanies that have a presence in Australia. Fr purpses f this dcument, any ptential applicant is cnsidered an entity. All entities must have a valid business registratin number (ABN). Shuld entities that are part f a parent entity sign up t the cmmitment, they will be required t advcate t their parent t als cnsider jining. Operatinal departments f entities (e.g. H.R department) cannt sign up t the cmmitment. 5 Sectin A: Cmmit All entities are required t cmmit t set a trajectry fr new and existing buildings t achieve a net zer carbn target by 2030 thrugh a mix f energy efficiency, prcurement f renewable energy, ffsets and ther mechanisms t supprt the decarbnisatin f the grid. Therefre, If yu wn buildings: where yu have cntrl, these must be placed n this trajectry. Fr buildings where yu dn t have cntrl, these fall under sectin C. If yu ccupy buildings as a tenant: ensure yur fitut cntributes t this target, and cmmit t advcating t yur building wner t achieve this cmmitment. If yu are a develper: designing energy efficient buildings and wrking with yur client t ensure they understand their future cmmitments t run their buildings in line with this trajectry. In additin, all entities cmmit t helping create a net zer carbn building market, wherever yur building r fituts is, thrugh advcacy. The stages f Disclsure, Actin, and Verificatin are related. All entities are required t measure, disclse and verify their annual prtfli energy demand and carbn emissins separately. They are als required t take actin and plan as t hw they will achieve their gal. Therefre, within tw years f making the cmmitment, in Australia, If yu wn buildings: Publicly disclse the annual energy demand f each f yur buildings, and all assciated carbn emissins. Identify perfrmance gaps against yur cmmitment, and begin the prcess f reslving them. Certify r assure the energy use and carbn emissins f all yur buildings If yu ccupy buildings as a tenant, Publicly disclse each f yur fituts annual energy demand and assciated carbn emissins. Ensure any buildings yu ccupy have a current Green Star Perfrmance rating. Sectin C: Advcate All entities are required t demnstrate leadership t supprt the transitin twards net zer carbn buildings. There are als special requirements fr lcal and state gvernment entities, and ther rganisatins that have cntrl ver the design, planning, and cnstructin f the built envirnment. Therefre, If yu wn buildings, and have tenanted spaces: Develp new lease agreements requiring yur tenants t disclse their energy perfrmance, and intrduce them at the apprpriate lease perids between yur cmmitment date and Intrduce prgrams t drive tenant engagement in reducing energy demand, and shift t renewables. Advcate t gvernment fr the adptin f planning practices and regulatry mechanisms t increase the use f renewables in yur lcality. If yu ccupy buildings as a tenant: Agree t lease requirements t disclse yur fitut s energy use and carbn emissins. Advcate t the building wner thrugh lease agreements r ther cntractual cmmitments t disclse the energy perfrmance and carbn emissins f their building and achieve certificatin. Advcate t gvernment fr the adptin f planning practices and regulatry mechanisms t increase the use f renewables in yur lcality. If yu are a tenant that prvides services in the design f an asset (e.g. architect, engineer, quantity surveyr, r similar), r an rganisatin that prvides management services fr an asset (e.g. cleaning cmpany, facilities management, etc): advcate t industry fr the adptin f Net Zer Buildings t increase their availability in yur lcality. If yu are a develper: advcate t gvernment fr the adptin f planning practices and regulatry mechanisms t increase the use f renewables in yur lcality. This means enacting regulatins r planning plicies t ensure that ut shared gals f new net zer buildings by 2030 and existing net zer buildings by 2050 are achieved. T cmply with the Plicy stage, GBCA has develped a suite f plicy gals that shuld be adpted by all lcal and state gvernments. Green Star is Australia's nly natinal and vluntary rating system fr buildings, fituts, and cmmunities. Frm individual buildings t entire cmmunities, Green Star is transfrming the way ur built envirnment is designed, cnstructed and perated. Green Star has imprved the envirnmental efficiencies in the built envirnment, while bsting prductivity, creating jbs and imprving the health and well-being f Australian s everywhere. Green Star rated buildings prduce 62% fewer greenhuse gas emissins and 66% less electricity than a typical building. Australia has mre than 1,750 Green Star-rated buildings, fituts, and cmmunities. And the statistic demnstrate its success: 37% f ffice space is Green Star certified 5% f the wrkfrce head t a green ffice each day 42,000 peple live in Green Star-rated apartments 420,000 peple are mving int Green Star cmmunities. 1.3 millin peple visit a Green Star-rated shpping centre each day Green Star s develpment is guided by ur Carbn Psitive Radmap. In summary, GBCA has cmmitted that all existing buildings and fituts with a Green Star Perfrmance rating, and any future new buildings and fituts with a Green Star rating, will be required t achieve the gals f this cmmitment. As such, by being in a Green Star rated asset, yu can be sure yu are wning, develping, r ccupying buildings and fituts that are cmplying with this cmmitment and mre.
